The study of policy narratives is challenged by inconsistencies and a need for more precise definitions and measurements. The goals of this article are to build precision and clarity in the study of policy narratives by developing a network‐based approach—the ego‐alter dyad—for coding characters and their interactions around a policy issue and then to illustrate this approach in the analysis of air and climate issues in Delhi, India. The empirical results show that (1) the same actors are often heroes and villains, (2) heroes and villains are associated with different actions but with similar victims or beneficiaries, (3) narrators differ in their propensity to tell hero‐heavy or villain‐heavy policy narratives, and (4) the proportion of hero‐heavy or villain‐heavy policy narratives changes over time and differs across subtopics. The article concludes with a research agenda for further theoretical and methodological advancement in studying policy narratives.  相似文献

Leadership of public universities has come under fire—from scandals, from funding, from students, from every direction. Top‐down leadership of institutions of higher education has been described as a “disease.” Shared governance—a mechanism of faculty representation in the leadership and decision‐making processes—a seeming alternative, has been described as “a recipe for paralysis.” In this article, the authors proffer shared leadership as a potential elixir for leading public institutions of higher learning, unleashing creative potential, focusing on pressing strategic imperatives, and enabling sustainable systems that leverage true talent to maximum effect. It is time to move beyond the moribund myth of top‐down heroic leadership and beyond the bureaucratic, political quagmire of the current state of affairs in shared governance. Heroism emerges when individual decisions are coupled with public rewards for heroic actions, making heroism akin to the voluntary provision of a highly specialized public good. In the past 35 years, however, the number of heroes has fallen considerably as reflected by military honors such as the Congressional Medal of Honor. Our model, which seeks to explain heroism in a rational decision-making framework, suggests that an observed decline in heroism can be explained on the basis of optimal individual and social responses, rather than as an arbitrary change in the governmental rewards for heroism.  相似文献

This article describes and analyses data on perceptions of leadership and management, generated by a study of managerial behaviour, organizational functioning and performance in the Ministry of Local Government, Lands and Housing (MLGLH) in Botswana. The study was commissioned by the Swedish International Development Agency (Sida). The findings indicate that the managers in the investigation did not generally recognize the distinction between organizational leadership and management that is postulated in the predominant current western view. The perceived ideal leader who emerges from the investigation is kindly and supportive and provides clear directions; the western ideal of the ‘corporate hero’ did not emerge from the findings. Further, the Tswana managers emphasize the reaction of the boss as a major factor in judging their own performance. This finding of the acceptance of hierarchical authority and accompanying dependency supports evidence from the few empirical studies undertaken previously in Africa, and has implications for the current plan to implant elements of the ‘Singaporean model’ in Botswana.  相似文献

This article addresses the opportunities that the opposition has to influence policy – a topic that has been neglected in existing party policy research. The idea that is developed is applied to a remarkable environmental policy development during the Danish right‐wing government in the 2000s. Contrary to its position when it took office in 2001, the right‐wing government turned green and adopted a series of green policy initiatives. It is argued in this article that vehement and persistent criticism from the left‐wing opposition provides an explanation for this turn. Taking media coverage, public opinion, carbon dioxide emissions and the government's approval ratings into account, the empirical estimation based on unique quarterly data shows that opposition criticism had a systematic impact on the government's pro‐environmental policy development. The implications for party policy research are important. If the aim is to understand how parties matter to policy, the opposition should be taken more seriously.  相似文献

This article examines French defence policy making. It has two aims: first to examine how far the sector is characterised by the forms of ‘heroic’ leadership usually associated with it, and second to place these empirical findings within the context of the literature that deals with the analysis of policy processes and public policy. The article shows how, contrary to the received wisdom, Mitterrand in particular has found it increasingly difficult to impose his personal preferences on defence policy. That this is so is a function partly of the nature of the policy process itself, and partly of the legacy — both institutional and in terms of policy — of de Gaulle. In illustrating shifting models of policy making and policy output, it reveals both the specific nature of the defence sector as well as the factors which influence the policy‐making processes over time.  相似文献

Abstract

The evolution of low‐income housing policy during the past 50 years can be divided roughly into two segments: the first running from 1949 to the 1973 Nixon moratorium on subsidized production programs and the second from 1973 to the present, marked by a diminished federal leadership role and an increased state and local role. After tracing the rise of the federal leadership role represented in the Housing Acts of 1949 and 1968, this article focuses on the development of three important policy instruments that mark the devolution of housing policy: housing vouchers, housing block grants, and the Low‐Income Housing Tax Credit.

The three‐pronged strategy of vouchers, block grants, and tax credits has achieved reasonably good results and attracted an unusual degree of political consensus. A steady expansion of all three offers the most promising path to the “realization as soon as feasible” of the national housing goal.  相似文献

This article reports new insight into the relationship between emotional intelligence (EI) dimensions and leadership style at the Aqaba Special Economic Zone Authority (ASEZA). Multiple regression results have revealed a negative significant association between EI and leadership style in three major dimensions of EI, namely, self‐awareness, motivation, and empathy. Stepwise regression analysis revealed a significant positive association of self‐regulation and social skills dimensions on ASEZA's leadership style. Results further indicated that there are no significant differences between the dimensions of EI and demographic factors as well as between leadership and undertaken demographic factors. However, no research has focused on the relationship between EI and leadership style in ASEZA‐Jordan context. The current research identified this gap in the literature by connecting leadership through EI. Implications are that leaders lacking all or some EI dimensions are less likely to have a healthy relationship with their subordinates and are likely to be classified as being ineffective leaders. Organizations could benefit from being able to differentiate ineffective leaders from leaders who suffer from some or all EI dimensions. Therefore, the lack of some major EI dimensions in an organization like ASEZA negatively influences its competitive advantage as well as its performance.  相似文献

The relationship between ministers and public servants has been a longstanding topic among students of Australian public administration. Recent debate has centred on issues of supposed politicisation and excessive responsiveness in the Australian Public Service (APS), caused, in part, by the weakened tenure of department heads (secretaries). The recent Moran report has little to say on this relationship. It endorses changes to the appointment processes for secretaries which are presumably designed to strengthen secretaries’ independence from their political masters. It adopts a view of citizen‐centred service and strategic leadership that appears to marginalise ministers. Its approach to public sector leadership is taken from international management theory that works well in a business context and in the United States (US) government system. ABSTRACT

The study of legitimacy in situations of conflict and peacebuilding has increased in recent years. However, current work on the topic adopts many assumptions, definitions, and understandings from classical legitimacy theory, which centers on the relationship between the nation-state and its citizens. In this introduction, we provide a detailed critical overview of current theories of legitimacy and legitimation and demonstrate why they have only limited applicability in conflict and post-conflict contexts, focusing on the three main areas that the articles included in this special issue examine: audiences for legitimacy, sources of legitimacy, and legitimation. In particular, we show how conflict and post-conflict contexts are marked by the fragmentation and personalization of power; the proliferation and fragmentation of legitimacy audiences; and ambiguity surrounding legitimation strategies.  相似文献

Climate leadership is important for the transition to a low‐carbon economy, where some countries are seen as leaders because of their ambitious climate and energy policies. Climate leadership is dynamic and evolves over time to become a political myth, however, which governments use in their policy strategies. Changes in governments lead to new climate and energy strategies that affect the respective countries' leadership positions. This article links the growing literature on environmental/climate leadership and the political myth literature. Specifically, it draws on the environmental/climate leadership framework to analyse the connection between political myths and the climate and energy policy strategies of governments to understand how the changing interpretation of the political myth influences leadership. The article uses Denmark as a case study because of the consensus in the literature on it being a climate and energy policy pioneer. This article analyses how Danish governments interpret the political myth of Danish climate and energy pioneership and how their policies influence the Danish leadership position, concluding that whilst the continued reinterpretations of the political myth of leadership do not always reflect the original myth, the myth remains important for government claims to leadership.  相似文献

Recent elections yielded sweeping majorities for the centre‐right in Scandinavia with a decade of pure centre‐right majorities in Denmark and the longest sitting centre‐right coalition in Sweden for decades. This is a blind spot in the issue voting literature, which would not expect centre‐right parties to flourish in contexts where welfare issues have a natural salience as in the case of universal welfare states. In contrast, Scandinavian universal welfare states ought to benefit social democracy when it comes to issue voting on welfare issues. It is argued in this article that centre‐right parties can beat social democrats by credibly converging to its social democratic opponent on issues of universal welfare. Issue ownership voting to the benefit of centre‐right parties will then be strongest among voters perceiving the centre‐right to have converged to social democracy and perceiving the centre‐right as issue‐owner. Using Danish National Election Studies, 1998–2007, the article shows that the Danish Liberal Party outperformed the Social Democrats on traditional welfare issues among those voters perceiving the Liberals to be ideologically close to the social democrats. The findings help us to understand why centre‐right parties have recently turned into serious competitors on social democracy's turf: the universal welfare state.  相似文献

Leaders are essential actors in public performance improvement and organizational change. However, a key question has not been adequately addressed in prior literature on the topic: how do leadership processes make a difference? Using data on New York City public schools, this article explores the organizational mechanisms by which a specific form of principal's leadership—transformational leadership—influences objective organizational outcomes as measured by standardized test scores. The empirical results indicate that a principal's transformational leadership style affects student test scores through the mediating effects of purposeful performance information use and stakeholder engagement.  相似文献

The failure of US initiatives to build local/regional economic development capacity in Russia following the fall of Communism has been partly blamed on national factors, Russian culture, and American consultants. Much of the failure, however, probably resulted because American approaches to economic development—‐highly successful in other contexts—could not work during Russia's transition from a command economy to its current state. Such things as promoting entrepreneurship, developing public‐private partnerships, creating a market economy, accessing start‐up capital, attracting foreign investment, overcoming bureaucratic corruption and high taxation, working within the rule of law, and negating organized crime either should not have been done, or could not have been done, leaving many of our programs ineffective. We ask whether the Russian deviations from the U.S. model have any implications for the current situation facing state and local development policy in the U.S.  相似文献

The 2017 German federal election delivered dramatic electoral decline of the two traditional main parties, the Christian Democrats (CDU/CSU) and the Social Democratic Party (SPD), who had governed Germany in a ‘grand coalition’ government since 2013. The main reason for this outcome was the decision by Chancellor Angela Merkel to open Germany's borders for refugees and migrants, an unprecedented policy that abandoned border controls and remained in place between September 2015 and March 2016. This article focuses on how the refugee and migration problem subsequently turned into a wedge issue, splitting most German political parties and handing a major election victory to the main critics of Merkel's decision, namely the rightist Alternative for Germany (AfD) and the right‐wing liberals of the Free Democratic Party (FDP). Rather than explaining these developments in isolation, the article highlights how past welfare state retrenchment and fear over future economic prosperity make significant groups of the electorate, including former supporters of left‐of‐centre parties, lose confidence in the ability of the political system to deliver stability and social integration.  相似文献

This article challenges the view that public leadership research should maintain a separate perspective in the study of public leadership. It discusses the benefits of further embedding the public leadership research domain within leadership studies, constructing a cross‐fertilization that contributes to advance both. The article maps key concerns in relational leadership theories, contrasting them with current work in the public leadership research domain and offering suggestions to close the gap. It highlights public leadership scholarship's competitive advantage to contribute to theorizing about leadership, given the importance of context for building contemporary theories of relational leadership.  相似文献

The demise of Charles Kennedy as leader of the Liberal Democrats (1999–2006) has generally been understood as an unfortunate consequence of Kennedy's struggle with alcohol dependency. Others have suggested that Kennedy was removed because he proved a poor party leader. In contrast, this article argues that the alcohol issue was of key importance, yet that this factor overlapped with the wider depletion of Kennedy's leadership credibility. It is also suggested that Kennedy's removal was in part a consequence of the continued erosion of the boundaries between public and private life in British politics.  相似文献

Spiritual intelligence has received increasing quantitative research interest, while there is still no attention regarding to investigate spiritual intelligence with applying qualitative methods, especially grounded theory design. This study aimed to detect the skills, affecting factors, and the effects of spiritual intelligence and religiousness on performance. The qualitative analysis of the data collected through the in‐depth interview of the participants after encoding and classification, and the continuous comparison of the data by encoding and data by axes, resulted in these data can be coded in three axes: leader's spiritual intelligence skills, factors that affect leader's spiritual intelligence, and the effects of leader's spiritual intelligence on performance. The results revealed that there are five skills of leader's spiritual intelligence: work‐life balance skill, consists of (5) sub‐skills, leadership transcendence skill includes (6) sub‐skills, leadership meaning and purpose production skill includes (4) sub‐skills, leadership mindfulness skill consists of (9) sub‐skills, and the fifth skill is leadership virtue behavior includes (8) sub‐skills. And also, the results indicated that there are many factors that impact the leader's spiritual intelligence, were classified into three objects: personal (three factors), social and family (two factors), and work factors (4 factors). All participants were agreed unanimously that the leader's spiritual intelligence and religiousness are determined and affect the performance of the leader and his subordinates, these were classified into two objects: The first object is a leader's work‐performance, consisting of (16) indicators, and the second object is a workers performance includes (12) indicators. In light of these results, the study recommended the necessity of developing leaders' awareness of the importance of passion of spiritual intelligence skill and their impacts on performance. Thus, these findings shed new light on the importance of developing leaders' spiritual intelligence skills to resolve leadership problems, and increasing productivity, creativity, and well‐being among leaders and workers in Arab World.  相似文献
