Abstract

Large scale land acquisitions by foreign conglomerates in Zimbabwe have been a recurrent phenomenon within the last five years. This has led to land deals being negotiated with state, individual and nongovernmental actors, leading to the production of agro fuels. This article investigates how the large scale commercial land deals have affected the livelihoods of women small holder farmers, the role of global capital in entrenching discrimination of women and how the politics of resource use and distribution has become a central force in shaping livelihoods in Zimbabwe's communal areas. The article is based on field work that was conducted in Ndowoyo communal area, in Chisumbanje village, from July 2011 until April 2012. The methods used for collecting data were in-depth interviews with the women, interviews with officials from the Platform for Youth Development, a nongovernmental organisation, Macdom Pvt Ltd and Ratings Investments, focus group discussions and personal observations that involved interactions with the women. In 2011, Macdom Pvt Ltd and Ratings Investments, both bio fuels companies owned by Billy Rautenbach started green fuel production operations in Chisumbanje and this has led to the altering of the livelihoods systems of women smallholder farmers. The argument seeks, first, to demonstrate how the company‘s green fuel production systems have led to the loss of land for women and the redefinition of tenure in a communal area. Secondly it explores how the company has been involved in political issues that have undermined the role of development for the women and, thirdly, the article investigates how the women have created livelihood alternatives in an area which has been transformed from a communal rural area into almost an urban area. It concludes by suggesting the need to give primacy to women centred notions of agency in coping with the negative implications of commercial land deals on women‘s livelihoods.  相似文献

ABSTRACT

The Chiadzwa diamonds attracted widespread attention due to human rights violations and illegal smuggling. When diamonds were discovered in 2006, thousands of artisanal miners descended on the diamond fields. In response, the government unleashed the army and police in brutal crackdowns to drive artisanal miners off the diamond fields. This militarisation of diamond fields and extraction was followed by forced displacement of the Chiadzwa people. This article examines the lived, everyday experiences of the displaced Chiadzwa people. Findings reveal that displacements dislocated the livelihoods and socialities of the people. Displacements also exacerbated people's vulnerability to livelihood shocks, insecurity, and poverty. In relocating people the government adopted a ‘top-down’ approach which triggered contestations and conflicts with the people who felt alienated from their ancestral land and excluded from diamond wealth. Consequently, sabotage, resistance and subversion were commonplace in the relocation process. These socio-political ‘tactics’ should be viewed as ‘weapons of the weak’.  相似文献

The rural landscape of Zimbabwe has dramatically changed in the last decade. Zimbabwe inherited a racially biased land ownership pattern at independence in 1980 and 20 years on efforts by the state to address the colonial land imbalances have been largely unsuccessful. In 2000 the Zimbabwe government embarked on a controversial rapid land redistribution exercise that saw vast tracts of land previously owned by white commercial farmers taken over and distributed to mostly black Zimbabweans. Some authors have argued that there is no single story of the Fast Track Land Reform and Resettlement programme because of the myths and realities spread by the media. It is important to note that what happened in one province might not be similar to the other. Rural dwellers in the countryside had for years depended on agrarian livelihoods and the fact that more land had been availed by the state meant better livelihoods. However, this article argues that in spite of a widened horizon to pursue agrarian activities many people have actually drifted away from on-farm to off-farm livelihoods. This is true in the case of southern Zimbabwe where a large number of rural dwellers have chosen artisanal gold mining as a pathway in realising a livelihood. This article therefore focuses on the expansion of artisanal gold mining in southern Zimbabwe; particularly in southern Matabeleland. Using fieldwork as a method of data gathering, the article unravels the development of artisanal mining in this region and how it has been reconfigured after the hosting of the Soccer World Cup in South Africa 2010. In particular it shows how the metal detector technology (the Vuvuzela) availed by the hosting of the Soccer World Cup has found its way to the region and changed the gold panning process. Conclusions drawn from a detailed PhD study revealed that a significant number of southern Zimbabwe gold panners have adopted the metal detector technology as a way of expanding their trade.  相似文献

Over the last decade, protest has become an enduring feature of the post-apartheid political landscape. Despite this wave of protest, the African National Congress (ANC) has largely retained its dominant status. The endurance of the ANC’s electoral support in spite of the high levels of protest has led Susan Booysen to conclude that protests in South Africa form part of a ‘dual repertoire’ of political contestation. She argues that protests are used to signal grievances to the ANC between elections but that, ultimately, people remain loyal to the party of liberation. This article interrogates Booysen’s claim through advancing an analysis of voting district and ward-level data in protest hotspots. The article highlights weaknesses in the methodological base of Booysen’s thesis. By analysing the support for the ANC amongst the estimated eligible voting-age population, this article suggests a different relationship between voting and protesting in post-apartheid South Africa.  相似文献

This article uses the Turkish case of modernity to critically examine different understandings of modernization put forward by competing schools of thought, namely the ‘classical modernization theory’, the ‘neo-modernization theory’ and the ‘multiple modernities paradigm’. In the context of modernization studies, Turkey has long held a special place as numerous scholars have studied this country in an attempt to validate the ‘convergence thesis’ – namely the idea that once a non-western society launches a secularization and/or an industrialization programme, its political regime and socio-economic life would eventually resemble its western counterparts. Firstly, the three theories are comparatively analysed by discussing how they perceive the concept of modernity and its interaction with religion, economic development and democratization. Then, the theories are reviewed in light of the Turkish experience. It is argued that the Turkish modernity can be best comprehended through the lens of the multiple modernities paradigm that challenges the Eurocentric assumption of classical modernization and neo-modernization theories based on the convergence thesis.  相似文献

This article examines the complexities of women’s increasing participation in international development programming for gender equality. Taking a specific setting in rural Kyrgyzstan where one such project has been operating, the researchers discover adverse effects on the local women’s livelihoods, status and health. Women’s contradictions are attributed to the women’s own failures and lacks, creating confusion and frustration among them. Adopting Smith’s institutional-ethnography approach, we explicate and map out the hidden processes which must be held accountable for these reactionary outcomes, taking women’s experiences as entry points to inquiry. We find that the reactionary effects are not accidental but organized, powerfully, systematically but invisibly, by taken-for-granted institutional practices serving the purposes of global development institutions, where women are seen as instruments of global economic growth. The analysis provokes critical discussion of ‘how’ and ‘what’ it takes to transform Central Asian women into ‘empowered’ people.  相似文献

This article shows different ways of defining, understanding and performing ‘diaspority’ in the border region of Kordai (Kazakhstan) and Tokmok (Kyrgyzstan). Taking the example of Dungan people, as the Sinophone Muslims are known in Central Asia, both academic and political definitions of the concept of ‘diaspora’ are compared. This ethnographic account problematizes Kazakhstani Shaanxi Dungan ‘diaspority’. Together with this, the political definitions of ‘diaspora’ are also analysed. I show that while in China and Kazakhstan the definitions of the Dungans as a ‘diaspora’ of ‘China’ are somewhat complementary, once the Shaanxi Dungan emic perspective is taken into account, this concept becomes rather problematic. The kinds of diaspority defined by the states involved are ways of implementing particular cultural hegemonies that legitimate the two political regimes analysed in this article. Concurrently, this dual diaspority is used by the Dungan people in distinct ways in defining their own identities. Nevertheless, I show in this article that the ‘Chinese card’ is not necessarily played by all Dungans. Moreover, there are some Dungans for whom ‘Chinese-ness’ is not even relevant.  相似文献

Abstract— This article examines changing institutional and grass roots strategies in response to hunger and malnutrition in Nicaragua during the period of revolutionary government and the years subsequent to the Sandinistas' 1990 electoral loss. The 1990 change in government put an end to any cohesive national food policy and initiated significant reversals of the land reform programme. In this context of a move away from state support and in an ever-worsening economic situation, grassroots organisations at both the local and national level sought to take over these ‘privatised’ functions. The article will examine a particular grassroots project, the San Rafael communal kitchen, in the context of the national and global factors which shape hunger and attempts to remedy it.  相似文献

Since 2004, white commercial farmers displaced under Zimbabwe's fast-track land reform programme have established new successful farms near the central Nigerian town of Shonga. This article explores the basis of that success. It addresses three key questions: (1) What has actually happened near Shonga since 2004? (2) What or who is driving the process of agrarian transformation? And (3) What are the long-term consequences for the peasantry since Nigerian agriculture is still largely peasant-based? It argues that contrary to popular myths of ‘enterprising’ white Zimbabwean farmers, the process is driven by a complex group of actors, including the national and regional states. Comparative evidence from similar transplantations of Zimbabwean farmers suggests that active state support is central to the success of Shonga. With respect to the relationship between the commercial farms and the peasantry, it is argued that all the synergies included in the project design to promote a symbiotic development have failed to materialize. As a result, the peasantry faces a process of ‘development by dispossession’.  相似文献

In recent years, North Korea’s military provocations have been making the headlines. Beyond its harsh actions and remarks, North Korea persistently mentions ‘peace’ through a demand for a ‘peace treaty’. This may sound paradoxical. However, the origin of the North Korean argument for a peace treaty dates back to the Korean War (1950–53). Since then, North Korea has continued to raise the issue of a peace treaty in a consistent manner and the arguments have displayed similar logic and terminology throughout. It is this consistency and similarity that this article examines: through reviewing North Korea’s original texts, this article attempts to undercover North Korea's perspectives reflected in its argument for a peace treaty.  相似文献

This article analyses migration histories of residents in rural settlements of the Brazilian Amazon that resulted from direct action land reform (DALR), which involves organised land occupations. Our analysis evaluates two hypotheses. The ‘urban migration’ expectation asserts that urban experience is important for DALR participation, which links rural and urban areas via migration for land occupations. The ‘DALR efficacy’ hypothesis argues that migration and DALR are complementary livelihood strategies, such that participation in DALR obviates the need for further migration. Our findings support both hypotheses and bear implications for regional development and environmental change in the Amazon.  相似文献

This article analyses the creation of the accelerated Arabic language studies programme in the Israeli-Jewish school system, ‘The Oriental Classes’, over the years 1950–67. The article investigates the networks that enabled and controlled the ‘Oriental Classes’, the main actors involved in its operation, the aims of this programme as well as the ways to achieve them. It argues that this flagship programme serves as an example of the dominant orientation with which Arabic studies have been associated in Israeli-Jewish society, that of political and military intelligence needs, and that this can add a new angle to our understanding of the way Israel perceives the Arab world, vis-à-vis its relations with the Arab ‘other’ and the Palestinian citizens of Israel.  相似文献

Abstract

This article is a case study of Kaliningrad's political elite's attempts to make Kaliningrad the ‘Baltic Republic within the Russian Federation’, and the fact that this regional programme was perceived by observers from Moscow and neighbours as leading to the creation of the ‘Fourth Baltic Republic’. The geopolitical and historical peculiarities of Kaliningrad, and their impact on Kaliningrad's regional programme, are also discussed. The article will conclude by arguing that although the Baltic Republic slogan is fading, Kaliningrad's ambitions and desire to remain an ‘actor’ are not.  相似文献

The following article analyses the European Union (EU) policy of the German Social Democrats (SPD) since German unity. Starting from the cross-party European consensus in the early 1990s SPD policy has altered significantly in response to major changes in the ‘policy context’ such as the party's rise from opposition to government, German unification and increasing European integration. Policy change in the SPD has been defined by two dynamics: greater ‘pragmatism’ among a new generation of party leaders that has allowed a ‘freer’ interpretation of German interests; and a gradual prioritisation of EU policy in the party elite that has seen it integrated into a multi-level programme for political governance. The article examines how these changes manifested themselves in SPD policy, focusing on European Economic and Monetary Union and the debate on ‘the future of Europe’.  相似文献

ABSTRACT

This paper explores the livelihoods, experiences and identities of immigrant informal traders and shopkeepers in the Buffalo City Metropolitan area, which encompasses the centres of East London, Mdantsane and King Williams Town. We primarily use a socio-spatial perspective to analyse informal activity, and offer a particular perspective on how informality has encouraged a type of ‘informal citizenry’ among traders. We argue that informal trading has a very particular history in the region, and that East London’s notoriety as a ‘border city’ and a regional frontier has created a fractured space, which is best expressed through the experiences of migrants and entrepreneurs. We point out that informality is a driver of economic empowerment and equality among traders, but also of xenophobia and difference.  相似文献

Abstract

Based on sources for African Indigenous Ecology Control and Sustainable Community Livelihood in Southern African history this article argues that political independence in the Southern African region has altered the historiography of the region and the African continent as a whole. Black Africans are now looking to the past for inspiration to constitute the foundations of sustainable livelihoods using their own indigenous knowledge systems (IKS) and resources. The indicatives of the African Renaissance also demand that we draw on the significance of the control by pre-colonial African communities of their ecosystems. Existing testimonies show prosperity among pre-colonial African communities in the region. The argument is that, in order to restore the historical achievements of Africans in the region, IKS should form a constitutive part of education.  相似文献

ABSTRACT

Leadership effectiveness is an enviable characteristic in public as well as in private organisations. This article presents a discussion of the leadership practice known as ‘Challenge the Process’; within the context of Bushenyi district local government administration in Uganda. The discussion reveals that the leadership practice of ‘challenge the process’ influences the organisational climate and can be influential in generating change within an organisation. The study also demonstrates that Bushenyi district employees associate the behaviour patterns of their leaders and supervisors with the organisation. Based on data collected, the argument is that the leadership practice of ‘challenge the process’ positively influences employees’ perceived organisational support in Bushenyi local government of Uganda. The conclusions are in agreement with Kouzes and Posner (2002) that leaders who ‘challenge the process’ can achieve extraordinary results and improve employees’ perceived organisational support.

The article recommends that in the current environment of local government administration in Uganda be characterised by a democratic political dispensation and private-public sector initiatives; leaders should consider not merely being mindful of the rules and standing instructions in public administration; must be innovative, willing to take risks, and challenge assumptions about the way things have always been done in order to increase employees’ perceived organisational support. As stressed by Kouzes and Posner (2002), leaders in local governments can promote the resourcefulness of employees at work through the practice of ‘challenge the process’.  相似文献

After Uzbekistan gained its independence from Soviet rule, important political and economic changes took place. The mobility of the population has since then increased drastically and created new spaces for the negotiation of social identities as well as new strategies for identity politics among the culturally and regionally diverse population of Uzbekistan. This article aims to contribute to the discussions on social identity and its ‘contents’ in the light of migration processes. The main argument centres on the importance of what Barth called the ‘cultural stuff’ of social identities when maintaining boundaries during identification processes. The analysis focuses specifically on certain singing and dancing practices of Khorezmians. It shows how these practices survive, but are also transformed in the context of Tashkent, the capital city of Uzbekistan, where people from different regions reside together and are engaged in performing and presenting their own group identity in reference to ‘others’.  相似文献

Scholars of support for democracy traditionally have been concerned with its causes, with the assumption that higher citizen support for democratic values will enhance democracy's chances of survival in a country. Beyond this fundamental proposition, however, the consequences of varying levels of support for democratic values remain largely unexplored. This article examines the relationship between support for democratic values and views toward immigration in Latin America, a region that is experiencing an unprecedented increase in the movement of people across borders. Through an analysis of Ecuadorian attitudes toward Colombian immigrants, this study finds strong evidence for the argument that support for democratic values has potential benefits not only for democratic sustainability in the region, but also for the reduction of social conflict and distrust that can stem from increasing immigration in a volatile economic context.  相似文献

Spaces of privatised wildlife production, in the form of game farms, private nature reserves and other forms of wildlife-oriented land use, are an increasingly prominent feature of the South African countryside. Whilst there is a well-developed literature on the social impacts of state-run protected areas, the outcomes of privatised wildlife production have thus far received little attention. It is argued here that the socio-spatial dynamics of the wildlife industry, driven by capitalist imperatives related to the commodified production of nature and ‘wilderness’, warrant both in-depth investigation in their own right, and contextualisation in terms of broader processes of agrarian change locally as well as globally. The growing influence of trophy hunting and the wildlife industry on private land can be seen as a significant contributing factor to processes of deagrarianisation that are mirrored in other parts of the African continent and elsewhere. In South Africa, these developments and their impacts on the livelihoods of farm dwellers take on an added dimension in the context of the country's efforts to implement a programme of post-apartheid land reform. Two decades after the formal end of apartheid, contestations over land rights and property ownership remain live and often unresolved. This theme issue explores these dynamics on private land partly or wholly dedicated to wildlife production, with special emphasis on two South African provinces: KwaZulu-Natal and the Eastern Cape.  相似文献
