This study explores whether, in societies around the world, affective polarization – or animosity between citizens based on their political allegiance – is stronger if political divisions align with non-political ones. Such ‘social sorting’ has earlier been established to foster affective polarization in the United States. In this study, I argue that the underlying mechanism travels across the globe. I then present two complementary studies which confirm this hypothesis. First, I employ CSES data to predict the level of affective polarization by social sorting at 119 elections in 40 countries, showing that greater alignment of partisan divisions with non-political divisions in a society (along the lines of income, education, religion and region) is associated with stronger dislike towards political outgroups. Second, using Dutch panel data, I show that individuals who fit the socio-demographic ‘profile’ of their party better tend to be more affectively polarized. This has important implications for our understanding of affective polarization.  相似文献

Over the past few decades, a variety of groups have begun to argue that the US and European patent systems do not adequately represent the public interest in their decision making and that they need to undergo fundamental changes to their structure and orientation. These challengers have adopted similar strategies—in terms of the venues chosen and the arguments, evidence, and rhetoric used—in each context. However, they have experienced more success in Europe than in the United States. This paper begins to explain this difference by arguing that the US and European patent policy domains have different “expertise barriers”—formal and informal rules that make it difficult for those without the knowledge that is recognized as relevant and legitimate in that domain to engage as equals.  相似文献

This longitudinal study shows that scouts have higher incomes than others 14 years after their participation when controlling for social background, sex, and individual cognitive tests. But scouting has no significant effects on future criminality. Social exclusion and criminal behaviour are so marginal that they require more specific types of explanations. The results can be interpreted as signs that taking part in scouts significantly contributes as a step in the social pathway to the upper classes of society. By supporting scouting, the welfare state seems not to prevent problem behaviour but runs the risk of contributing to social stratification.  相似文献

  • Britain is increasingly mirroring a number of nations in terms of the continued growth in prevailing levels of illnesses related potentially to human food consumption. As this issue fast becomes global, the question of whose responsibility it is, has come to the forefront of the debate. Other groups, apart from the Governments with direct involvement in this crisis are the Consumers and the Marketers. Using the food industry as the basis, the study primarily focuses on the consumers' perceptions of the nature and the extent of the problem. To investigate, three products used in the study are placed on a continuum; Chocolates represent one end and Genetically manufactured foods the other. Fast foods are represented in the middle. This framework highlights variations in consumer perceptions based on product differences: manufacturers have been held responsible for the provision of pertinent information in the case of genetically manufactured products; in the context of fast foods and Confectionery both manufacturers and consumers have been seen as responsible for consumers' existing consumption patterns.

Abstract

This article addresses two questions about spatial barriers to welfare‐to‐work transition in the United States. First, what residential and transportation adjustments do welfare recipients tend to make as they try to become economically self‐sufficient? Second, do these adjustments actually increase the probability that they will become employed?

Analysis of 1997–2000 panel data on housing location and automobile ownership for Milwaukee welfare recipients reveals two tendencies: (1) to relocate to neighborhoods with less poverty and more racial integration and (2) to obtain a car. Results from binary logit models indicate that residential relocation and car ownership both increase the likelihood that welfare recipients will become employed. These findings suggest that policies should aim to facilitate residential mobility for low‐income families and improve their neighborhoods, rather than simply move them closer to job opportunities. The findings also suggest a critical role for transportation policy in reducing unemployment.  相似文献

Debates about human rights have often questioned their potential for generating rights at national levels. In this article, we use the case of irregular migrants' access to health care in the United Kingdom and France to explore the extent to which international human rights influence national health care provisions for irregular migrants. We explore the extent to which health care access and provision for irregular migrants in these two countries is in agreement with international human rights. In so doing, we examine what constitutes an infringement of the international human right to health care. Finally, we sketch out some hypotheses about the role played by different state structures in the implementation of human rights norms, comparing the United Kingdom with France. We argue that, although international human rights often have a largely symbolic role in nation-state jurisdiction, they may sometimes represent a force for change.  相似文献

Cohousing is a resident-led neighborhood development model that clusters private dwelling units around collectively owned and managed spaces, with potential to address long-term social and environmental challenges in American metropolitan regions. To date, however, the cohousing model has been slow to diffuse beyond a demographically narrow following. This limited following may signal to policymakers that cohousing is an unappealing housing model, and therefore an impractical policy objective. Drawing from a survey of 1,000 American residents, the results of a multivariate regression model suggest that (a) many of the characteristics of the current resident population of cohousing in the United States have no statistical association with the individuals who indicate interest in cohousing nationwide; (b) other characteristics serve as better predictors of interest in cohousing; and therefore (c) the slow diffusion of cohousing is likely the consequence of inaccessibility rather than low appeal. Overcoming these challenges demands shifts in policy.  相似文献

The so-called freedom of navigation through the Malacca straits and the South China Sea, some of the world’s busiest trade routes, has long been of concern to scholars and practitioners of international politics in the region. Increasing tensions around territorial disputes recently propelled the issue to the forefront of global foreign and security policy making. Yet, despite the frequent invocation of threats to the ‘freedom of navigation’ for the justification of military measures to protect the ‘liberal rules-based order’, the substance of this rule or norm remains ambiguous and the nature of the threatened order unclear. Located at the confluence of the Indian and Pacific Oceans, Australian discourses represent a suitable case for clarifying both. Starting from the original provisions on navigational regimes in international law, this study analyses the meanings that officials, think tank analysts and academics have been attributing to the freedom of navigation and contextualize them in the evolving debate about order. Focusing on political rather than legal discourses, it finds that concerns with the freedom of navigation are largely unrelated to the safety of maritime transport. Instead, they serve as proxy for an increasingly static imagination of international order – written backward in time – to be secured.  相似文献

This paper is concerned with the rise and, in retrospect, successful “positioning” of corporate social responsibility (CSR) and corporate sustainability as a management idea. It answers to calls that more research is required into the “business case for sustainability,” especially the link between rhetoric and reality. We allow for a narrative-driven and dynamic perspective to frame the analysis of the discourse, rhetoric, and arguments in use during the emergence of “modern CSR” in Europe in the early 2000s. On the one hand, it shows that the European Union/Commission acted as an “enabler” of business case rhetoric. On the other hand, empirical evidence from two expert conferences series in Germany 2004–2008 leads to the conclusion that a wide coalition of interested parties continuously and progressively filled, shaped, and energized the early “CSR and corporate sustainability space” with presenting CSR as a rationale and progressive (management) idea.  相似文献

Abstract

Germany and Japan have both used regionalism as a hedge against American power in the area of telecommunications, but this strategy has taken very different forms. Germany's regionalism is within the European Union. Since 2002 Japan has developed an ad hoc technology alliance in telecommunications with China and South Korea. Both the European Union and Northeast Asian countries have used industrial policy to promote telecommunications technology and both regional organizations have expressed concern about American dominance in telecommunications. Both Germany and Japan have looked to their lower income neighboring countries for investment opportunities in telecommunications, but each has taken a different approach. Japanese telecommunications firms have not been very successful in investing in other countries or in exporting Japan's very sophisticated and expensive telecommunications equipment. The Japanese government and business organizations have taken the lead in trying to promote joint research and pursue development of joint standards. Germany's Deutsche Telekom has been much more active than Japanese firms in international investment. The European Union differs from the Northeast Asian group in that it has pressed Germany to keep its domestic telecommunications market open and to make Deutsche Telekom compete internationally. It is surprising that China, Japan and South Korea have reached out to each other to cooperate on technology and standards development despite longstanding mutual antagonisms. The Northeast Asian agreements on telecommunications recall the European Coal and Steel Community (ECSC) of 1952, an initiative that also sought to link economically states divided by deep resentments. Like the ECSC, the current Asian initiative targets some of the most important economic sectors of the day. However, strong market pressures tend to undermine cooperation, and it is uncertain how much impact the agreements on telecommunications will really have.  相似文献

How was Swiss resistance to international cooperation in tax matters overcome? This article argues that while Swiss banks are structurally dependent on access to the United States (US) financial market, Switzerland is structurally dependent on the economic welfare of its largest banks. Taking advantage of a tax evasion scandal in the midst of the global financial crisis, this indirect dependence gave US law enforcement authorities the opportunity to exercise pressure on Switzerland by threatening to criminally indict Switzerland's largest bank. The tax evasion scandal and subsequent Swiss concessions to the US had two important consequences for international tax cooperation. First, the scandal provided a focal point for collective action that allowed other countries to coordinate their strategies and direct them against the country that had been identified as uncooperative. Second, the scandal undermined Switzerland's ability to impede collective action because the bank's public admission of wrongdoing demonstrated the necessity of international tax cooperation.  相似文献

We provide a comparative analysis of capital project management for major transportation and information technology (IT) acquisitions in US state governments, focusing on the use of earned value management (EVM). Results indicate that most states have adopted basic reforms, such as establishing project management offices and developing guidelines based on industry standards. However, fewer have implemented reforms with more teeth to them, such as centralized oversight and EVM. We find that states with greater spending are more likely to use EVM but that it is more commonly prescribed for IT than transportation.  相似文献

Studies of administrative behavior are keen to examine the internal dynamics of agency decision making, as well the impact of external political actors on agency actions. Yet few studies apply these findings to the question of why agencies use their most punitive enforcement powers. Contrasting principal–agent, transaction costs, and organizational culture models of agency behavior, this study examines why regulatory agencies punish. Through content analysis of nearly one thousand of the U.S. Environmental Protection Agency's criminal investigations and subsequent prosecutions, 2001–11, findings suggest that punishment severity in environmental criminal cases is based less on transaction costs and political pressure and more on professional norms that value strong enforcement. These findings have important implications for explaining regulatory outcomes and administrative behavior.  相似文献

In their 2012 publication A Tale of Two Cultures, Gary Goertz and James Mahoney argue that empirical research in the social sciences aiming at causal inference can be differentiated into a qualitative and a quantitative methodological culture. The two cultures differ fundamentally in how researchers approach and implement empirical studies. The argument is well laid out and comprehensively illustrated, but the empirical validity of the two cultures hypothesis has not yet been evaluated systematically. This note introduces a research project that aims to test the two cultures hypothesis via an empirical analysis of how qualitative and quantitative methods are applied. To determine whether there is a qualitative and quantitative method culture, the researchers initially sampled 30 articles from three journals (Comparative Political Studies, European Journal of Political Research, World Politics) in the 2008–2012 period. Based on this dataset, no evidence was found for the existence of coherent systems of methods practices in political science.  相似文献
