This paper aims to understand (a) what factors make academic knowledge-intensive organizations (KIOs) susceptible to knowledge corruption and (b) when and how academic KIOs should introduce external governance of interdisciplinary academic knowledge production to ensure outcome quality. This study investigates molecular mutation research as an example of a body of research in which KIOs worked together with commercially motivated organizations and where this altered “ownership” claims made academic scientists less likely to focus on the truth. The paper presents propositions and hypotheses and conducts a retrospective study. The results contribute to governance frameworks of KIOs by providing evidence that questions into the prevailing arrangements for the academic science. Governance principles to be applied include the need for an overarching governance framework in which a field-specific open approach with a methodological underpinning help to reduce corruptive forces.  相似文献

This theoretical paper uses a complete review of organizational control configuration (OCC) literature to illustrate the innovation, complexity and dynamics of control in knowledge-intensive organizations (KIOs). On the basis of interdisciplinary analysis of the extant literature on OCC, the paper offers a comprehensive look at the “control pathway” taken by the various KIOs. By means of this integrative review of existing theory and research, the paper argues for greater attention to KIOs' control rationales in OCC theory and research. In doing so, it offers a comprehensive conceptual framework for the study of control in KIOs and suggests a number of propositions for future research.  相似文献

We study whether corruption hinders businesses by investigating China's private enterprises, which have developed rapidly despite high corruption levels. We argue that a key factor determining the effects of corruption is corruption predictability, which is significantly influenced by government leadership stability. When the same leaders remain in major offices for long tenures, corruption is relatively predictable, reducing hindrance to businesses. When leaders change frequently, entrepreneurs need to constantly cultivate new connections with officials and face more uncertainty; therefore, corruption becomes a major obstacle. We conduct field interviews to explore channels through which leadership stability encourages predictable corruption. We also use the 2012 World Bank Enterprise Survey of Chinese private firms and develop a novel measure of leadership stability of the local Chinese government based on a self‐collected data set of municipal party committees to test our hypotheses. Results of various models are consistent with our hypotheses.  相似文献

Performance management in government is at a crossroads. The advent of big data and advances in technological and analytical tools have provided opportunities to measure and track a wider variety of internal and external indicators on a more timely basis. Public leaders require new vision and capacity to design and manage knowledge-building systems. This article provides two tools: (1) a more comprehensive open systems performance management framework and (2) a model of leadership needed to orchestrate such systems—knowledge brokers who orchestrate the demand for and supply of evidence. This article recommends that public agencies strategically build evidence to better track measures of the effects of governmental actions on public value and their intended and unintended consequences on the ecosystem; articulate, measure, and test the assumptions built into their operating models; and learn from routine monitoring of the dynamic environment in which their organizations strive to achieve their missions.  相似文献

This paper examines the relationship between distrust in incumbent government leaders and demand for systemic changes in rural China. It finds that individuals who distrust government leaders’ commitment to the public interest have both stronger demand for leadership change and stronger preference for popular elections. It argues that distrust in government leaders may have enhanced the demand for leadership change, which in turn may have reinforced the preference for elections. It further argues that distrust in incumbent leaders has in effect induced a demand for systemic changes, as introducing popular election of government leaders would require a major constitutional amendment. The paper suggests that two distinctive mechanisms may be at work in determining whether distrust in current government authorities induces preference for systemic changes. Whether citizens can engineer leadership change through existing channels influences the generation of idealistic wishes for a better political system. Perceived availability of better and viable alternatives affects whether idealistic wishes become a practical preference.  相似文献

Transformational leadership, it is argued, aligns employees' values with those of their organization. Empirical research has found a positive relationship between transformational leadership and value congruence. Yet studies rely predominantly on cross‐sectional research designs that limit causal conclusions and have not uncovered the potential contextual conditions of this argument. This article argues that transformational leadership positively affects value congruence in public service organizations, but only when employees see that their jobs impact the well‐being of other people and society. To test the relationship between transformational leadership and value congruence and the moderating effect of perceived societal impact, the article combines a field experiment on 79 managers of public service organizations and a balanced survey panel of their 583 employees. Consistent with the expectation, results indicate heterogeneous treatment effects, implying that employees' perceived societal impact is important to consider when transformational leaders strive to align the values of individual employees and the organization.  相似文献

Complexity in public sector systems requires leaders to balance the administrative practices necessary to be aligned and efficient in the management of routine challenges and the adaptive practices required to respond to dynamic circumstances. Conventional notions of leadership in the field of public administration do not fully explain the role of leadership in balancing the entanglement of formal, top‐down, administrative functions and informal, emergent, adaptive functions within public sector settings with different levels of complexity. Drawing on and extending existing complexity leadership constructs, this article explores how leadership is enacted over the duration of six urban regeneration projects representing high, medium, and low levels of project complexity. The article suggests that greater attention needs to be paid to the tensions inherent in enabling leadership if actors are to cope with the complex, collaborative, cross‐boundary, adaptive work in which they are increasingly engaged.  相似文献

This article contributes to our understanding of public service motivation and leadership by investigating ways in which organizational leaders can reinforce and even augment the potential effects of public service motivation on employees’ attraction to the organization’s mission (mission valence). The results contribute to two research questions. First, the findings provide new evidence on the sources of public service motivation. The authors find that transformational leadership is an organizational factor associated with higher public service motivation. Second, the article examines the relationship between transformational leadership and mission valence. The authors find that transformational leadership has an important indirect effect on mission valence through its influence on clarifying organizational goals and fostering public service motivation.  相似文献

Abstract

European leaders have struggled to find common responses to the polycrisis the EU is facing. This crisis of leadership makes it urgent that scholars provide a better understanding of the role and impact of leadership in EU politics and policy making. This article prepares the ground for a collection of contributions that addresses this need by strengthening old and building new bridges between the academic domains of European studies and leadership studies. It opens with a discussion of the contested concept of leadership in the context of the European polity and politics, challenging the conventional view that leadership is necessarily a matter of hierarchy. Moreover, it argues that rather than leaderless, the EU is an intensely ‘leaderful’ polity. Subsequently, this introduction identifies four key debates in contemporary EU leadership research and discusses the value and insights the contributions in this special issue bring to these debates.  相似文献

Abstract. This paper deals with the question of whether the concept of elites is a fruitful category for the analysis of new social movements. It is proposed that mobilizations of new social movements are to be understood as dynamic interaction processes between mass constituencies and movement entrepreneurs, mediated by organizational communication networks. Taking the case of the West German peace movement, it is shown that such leadership roles can be identified as parts of the movement's internal division of labour. Furthermore, it is shbwn that movement entrepreneurs of the peace movement are also linked to established elite sectors.  相似文献

The current debate over models of self-selection in Congress — whether Congressmen by-and-large find themselves on committees which most closely correspond to their constituents' interests — has implications for theories of Congressional organization. Building on recent findings which question a categorical self-selection process, in this paper we present a theory of committee function based on loyalty to party leaders. As a rationale for leadership privilege, and to provide context for our argument, we first present a theoretical framework based on a modified model of cooperation. We then focus on certain specifics of our leadership theory; that rank-and-file members vote leadership interests in exchange for leader support in gaining choice committee assignments and aid in passing legislation. This leads to predictions about voting patterns across committees. Static tests of these relations are performed, as well as those incorporating changes in voting patterns with seniority.  相似文献

The 2004 Greek election provides an interesting case study for examining the impact of party leaders on the vote. A change in governing party leadership a few months before polling day had two important implications. First, it generated a highly favourable context for the emergence of decisive leadership effects. Second, it made it feasible to grasp empirically how voters form their evaluations of new leaders. Regarding the first question, the findings indicate that even in the most favourable environment the impact of leadership evaluations on the overall electoral outcome is only slight. Regarding the second, it seems that the change of leader at the start of an election campaign can be a mixed blessing. Whereas it can help a party to divert media and public focus from other less favourable issues, the party pays a corresponding price when its new leader has to learn the job in the full glare of an election campaign.  相似文献

Since the 1990s, ‘joined‐up government,’ ‘whole‐of‐government,’ and ‘horizontal governance’ approaches have emerged in many industrialized countries, resulting in the devolution of government functions to diverse policy networks. From these shifts, complex systems of networked actors have emerged, involved in designing, implementation, and influencing policy. Arguably, networked approaches to policy may solve some problems. However, as with all paradigm shifts, new problems have emerged. Specifically, skill and knowledge gaps have opened up, reflecting the need for new collaborative and networked relationships that can increase the capabilities and agility to work in these ways. In response to these gaps, we developed the Power to Persuade initiative. Power to Persuade is an annual symposium and online forum, aimed at deepening knowledge and awareness of current problems faced by policy networks, and providing the skills and knowledge to overcome them. In this paper, we discuss how Power to Persuade works within the spaces in between as a vehicle for relationship building and better policy.  相似文献

To what extent does party leaders' sex influence how voters evaluate them? Despite a burgeoning literature on gendered biases and institutional barriers that women face in politics, this question has received little systematic attention. We address this question using the first large-scale cross-national analysis of voters’ party leadership evaluations. Using three waves of the Comparative Study of Electoral Systems (CSES) from 1996 to 2016, we find that voters evaluate female party leaders more positively than male party leaders. In addition, we find a gender affinity effect exists for female but not male respondents. These findings have important implications for the study of party leadership and women in politics as well as practical implications for political parties considering promotions and leadership contests.  相似文献

Recent work in comparative politics and international relations has shown a marked shift toward leaders as the theoretical unit of analysis. In most of the new theoretical models a core assumption is that leaders act to stay in power. There exists, however, remarkably little systematic empirical knowledge about the factors that affect the tenure of leaders. To provide a baseline of empirical results we explore how a broad range of domestic and international factors affects the tenure of leaders. We focus in particular on the effect of conflict and its outcome. We find that political institutions fundamentally mediate the costs and benefits of international conflict and that war is not necessarily ex post inefficient for leaders. This suggests that the assumption that war is ex post inefficient for unitary rational actors can not be simply extended to leaders. Therefore, a focus on leaders may yield important new rationalist explanations for war .  相似文献

This article reports new insight into the relationship between emotional intelligence (EI) dimensions and leadership style at the Aqaba Special Economic Zone Authority (ASEZA). Multiple regression results have revealed a negative significant association between EI and leadership style in three major dimensions of EI, namely, self‐awareness, motivation, and empathy. Stepwise regression analysis revealed a significant positive association of self‐regulation and social skills dimensions on ASEZA's leadership style. Results further indicated that there are no significant differences between the dimensions of EI and demographic factors as well as between leadership and undertaken demographic factors. However, no research has focused on the relationship between EI and leadership style in ASEZA‐Jordan context. The current research identified this gap in the literature by connecting leadership through EI. Implications are that leaders lacking all or some EI dimensions are less likely to have a healthy relationship with their subordinates and are likely to be classified as being ineffective leaders. Organizations could benefit from being able to differentiate ineffective leaders from leaders who suffer from some or all EI dimensions. Therefore, the lack of some major EI dimensions in an organization like ASEZA negatively influences its competitive advantage as well as its performance.  相似文献

Climate leadership is important for the transition to a low‐carbon economy, where some countries are seen as leaders because of their ambitious climate and energy policies. Climate leadership is dynamic and evolves over time to become a political myth, however, which governments use in their policy strategies. Changes in governments lead to new climate and energy strategies that affect the respective countries' leadership positions. This article links the growing literature on environmental/climate leadership and the political myth literature. Specifically, it draws on the environmental/climate leadership framework to analyse the connection between political myths and the climate and energy policy strategies of governments to understand how the changing interpretation of the political myth influences leadership. The article uses Denmark as a case study because of the consensus in the literature on it being a climate and energy policy pioneer. This article analyses how Danish governments interpret the political myth of Danish climate and energy pioneership and how their policies influence the Danish leadership position, concluding that whilst the continued reinterpretations of the political myth of leadership do not always reflect the original myth, the myth remains important for government claims to leadership.  相似文献

It is important to know who will be governing China’s provinces in the early 21st century and how they are going to govern them. This paper will attempt to address three critical issues related to governance of China’s provinces. First, it will describe the new provincial leadership of the early 21st century. It will identify significant changes in terms of personal characteristics of this new leadership compared to that of earlier years. Second, it will analyze political structural changes at the provincial level. It will look at the relationship among several important provincial institutions and identify significant historical changes. The trend amongst many parties toward the inclusion of rank-and-file members in the leadership selection process has often been attributed to opposition status and electoral defeat. However, these explanations are typical events for parties and hardly seem sufficient for party elites to willingly cede their authority over the selection of party leaders. This paper proposes that the electoral regionalization of the party contributes to the decision to expand the leadership selectorate. In the event a party is defeated to an extent in which their support is reduced to its regional base, this situation necessitates the bringing in of new voices to avoid further marginalization. This paper finds that regionalization plays a significant role in the decision of parties to expand leadership selectorates and that the role of opposition status and electoral setbacks have been overstated.  相似文献
