Under the Best Value regime, the government requires local authorities to involve the public in determining the provision of services. Indeed, the Best Value legislation provides a legal basis for consulting citizens and the local community in relation to better management of local government functions. The guidance on Best Value also encourages local authorities to place performance management within a community strategy framework. These combined actions will, it is hoped, result in more innovative, effective and efficient provision. Arguably, however, the success of increased participation will be influenced by how and why the public are involved. This study draws on case study research to ask whether involving the public does result in innovative changes and to what extent those involved are empowered through the process, concluding that success for both the authority and service users is influenced by factors such as cost structures and whether the original intent includes careful consideration of how those involved might benefit from the process.  相似文献

The proliferation of partnership working across the British state raises difficult questions for democratic control and public participation. It is widely anticipated that 'community plans' - comprehensive strategies to promote social well-being - will address these issues, by facilitating public involvement in the governance of local areas. This paper examines community planning in Scotland to assess how far this hope is justified, drawing on government-sponsored research and a case study of community planning conferences. While community planning is extending opportunities for involvement, democratising local governance is subservient to dominant concerns with promoting joint working and demonstrating added value. Participatory events are structured to sustain belief in these activities.  相似文献

Abstract

Social media offer unprecedented opportunities to terrorist groups to spread their message and target specific audiences for indoctrination and recruitment. In 2013 and 2014, social media, in particular Twitter, overtook Internet forums as preferred space for jihadist propaganda. This article looks into Arabic statements by Jabhat al-Nusra, Islamic State and jihadist forum administrators and online activists to argue that, beside the easier use of social media and disruption and infiltration of the forums, the conflict between the jihadist groups accelerated the migration to social media and the building of a presence on Twitter that provided relative resilience to suspensions.  相似文献

Abstract

This paper compares the methodology of the “comprehensive performance assessment”, recently proposed by the Audit Commission for all UK local authorities, with the “community score‐card” approach which has been used in the United States of America for a number of years. It suggests that the Audit Commission approach should be altered to take on board some of the more imaginative aspects of the community score‐card, particularly in relation to the inclusion of those quality of life measures, which local people regard as important, and measures of the quality of local governance.  相似文献

Abstract

This article identifies and describes the utilisation of performance measurement in Florida local governments. Two research questions are considered here: which factors influence Florida city governments to use performance measurement? And how do the factors associated with cities that are city-wide users differ from cities that are selective users? The paper develops a framework constructed from literatures in performance measurement and management innovation to develop hypotheses that are tested with 2005 Florida local government data. This study finds strong support for the role of community attributes, form of government and internal capacity as contributors to the use of performance measurement. The study also finds the factors that influence city-wide users are different from factors that influence selective users, especially with regard to revenue size and the reward/incentive system.  相似文献

ABSTRACT

The purpose of this paper is to characterize activities of an Albuquerque based organization called the SouthWest Organizing Project. Aligning with other people of color, Chicanos in the Southwest connect to a national and international movement for environmental and economic justice to tackle the negative impacts of global restructuring. This paper presents issues and strategies regarding the expansion of Intel Corporation, the poisoning in high tech employment, anti-NAFTA position, inadequate infrastructure, and the placement of a courthouse in a long-standing community. Armed with knowledge, oppositional consciousness, principled strategies, and a politics of engagement, environmental justice activists are inserting themselves into questions of international economic integration, local economic development, neighborhood change including issues of gentrification, infrastructure, tax abatements, natural resource management, zoing, and an array of development issues.  相似文献

Recent initiatives for modernising local government have ignored the potential contribution of parish and town councils. This article critically examines English parish and town councils in the context of the current debate about the need for government to be more responsive to community needs. It considers measures to enhance the capacity of these grassroots councils by recalibrating the responsibilities and resources between tiers of local government. It concludes by setting out possible reforms to facilitate the contribution of these local councils to the modernising agenda as both representatives of the community and potential providers of local services.  相似文献

Abstract

Externally funded collaboratives are compared in a US–Mexico border location, focusing on the local commitments that are made in financial and social capital for long-term sustainability. The border offers special challenges to sustainable health care programs, given the substantial crossing that occurs among health care users in both North-to-South and South-to-North directions. Funding organizations that decentralize programs to community collaboratives, demanding considerable local leverage and in-kind contributions, create a pernicious tax on poor communities in the name of building community capacity. Despite good intentions, precious community social capital is squandered.  相似文献

Abstract

This article analyses the ways in which local executive leaders rendered account for the decisions taken on where to locate 19 controversial facilities for the homeless in the Dutch city of Rotterdam. Despite the non-participatory nature of the decision-making process, executive leaders acquired a remarkable level of authority for their decisions. The analysis suggests that the accountability strategies employed by local executive leaders contributed substantially to this success. Specific ways of rendering account for the decisions made concerning the locations enabled local executives to develop the political repertoires necessary to make the authoritative decisions they deemed indispensable. Most important among these ways were the executives' recognition of the importance of forming direct, informal accountability relationships with local residents, the proactive rendering of account and the executives' partial control over the forums to which account was rendered. The author concludes that an authoritative ‘Decide - Announce - Defend’ approach may not yet be out of fashion in modern local governance. This article examines the reform of the health care system in England in terms of the risk assessment and risk management. Three major health policies are examined, the Health of the Nation strategy, community care and the Patient's Charter. The article demonstrates that effective risk assessment and risk management is an important component of each initiative. The Health of the Nation strategy is based on epidemiological evidence on the nature of health risks and is linked to specific targets for the reduction of harm that require effective management of risks. Community care is a well established policy designed to provide long term and continuing support for vulnerable individuals in the community. With high profile incidents in the 1980s, there has been a greater emphasis on effective risk assessment and risk management, especially to protect the public. The Patient's Charter is designed to empower users of service.

Central to this strategy is informed consent. Effective empowerment depends of the provision of adequate information, especially on the risks of treatment. Although competent adults may formally be autonomous risk-taking decision-makers, their ability to assess risk and make decisions depends on having adequate information.  相似文献

ABSTRACT

This article examines how socio-economic status and social mobilisation are linked to local government performance management in Nepal. As part of local government reform, Nepal adopted a social mobilisation policy in selected local governments to empower communities for their effective participation. Our results show that socio-economic status and social mobilisation have a significant relationship with performance management. Female literacy, for example, is strongly and significantly associated with performance management, while area has a significant positive relationship but population has only a weak positive relationship. In contrast, poverty has a significant negative correlation. More importantly, mobilisation has a significant, though modest, positive association with performance management particularly in participatory planning and budgeting, fiscal discipline, and administrative management. This indicates that improving the socio-economic status of citizens and their mobilisation for empowered collective action can be one important strategy to improve the performance capacity of local government.  相似文献

The story of local government over the last few decades is often summarised in the assertion that there has been a move away from institutional authority embodied in the structures of councils towards more complex networks of local governance, incorporating a range of stakeholders and other agencies, alongside a shift of power from local to central government. But local government has been at the centre of wider processes of restructuring - of attempts to modernise the welfare state, and specifically the local welfare state. Underpinning the changes that have faced local government (and created new forms of governance) has been a series of assumptions about welfare and how it is best delivered. These combine notions of community, neighbourhood, personal responsibility, workfare and partnership with a distrust of 'bureaucracy' and professional power. It is in this context that the 'modernisation' agenda - promising cultural change - has been driven forward, paradoxically combining a rhetoric of decentralisation and empowerment with an increasingly direct involvement by the institutions of central government and a range of other state agencies in the practice of 'local' governance. The emergent arrangements are increasingly characterised by forms of self-regulation as well as more differentiated management from above.  相似文献

Abstract

Since the enactment of New Labour's sustainable development agenda in 1999, English local authorities have been placed at the helm of a variety of devolved localism initiatives designed to foster sustainable communities that contribute to a high quality of life for existing and future generations. This paper considers the scale of the challenge that confronts local authorities in terms of attaining these outcomes, by drawing attention to their current quality of life situation. The baseline conditions in question are measured by reference to the Audit Commission's local quality of life indicators dataset, which it compiled in 2005 from a range of existing local government performance indicators. The dataset is subjected to k-means clustering and principal components analysis to assess how far English local authorities measure up to Labour's sustainable communities ideal and to highlight the type and degree of quality of life disparity that exists between them. The results from the analysis are used to evaluate the feasibility of Labour's devolved localism approach to sustainable community formation and to provide important insights to local policy makers responsible for fostering sustainable communities. The implications of the findings for future research are also considered.  相似文献

Abstract

Since online courses encompass many types of pedagogical techniques, instructors and students, large scale comparison studies are difficult to conduct in a scientifically rigorous manner. What is needed is an accumulation of case studies and forums for instructors to share techniques and best practices. Based on his experience and a review of the literature, the author concludes that the flexibility and opportunities for intensive, equal intellectual exchange afforded by online courses must be weighed against challenges related to student socialization and faculty workload. Overall, the demonstrable benefits suggest that there is a legitimate place for online education in public administration programs.  相似文献

Abstract

Though the role of global–local partnerships in the HIV/AIDS response has been widely advocated, many social theorists question their ability to promote sustainable change in the lives of everyday communities. This is often related to the distance between policy and governance structures, and, the realities of life in AIDS affected communities. This article unpacks the specifics of this ‘distance’ in the context of the HIV/AIDS response in the Kingdom of Swaziland. A framework applies the notions of ‘order and disjuncture’ to structure a discussion of policy documents and a thematic analysis of focus group data with participants who ‘live’ the outputs of policies enabled by global–local partnerships. Findings uncover that programming and community difficulties emerge around assumptions about responsibility (which link back to international discourses on volunteerism) and actual requirements for supporting community life in the context of the pandemic.  相似文献

Development management owes an unacknowledged debt to colonial administration, specifically to indirect rule. Development management, as opposed to development administration, has newly adopted a specific set of managerialist participatory methods, to achieve 'ownership' of development interventions. These methods are particularly evident in World Bank/ imf implementation of Poverty Reduction Strategy Papers ( prsp s) and Comprehensive Development Frameworks ( cdf s). They have their conceptual foundation in action research, invented, it can justly be argued, by John Collier, Commissioner of the US Bureau of Indian (ie Native American) Affairs 1933-1945. Collier was a self-proclaimed colonial administrator, and remained an advocate of indirect rule as late as 1963. Evidence is presented to show his development of action research was a tool of indirect rule. Achieving 'empowerment' through participation was at its very beginning, therefore, subject to the colonialist's asserted sovereign power; and the limited autonomy it granted was a means of maintaining that power.  相似文献

Abstract

This research empirically examines the establishment of organisational change through management reform by studying the level of compliance with the reformed management legislation. A management index is constructed and applied on a sample of 100 Public Centres for Social Welfare in Flanders using a questionnaire, their annual accounts and interviews. The institutional framework proves to be a useful base for considering the level of adoption and testing cross-sectional differences on a number of explanatory factors. This study reveals that in practice the level of adoption of the governmental reform is restricted and mediated by both local organisational aspects and widerinstitutional influences.  相似文献

Long Beach, California is home to the largest population of Cambodians outside Cambodia and is the symbolic and actual center of the worldwide Cambodian diaspora. Despite the significance of this community for both Cambodians and Long Beach, little is known about the social, historical, political, and economic processes leading to its formation. This paper situates the growth of the community within particular historical moments at both national and local levels through a chronological presentation of key events from the 1950s through the 1990s. The paper provides insights into the experiences of a largely refugee population and the new Asian immigration to the United States.  相似文献

ABSTRACT

In the United States, despite federal efforts to empower communities to form local governance networks to develop and implement collaborative countering violent extremism (CVE) programs, local CVE governance networks are rare. Why do CVE governance networks emerge within only some communities? I argue that three factors—interest in CVE, capacity to participate, and facilitation—determine the prospects for the emergence of a CVE governance network within a community. The article uses a matching technique to identify and compare the community stakeholder responses to CVE in two communities—Houston, TX and Columbus, OH. Survey research of stakeholders who participated in Houston and stakeholders most likely to participate in Columbus but did not highlights the importance of the three factors. By focusing on these drivers of collaborative governance, the article provides an explanation for the lack of CVE collaboration in the United States.  相似文献

Abstract

As communities and local governments increasingly have become concerned about quality‐of‐life issues, community indicators have become a widely used tool to measure the status of the quality of life and progress being made toward improving it. Indicators provide a vehicle for understanding and addressing community issues from a holistic and outcomes‐oriented perspective. They are useful, within the context of an overall community‐improvement process, both as a planning tool, based on a community's vision, and as an evaluation tool to measure progress on steps taken toward improvement. Their usefulness is maximized when they are both directly tied to public‐policy and budget decision making and when the community feels a sense of ownership of the indicators through direct citizen involvement with them. This article briefly describes four major approaches to community‐indicators work, and then in more detail, illustrates one of the approaches called “quality of life.” This approach is illustrated with experiences of the Jacksonville (Florida) Community Council Inc. (JCCI), a pioneer and leader in the community‐indicators movement.  相似文献
