This two‐part article is an attempt to clarify the social conditions upon which the viability and efficiency of the market system rest. It strives to show that the ‘embeddedness’ thesis, that is, an explanation based upon the existence of long‐run personal ties involving the use of reputation mechanisms among transactors, cannot fully elucidate the question as to how the problem of trust is solved in market societies. As explained in Part I, there are difficulties of both theoretical and empirical/historical kinds and these explain why the ‘market order’ needs to be sustained by private and public order institutions.

In Part II, the role of generalised morality in backing or supplementing such institutions is discussed in the light of game theory, and particular emphasis is put on the ability of moral norms to sustain honest behaviour by generating the right kind of preferences and establishing trust. The vexed problem of the dynamics of norm emergence and erosion is then addressed with a view to showing that norms of generalised morality — perhaps contrary to moral norms in small groups — cannot be easily created by fiat nor be expected to evolve spontaneously when they are needed to make economic exchanges viable. Ultimately, the cultural endowment of a society plays a determining role in shaping its specific growth trajectory, and history therefore matters. Finally, to illustrate the theoretical discourse, reference is made to present‐day Third World countries. It is argued that economic development is especially difficult in countries where norms of limited‐group morality prevail and do not readily give way to generalised morality.

Since 1995 Dr. Brendan O'Shea, a former European Union Monitor, has been studying developments in the Balkans with his predictive article, Kosovo—Another Bosnia in the Making, awarded the Seamus Kelly Literary Award in Ireland. Nine years after NATO troops first deployed in Bosnia, and five years after KFOR commenced operations in Kosovo, he once again examines the overall situation in the region and is ill at ease with his findings.

In this article we conduct a large quantitative survey of the literature on horizontal and vertical spillovers from foreign direct investment (FDI). We create a unique database of spillover estimates for each country examined in the literature. Next, we estimate the average effect corrected for publication selection bias (the preferential selection of positive and significant estimates for publication). Our results suggest that an average reported estimate of backward spillovers is statistically significant. Publication selection is evident only among studies published in peer-reviewed journals, and only among the estimates that authors consider most important. Authors with small data sets engage in more publication selection. The intensity of selection in the literature decreases over time, which supports the economics-research-cycle hypothesis.

Abstract

What structured the fundamental nature of Indian security for the first 50 years of the country's independence? This article draws out four normative parameters that have been tempered and normalised during this period through India's international interaction along with her internal political developments. Using notions of ‘security identity’, the article unpacks these normative parameters in order to investigate holistically the interaction between both domestic and foreign influences in India's international relations. As such, the article finds a relative consistency to how security has been conceived of in India—displaying sustained threats to its territorial integrity, a continued democratic tradition, ongoing fears of communal violence plus an engrained desire for a greater global role. In turn, it has been the interface between internal and external factors that has structured, and continues to structure, Indian security.
