Do better‐informed people vote more? Recent formal theories of voter turnout emphasize a positive effect of being informed on the propensity to vote, but the possibility of endogenous information acquisition makes estimation of causal effects difficult. I estimate the causal effects of being informed on voter turnout using unique data from a natural experiment Copenhagen referendum on decentralization. Four of fifteen districts carried out a pilot project, exogenously making pilot city district voters more informed about the effects of decentralization. Empirical estimates based on survey data confirm a sizeable and statistically significant causal effect of being informed on the propensity to vote.  相似文献

Does lawmaker behavior influence electoral outcomes? Observational studies cannot elucidate the effect of legislative proposals on electoral outcomes, since effects are confounded by unobserved differences in legislative and political skill. We take advantage of a unique natural experiment in the Canadian House of Commons that allows us to estimate how proposing legislation affects election outcomes. The right of noncabinet members to propose legislation is assigned by lottery. Comparing outcomes between those who were granted the right to propose and those who were not, we show that incumbents of the governing party enjoy a 2.7 percentage point bonus in vote total in the election following their winning the right to introduce a single piece of legislation, which translates to a 7% increase in the probability of winning. The causal effect results from higher likeability among constituents. These results demonstrate experimentally that what politicians do as lawmakers has a causal effect on electoral outcomes.  相似文献

This paper uses a natural experiment to identify the effect of a procedural information cost on the electoral registration of young first-time voters. We exploit the fact that information about when the minimum age eligibility requirement is due, either at registration or election-day, is only meaningful for those turning 18 after registration closing day. Using a national dataset on Chilean registration over four elections, we provide evidence of a sharp discontinuity in the registration rate of those youngsters turning 18 at closing date. The effect is both sizable and robust, persists over time, and is similar across income groups.  相似文献

While Katrina has raised awareness of the potential impact of hurricanes on municipalities along the Gulf Coast, it remains unclear if the municipal bond market considers other types of natural disaster risk in other areas. We attempt to fill this gap by conducting an analysis to determine if underlying geologic earthquake risk affects interest costs for municipal bond issuers in California. We find that earthquake risk does matter in determining the interest costs for municipalities issuing debt, but not universally—only for municipal bonds issued after Hurricane Katrina and only in relation to underlying geologic earthquake risk.  相似文献

Retrospective voting studies typically examine policies where the public has common interests. By contrast, climate policy has broad public support but concentrated opposition in communities where costs are imposed. This spatial distribution of weak supporters and strong local opponents mirrors opposition to other policies with diffuse public benefits and concentrated local costs. I use a natural experiment to investigate whether citizens living in proximity to wind energy projects retrospectively punished an incumbent government because of its climate policy. Using both fixed effects and instrumental variable estimators, I identify electoral losses for the incumbent party ranging from 4 to 10%, with the effect persisting 3 km from wind turbines. There is also evidence that voters are informed, only punishing the government responsible for the policy. I conclude that the spatial distribution of citizens' policy preferences can affect democratic accountability through ‘spatially distorted signalling’, which can exacerbate political barriers to addressing climate change.  相似文献

State antipredatory lending laws (APLs) are designed to protect borrowers against predatory lending that can increase the risk of default and deplete the home equity held by borrowers. Federal regulators instituted preemption that limited the scope and reach of state antipredatory lending regulations for certain lenders. Based on the variation in state laws and the variation in the regulatory environment among lenders, this paper identifies the effects of federal preemption of state APLs on the quality of mortgages originated by preempted lenders. The results provide evidence of a relatively higher increase in default risk among loans exempted from strong state antipredatory laws. These results are most robust among refinance mortgages with adjustable interest rates—a large and highly dynamic market in the period of analysis. The findings provide initial evidence that preemption of state mortgage lending regulations may result in an increase in mortgage default risk, thus limiting consumer protection in the residential mortgage market.  相似文献

The complexity of the modern information ecosystem raises many questions for public organizations. In the context of emergency management, information (such as warning messages) is communicated not only from a source of authority to the public but also between members of the public. The authors use a series of storms that affected Oklahoma in the spring of 2016 to test propositions related to how information about tornado warnings reached the public and who received and shared information about the storm, as well as to identify how gender and age mediate the influence that exposure to an extreme weather event has on the sharing of this information. Overall, the authors find that reported exposure to a tornado increases information sharing through a variety of media and technology. The effect of the tornado erases the otherwise present gender gap in sharing information, while it has little effect on the media platforms that are most popular among older respondents.  相似文献

In this article, the authors introduce a novel way to define and measure housing submarkets in relation to foreclosures. Instead of the traditional methods of identifying submarkets a priori, this study uses an approach that empirically delineates housing submarkets based on spatial contiguity and housing attributes. The spatial clustering algorithm developed for this study identified submarkets in each of the urban counties. A spatial regression model was then used to assess the impact of submarket structure on foreclosure rates. In addition, the study also incorporates a measure of sprawl in its analysis. It was found that sprawling counties are not more likely to have higher rates of foreclosures compared with average rates. However, the counties with smaller and more fragmented housing submarkets are likely to have lower rates of foreclosures. The results suggest that urban form is less consequential than housing market structure in affecting U.S. housing market dynamics.  相似文献

Mortgage servicing has garnered increased attention since the foreclosure crisis. As the interface between borrowers and investors, servicers make the decision to either grant a loan modification or to foreclose. This study examines servicer loan modification practices for a national sample of delinquent subprime loans, and assesses the extent to which those practices are associated with foreclosures. The research reveals significant differences across servicers in loan cure rates, which are related to servicers’ propensity to offer loan modifications and to the level of relief offered to borrowers. The observed differences across servicers and the implications of this heterogeneity for foreclosure prevention underscore the importance of additional data, research, and policies that can increase the uniformity and transparency of servicing practices.  相似文献

Does foreign aid improve human rights and democracy? We help arbitrate the debate over this question by leveraging a novel source of exogeneity: the rotating presidency of the Council of the European Union. We find that when a country's former colonizer holds the presidency of the Council of the European Union during the budget‐making process, the country is allocated considerably more foreign aid than are countries whose former colonizer does not hold the presidency. Using instrumental variables estimation, we demonstrate that this aid has positive effects on human rights and democracy, although the effects are short‐lived after the shock to aid dissipates. We adduce the timing of events, qualitative evidence, and theoretical insights to argue that the conditionality associated with an increased aid commitment is responsible for the positive effects in the domains of human rights and democracy.  相似文献

When responding to citizens who make direct contact, politicians perform an act that matters not only to themselves and the contacting citizen, but also to colleagues within the party. This article studies whether some types of responsive behaviour are more accepted within the party than others. It also studies the circumstances that increase and decrease acceptability for party colleagues’ responsiveness. In a survey experiment, 1,660 Swedish politicians were asked to approve of different communicative and adaptive responses given by a fictive colleague. Results show that responses that aim at changing the party from within are well regarded, but that open and external responses, which are more visible to voters, are considerably less liked by the politician's colleagues. The implication is that norms surrounding dyadic responsiveness are strong within parties and that they are likely to influence when and how citizens get responses from individual politicians.  相似文献

Transparency is considered a key value for trustworthy governments. However, the effect of transparency on citizens’ trust across national cultures is overlooked in current research. This article compares the effect of transparency on trust in government in the Netherlands and South Korea. The effect is investigated in two similar series of three experiments. The authors hypothesize that the effect of transparency differs because the countries have different cultural values regarding power distance and short‐ and long‐term orientation. Results reveal similar patterns in both countries: transparency has a subdued and sometimes negative effect on trust in government. However, the negative effect in South Korea is much stronger. The difference in the magnitude of transparency's effect suggests that national cultural values play a significant role in how people perceive and appreciate government transparency.  相似文献

Literature on public opinion in China suggests that public support for the Chinese Communist party (CCP) is quite high. No matter how survey questions regarding regime support are phrased, the results are the same. The obvious question arises: how does an authoritarian regime, such as the PRC, garner the support of the vast majority of its citizens? I argue that the exposure-acceptance model best explains the high level of public support in China. This model suggests that educated citizens, who are politically aware, display high levels of political support within an authoritarian regime, but citizens at the highest levels of education are more resistant to political messages and tend to have lower levels of support. However, in a developing country such as China there are unequal educational opportunities for rural and urban citizens. This has a significant influence on how education affects regime support. Despite lower levels of support among the most educated citizens, the CCP still manages to maintain a high level of popular support through strict control over the media and education system.  相似文献

What determines whether countries' institutions attract or deter investment? Although existing theories predict that multinational enterprises (MNEs) avoid locations where institutions cannot constrain public and private actors' opportunistic behavior, we argue host institutions' attractiveness depends on firms' home environment. Home country institutions shape firms' practices and capabilities, thus helping to determine the environments that firms are best prepared to face abroad. We test our predictions using multiple data sets at different levels of analysis: firm‐level data on MNEs' foreign subsidiaries, data on bilateral foreign direct investment (FDI) positions, and longitudinal data on bilateral FDI flows. We find that states with independent judiciaries are particularly attractive to investment from countries also possessing independent courts. Similarly, countries with low judicial independence disproportionately send FDI to countries lacking independent judiciaries. These findings' implications challenge conventional wisdom: “Good” institutions may not attract all investors, and “bad” institutions may not always deter, as current research suggests.  相似文献

Understanding the incentives of politicians requires understanding the nature of voting behavior. I conduct a laboratory experiment to investigate whether voters focus on the problem of electoral selection or if they instead focus on electoral sanctioning. If voters are forward‐looking but uncertain about politicians’ unobservable characteristics, then it is rational to focus on selection. But doing so undermines democratic accountability because selection renders sanctioning an empty threat. In contrast to rational choice predictions, the experimental results indicate a strong behavioral tendency to use a retrospective voting rule. Additional experiments support the interpretation that retrospective voting is a simple heuristic that voters use to cope with a cognitively difficult inference and decision problem and, in addition, suggest that voters have a preference for accountability. The results pose a challenge for theories of electoral selection and voter learning and suggest new interpretations of empirical studies of economic and retrospective voting.  相似文献
