China and Pakistan have initiated a mega project with the name of CPEC (China‐Pakistan Economic Corridor). CPEC projects in Pakistan are an initial stage, and government officials and policymakers expected that CPEC projects are beneficial for local Pakistani community, as this project generates several business and employment opportunities for local citizens. This research study examines the benefit of the CPEC projects and its influence on local Pakistani citizen's living standards. Data were collected online using the Google platform from 310 citizens, residing in all provinces of Pakistan. In total, 310 samples were analyzed and reported, and for data analysis, SPSS version 21 and AMOS 8.0 tools were used; the findings of this study validate most of the hypothesis. Based on results, this study discussed the local Pakistani community benefits with numerous factors such as perceived education, income, and employment. Results of this study will guide the officials and policymakers of CPEC to gain local citizen's support for the CPEC development projects and designs policies accordingly for the future projects. This study also provides important guidelines for CPEC policymakers and officials.  相似文献

Evidence on the performance of development projects shows that sustainability is seldom achieved. Project sustainability is influenced by ecological, social, political and economic systems. However, the blueprint approach to project choice tends to incorporate sustainability into the project cycle by considering only economic and environmental systems. This is done by adopting elaborate methodologies such as expanded CBA and EIA. This approach is unlikely to lead to sustainable projects. The ‘participation approach’ is more sensitive to the social and political systems than the blueprint approach. It involves people in decision-making and sees the achievement of sustainable projects as the result of people's empowerment and self-reliance. However, under certain circumstances, this approach can lead to environmentally unsustainable projects. Smaller scale projects tend to bring about sustainability, but government control might be needed to ensure this. Social obstacles exist in implementing participation but occur for top-down projects as well. Problems exist in combining the bottom-up and top-down approaches.  相似文献

This research explores a very important issue arising from the initiation of China–Pakistan Economic Corridor (CPEC) in Pakistan, as the major impact seems to be focused towards small businesses and how they will cope in this competitive market once Chinese businesses enter in the country. According to scholars and officials, CPEC will generate several business opportunities for the local Pakistani community. However, studies related to the CPEC project are limited and only focused on the development of the CPEC project in various aspects alone. The existing study examined the local entrepreneur's attitude and intention in the context of CPEC using a sample of 255 survey questionnaires. Structural equation modeling was used to test the proposed hypotheses. Data were gathered from the existing business community in Karachi, Pakistan. The results validated most of the hypotheses showing positive attitude towards entrepreneurs and intention towards CPEC development project. Specifically, local transportation and accessibility of cities show a significant relationship with a positive attitude. Similarly, the attitude of entrepreneurs also shows a positive relationship with entrepreneur's intention towards CPEC development projects. Findings have important theoretical and practical implications for policymakers of CPEC in creating an overall entrepreneurial ecosystem.  相似文献

Abstract. The use of a political marketing framework to describe modern party election campaigns can be useful for comparison over time, between and within countries. This paper concentrates on inter-country comparisons, examining the election compaigns of the West German Christian Democrats in 1983, the British Conservatives in 1983 and the Irish Fine Gael party in 1981. Political marketing is defined as the application of promotional activities to direct an exchange with voters through the use of such instruments as product policy, communications policies and distribution. Among the paper's main findings are, first, that the CDU were the only party to have communications policies which closely matched their product policy and, second, that distribution activities appear to be where future campaign developments are likely to concentrate. The paper concludes with a discussion on some specific aspects of political marketing including effects, financial corruption and the part political marketing plays in the general evolution of the electoral process.  相似文献

Rapid urbanization in the Third World has become one of the most pressing developmental problems of today. Metro Manila, capital of the Philippines, for instance, grew from 300,000 inhabitants in 1903 to more than 8 million in 1980. The authorities were unable to cope with the gigantic socio-economic problems of such an explosive growth. As a consequence, the urban poor gradually developed their own strategies for improving their adverse living conditions. Social movements emerged, in order to press the government for a more responsive policy towards the needs of the poor. Although the activities of these social movements culminated in the late 60s and early 70s, the imposition of martial law on the Philippines in 1972 had highly negative repercussions on citizen'S participation and community organizing efforts. Since authoritarian regimes have been established in the majority of Third World countries, the article examines the following questions by elaborating on the Philippine experience: how urban social movements are able to exist under authoritarian regimes, whether they are able to contribute to an upgrading of urban services and to what extent they are able to be starting points for a democratization from the grass roots’ level. The findings are that, without a minimum of constitutional liberties and pluralism, urban social movements remain rather short-lived phenomena and that the improvement of services through urban social movements is bound to fail under a political climate of severe repression. Moreover, the suppression of reformist and participatory movements fuels political polarization.  相似文献

In 1975 the U.S. Agency for International Development (AID), the principal administrative agent for American bilateral development assistance, mandated a social analysis component to the project preparation and approval process.1 Although 'social soundness analysis' is now a required dimension of project identification and design its presumed positive effects are not yet apparent on the output side. Post project impact evaluations reveal that there continue to be negative social effects from AID'S development efforts, regardless of project type. In the process by which projects are identified, framed, approved, and ultimately implemented, important signals identified by pre-project social analysis get displaced. This occurs because anticipating social impact is only one of several goals or functions served by pre-project design analysis. This essay interprets the role of social analysis in the dynamics of project preparation, identifying structures and procedures which attenuate its influence.  相似文献

Several communities in the Bendel State of Nigeria have distinguished themselves in their enthusiasm for community development through self-help efforts. In addition to their contributions in labour and money these communities also make demands on the government for various forms of aid. Because of the uncoordinated nature of the projects and the demands, the government is precipitated into responses without a thorough examination of the development impact and the priority needs of the projects. An analysis of the characteristics of the completed and on-going community development projects in Bendel State between 1970 and 1982 shows that the prime interest of communities is in the provision of social infrastructure rather than in improved production which will create wealth and employment. Similar mistakes are made by the government in its total funding and in providing matching grants for projects which have doubtful rationales. The paper suggests that planning for community development projects should involve the co-operation of the government and the people. The enthusiasm for development should be encouraged but not at the expense of co-ordinated effort which could bring about the much-desired even development by sorting out priorities and conserving resources.  相似文献

In the pages of the daily financial press, 'shareholder value' is a loose rhetoric. For business consultants who sell financial metrics and implementation, shareholder value is also a product and a promise that purposive management action will be rewarded. This paper begins by considering the consultant's promise and the more guarded academic responses. It then presents empirics on micro performance and the meso limits to shareholder value and argues that most corporate managements cannot easily deliver what consultants promise and the capital markets demand. The paper ends by taking a broader view of value-based management as part of a process of financialization. If the results are contradictory and disappointing, a persistent gap between expectations and outcomes can nevertheless drive management behaviours, which change the world.  相似文献

This article examines a random sample of World Bank projects in order to identify the methods of institutional analysis (IA) and resulting institutional development (ID) strategies employed. The findings confirm impressionistic data which indicate that IA in World Bank projects is highly standardized, and concentrates on factors internal to the organization at the expense of external environmental factors, particularly as these are reflected in the needs of stakeholders and customers. ID is an integral part of most Bank projects, and the trend is shown to be towards increasing attention to ID. The nature of ID in World Bank projects reflects the inward orientation of IA, with strong emphasis given to training and development as a standard solution. It is concluded that IA and ID which are broader in scope will improve project design and impact.  相似文献

Abstract

Central to the debates on the transition of Hong Kong to Chinese sovereignty is how this process has affected change in the policy process and policy outputs. Many see policy change as a result of the evolving political environment in Hong Kong following the political transition. This article, however, adopts the notion of policy networks and argues that the analysis of policy change cannot be reduced to a simple contextual stimulus – the policy alteration model. A case study – ‘the development of civic education’ – demonstrates the importance of policy networks, as a particular structure of government and group relations in decision making, in explaining the course of policy change. It is apparent that the relationship between regime change and political liberalization, on the one hand, and established networks, on the other, tends to be complex and dialectical in Hong Kong. Despite the importance of sovereignty transition and political restructuring, the effect of contextual factors on public policy greatly depends on the nature of the network involved.  相似文献

Administrative problems are a major cause of the poor performance of pastoral development projects in Africa. This study focused on two aspects of project administration: policy development and organizational structure. From the literature, 11 actions in these 2 areas were identified that were supposed to enhance project performance. These 11 propositions were tested against evidence from 3 pastoral development projects in Africa funded by the U.S. Agency for International Development. Eight of these actions were strongly associated with improved project performance. Many development theorists and practitioners, including those in key agencies like the World Bank and UNDP, now see participation as critical to successful project implementation, and strongly support cooperative organizational systems. This article cautions against undue optimism about such forms of organization, and attempts to explain their limited success when they compete with private firms by applying rational choice theory to behaviour in cooperative systems. It examines the relevance of assumptions of self interest, opportunism and bounded rationality in such solidaristic organizations, then uses them to calculate the costs and benefits of using participatory systems. It shows that these costs are likely to outweigh the benefits in large organizations unless participatory processes are effectively associated with managerial autonomy, appropriate incentives, sanctions and hierarchies. © 1996 by John Wiley & Sons, Ltd.  相似文献

Abstract. Problems of political succession are particularly acute when new regimes experience not merely the shock of the sudden introduction of democracy but also the challenge of consolidating a new territorial identity. The six North European states examined here, all of which became independent after the first world war, succeeded in establishing their legitimacy against threats from both left and right. The orderly political succession process was broken in three cases, however, by the appearance of authoritarian regimes in the inter-war period. The origins of this disjuncture are to be found not only in economic factors that enhanced the attractiveness of certain contemporary ideologies but also in the nature of elite political culture and the extent to which it had had the opportunity of absorbing liberal democratic norms.  相似文献

  • This study investigates the concept of political market orientation (PMO) in an untraditional setting, namely the 2005 contest for the leadership of the British Conservative Party. Based on a collective case‐study method, a content analysis of candidates' speeches and manifestos is provided. We operationalize four attitudinal constructs of a conceptual PMO model and adapt them to suit the novel campaign context. Our findings show further evidence for the existance of a ‘gravitational centre’ effect hypothesized in earlier studies. Furthermore, we qualify the concept of PMO through a long‐term focus and a context‐specific evaluation of the merits of alternative PMO profiles. Thus, the generic conceptual model of political market orientatation, which previously has only been used in the content of parties contesting a general election campaign, can be adapted to alternative campaign situations without a reduction in its explanatory power.

The Sustainable Development Goals (SDGs), agreed at a United Nations General Assembly in 2015, embrace an ambitious and wide-ranging set of global environmental, social, and economic issues designed to effect a transition to a more sustainable future. The United Nations called on all governments to not only pursue these ambitious goals but also acknowledged the important role of the business community in addressing the SDGs. The high profile launch in June 2016 of the ‘Common Ground’ initiative to support the SDGs by Ban Ki-moon, United Nations General Secretary, and six of the world's leading marketing and advertising companies, namely, Dentsu, Havas, IPG, Omnicom group, Publicis Group, and WPP might be seen to herald a new era in the transition to a more sustainable future. This paper outlines the SDGs and business engagement with them, reviews the sustainably strategies and achievements currently being publicly reported by the six leading advertising and marketing companies, and offers some reflections on a number of the challenges these companies will face in contributing to the SDGs.  相似文献
