Research on policy communities, policy networks, and advocacy coalitions represents the most recent effort by policy scholars in North America and Europe to meaningfully describe and explain the complex, dynamic policy making processes of modern societies. While work in this tradition has been extraordinarily productive, issues of collective action have not been carefully addressed. Focusing on the advocacy coalitions (AC) framework developed by Sabatier (1988) and Sabatier and Jenkins-Smith (1993) as an example of a productive research program within the policy network tradition, this article (1) examines the potential of the AC framework, with its emphasis on beliefs, policy learning, and preference formation, to provide richer explanations of policy making processes than frameworks grounded exclusively in instrumental rationality; (2) suggests that paradoxically, however, the AC framework can more fully realize its potential by admitting the explanations of collective action from frameworks based on instrumental rationality; (3) incorporates within the AC framework accounts of how coalitions form and maintain themselves over time and of the types of strategies coalitions are likely to adopt to pursue their policy goals; and (4) derives falsifiable collective action hypotheses that can be empirically tested to determine whether incorporating theories of collective action within the AC framework represents a positive, rather than a degenerative, expansion of the AC framework.  相似文献

There has been a great deal of research in recent years concerning the use of substantive policy analysis in public policy-making. This paper seeks to integrate those findings - e.g., the enlightenment function of policy research - into a more general model of policy-making over periods of a decade or more. The conceptual framework focuses on the belief systems of advocacy coalitions within policy subsystems as the critical vehicle for understanding the role of policy analysis in policy-oriented learning and the effect, in turn, of such learning on changes in governmental programs.  相似文献

The advocacy coalition framework (ACF), a unified framework for understanding the policy process, has been applied in various countries and regions; however, there are few contributions from Japan, despite seemingly favorable conditions for applying it. An exploration of what hinders ACF applications in Japan is worthwhile for developing the ACF as a framework for comparative policy process studies across various social and political settings. Therefore, this study aims to systematically review previous Japanese ACF studies. Our review found that Japanese ACF studies are fewer in number, have less coverage of policy fields, and have less methodological diversity and transparency than international trends. While most of the Japanese ACF studies supported the basic hypotheses of the ACF, we found a need to refine some hypotheses and research methods of the ACF studies. We also discuss the background factors in the inactivity of ACF studies in Japan and suggest solutions for it.  相似文献

The Advocacy Coalition Framework (ACF), developed by Paul Sabatier, is generally considered one of the most promising theories of the policy process (see, for instance, Parsons, 1995; Eberg, 1997; Schlager and Blomquist, 1996; Grin and Hoppe, 1997). The framework considers policy change as the result of learning processes within and between advocacy coalitions. However, in explaining policy change, the ACF focuses almost exclusively on the structure, content, stability, and evolution of the policy belief systems of advocacy coalitions. There is no attempt to account for how actors with certain policy belief systems develop and maintain these advocacy coalitions.From the literature on interorganizational relations and policy networks, we know that the extent and structure of interdependencies between actors are important determinants of the behavior of the actors in interorganizational relations. Differences in interdependencies are supposed to lead to different types of interorganizational arrangements.In this article, a hypothesis is developed that explains the development and maintenance of advocacy coalitions by looking at both the interdependencies and the policy belief systems of the actors. The importance of this approach is demonstrated by applying it to the debate on oil and gas leasing in the outer continental shelf of the United States. It turns out that the attention for interdependency contributes significantly to the possibilities of explaining the behavior of single actors and advocacy coalitions.  相似文献

Included are the following basic elements: values, goals, attainments, strategies, societal processes, and societal indicators. High-performing economies in the Asia-Pacific region together with only mediocre economic development in Latin America prompts the question of what explains differential economic growth rates among developing countries. Combining a statist perspective with Olson's theory of interest group formation, this research hypothesizes that nations with weak distributional coalitions will more likely experience high growth and state intervention will be effective. Using a longitudinal research design, this secondary analysis involves a comparative and interactive examination of eight Asian-Pacific and twelve Latin American countries. By considering the role of the state in interaction with distributional coalitions in society, the results indicate that approximately two-thirds of the variance in national economic growth is explained.  相似文献

The paper analyzes the coalition formation process in a global emission game with asymmetric countries where the number of signatories, the abatement target and the policy instrument are chosen simultaneously. Exemplarily, a uniform emission reduction quota and an effluent charge are considered. Stability is analyzed in a supergame framework by applying the concept of coalition-proofness. The analysis also considers the impact of impatient agents, restricted and simple punishment profiles. Two main results may be mentioned: First, paradoxically, IEAs achieve only little (if signed at all) if the externality problem is distinct. Second, our model helps to explain the frequent appearance of emission quotas in international pollution control despite the recommendations by economists to use market-based instruments like effluent charges.  相似文献

My four years at the International Institute for Applied Systems Analysis (IIASA) have provided the opportunity for some participant observation among the Energy Tribes. The uncertainties that envelop trends in energy supply and demand are so wide that the exploratory mode (asking “What would you like the facts to be?”) turns out to be more rewarding than the adversary mode (asking “What are the facts?”). The three Energy Tribes are distinguished by their three contradictory scenarios: “Business as Usual,” “Middle of the Road” and “Radical Change Now.” Each scenario sets very different bounds on what is credible and incredible, possible and impossible, sensible and foolish, rational and irrational. More often than not, the name of any particular tribe turns out to mean simply “the people” in the language of that tribe. Each tribe, seeing itself as the repository of everything that is human, consigns all the others to a sort of unmenschionable limbo. This article describes policy–science interactions in a transition process in which we were involved as scientists. We describe the interactions that occurred in a project for the fourth National Environmental Policy Plan in the Netherlands. The project was successful in that it produced a new concept and set of principles for policy to deal with persistent problems such as global climate change, which were used in the national policy plan. The new concept was that of transition and the principles were: policy integration, long-term thinking for short-term action, keeping multiple options open and learning-by-doing and doing-by-learning. Retrospectively, we ask ourselves: what factors facilitated the acceptance of the first ideas about transition management? Reconstructing the events and drawing on interviews with key individuals involved, we have tried to find the key factors for the adoption of the ideas developed in the project. Finally, we reflect upon our role as scientists-advisors and the role of others in the development of a new story line and set of principles for policy. Our own assessment, 8 years later, is that we were engaged in boundary work.  相似文献

This article suggests that the application of social marketing principles to the public policy process can facilitate the efforts of governmental policy-makers and non-governmental stakeholders to articulate their policy desires and to encourage the adoption and acceptance of particular environmental policies. A conceptual framework is presented, emphasizing both the influence of stakeholders on environmental policy development and the education of stakeholders as to the potential effects of the policy. The purpose of such a conceptualization is to show how social marketing principles can be applied to the public policy process in order to enhance the likelihood of successful policy development and implementation.  相似文献

Concern over the rising cost of medical care has focused policy attention on methods of paying physicians. Unfortunately, limits placed on fees paid by public medical care financing programs, Medicare and Medicaid, adversely affect those programs' primary objective: making office-based physicians' services available to the poor and the elderly at affordable prices. This suggests that a second policy instrument, controls on physicians' private charges, may be needed. The Economic Stabilization Program (ESP) provides the only recent U.S. experience with a system which constrained both physicians' private charges and public payments. Using Medicare and Medicaid claims data for a large sample of California physicians, we simulate what physicians' private charges and supplies of services to Medicare assignment and Medicaid patients would have been in the absence of ESP. The simulations suggest that without ESP, private charges would have been higher and the quantities of services provided to poor and elderly patients lower than were actually observed. We believe, therefore, that the ESP experience supports the argument that controls over both public and private fees are needed in order to simultaneously contain costs of and maintain access to physicians' services by Medicare and Medicaid beneficiaries.The research for this paper was supported by Contract No. 600-76-0054 from the Social Security Administration, USDHEW. Abstract. This study is an attempt to explain redistributive policy changes in democratic political systems. The two major competing paradigms of such determinants are the 'political environments matter' hypothesis and the economic resources model. This study attempts to show that there is an interdependent or exchange relationship between the choices of the policy makers and the policy takers, and that the periodic elections and the parties are important institutional mechanisms which make the exchange relationship possible. Several propositions about the conditions of policy change emerge from the assumptions about the behaviour of the policy makers and the policy takers. These propositions along with those emerging from the socio-economic and the political factors are tested using data from 21 contemporary democratic regimes beteen 1952–1980. The two dependent variables in the model are expenditures on the direct transfers to the households, and revenue from the direct taxes. Multiple regression analyses are utilized in the statistical tests. These analyses confirm the contention that political exchange plays an important part as a determinant of policy outcomes. It explains as much, if not more, variation in the model as the socio-economic or political environment variables.  相似文献
