Abstract: The relatively small and open South Australian economy has been facing the difficulties associated with the structural adjustment of its industry for over 15 years. In addition, the South Australian public sector has been contending with financial difficulties largely as a result of a reduction in grants from the commonwealth before the failure of the State Bank of South Australia. This paper reviews the growth and current level of government indebtedness in South Australia and discusses which group(s) is likely to bear the main burden of such debt. The main consequences of high levels of state public sector debt, including budgetary inflexibility, are also examined. The paper suggests that it will be necessary for relative wages and prices to adjust more freely if the negative impacts of an inevitable state government budgetary consolidation are to be minimised. If wages and prices are not free to adjust then unemployment will continue to take the brunt of the adjustment process. In addition, out-migration of businesses and people from South Australia will accelerate, leading to a further erosion of the taxation base. The State Bank indemnity arrangements and consequent levels of public sector debt incurred will require the state government to reduce the level and quality of services provided by the state public sector, sell state public sector assets and further improve efficiency and effectiveness. However, there are a number of important arguments why taxation should be an important means by which the South Australian government moves to retire public sector debt as soon as practicable. Not the least important of these arguments is the need to ensure accountability by elected representatives of government for their expenditure decisions.  相似文献

The Programme of Applied Studies in Government in the Commonwealth Secretariat has been in operation for five years, and in this article the Assistant Director reports on the major features of the Programme. The staff of the Programme have arranged conferences and seminars, facilitated training and published bibliographies on topics and in a form that make them useful to civil service practitioners and institutions with small libraries. Matters to which attention has been given include the use in government of advances in science and technology, the functioning and role of public enterprise and among more specialized topics administration in microstates. The article emphasizes the way attention is given to application in the work of the Programme.  相似文献

政府绩效管理兴起二十多年来,已由西方国家应对财政和信任危机、提高行政效率的工具拓展为各国政府改革和创新的重要内容,新公共管理的实践价值和理论优势在其中都得到了充分体现。但其理论缺陷和实践中的困惑,特别是在公共价值方面的冲突使学术界的探索从未停止过。本文通过对中国、美国、日本等国的实践案例考察,从制度变迁和公共行政学术史两个层面的质性研究,提出了以公共价值为基础的政府绩效治理理论体系框架。文章首先从"公共性"、"合作生产"和"可持续"三个方面对新公共管理背景下的政府绩效管理进行了反思,认为公共价值对政府绩效合法性具有本质的规定性。其次,初步论证了以公共价值为基础的政府绩效治理的两个基本命题——政府绩效是一种社会建构、产出即绩效;认为只有来源于社会的政府绩效才能获得合法性基础,也只有根植于社会的政府绩效才能产生其可持续提升的需要,这是政府绩效管理的根本动力;而在政府绩效价值建构基础上的科学管理,才能保证政府产出与社会需求的高度一致,充分体现科学管理的价值。再次,从这两个基本命题出发,以价值管理和管理科学理论为基础,构建起了以公共价值为基础的政府绩效治理模型,并对模型中政府绩效的价值建构、组织管理和协同领导系统等主要内容进行了阐述。最后,从模型如何"落地"、政府绩效管理的价值分析和研究拓展等方面提出了未来的研究方向。  相似文献

评估财政风险应从政府拥有的公共资源及政府应承担的公共支出责任和义务2方面入手,从资产负债存量和财政收支流量两个角度来动态地考察。政府财务报告的目标之一是提供财务境况信息,以评估财政风险。利用政府综合年度财务报告所提供的信息来分析和评价财政风险,可提高评估的准确性,并使之制度化和规范化。从政府会计的角度出发,讨论了财务境况的定义和计量,提出了从环境因素、组织因素和财务因素3方面来综合评估财政风险的一个分析框架,并设计了一套财务指标体系用以评估和预警财政风险。  相似文献

The search for quality in public management has been provoked in recent years, mainly by the decline in the public's trust of government and by the growing interest in the development of performance measures. A general assumption that certification of public financial managers will enhance the quality of public management and will thus return public trust in government and the respect for its servants underlies the issues discussed in this article. It focuses on the endeavors to link certification and credentialing of financial managers to broader alternative strategies for assuring quality. The strengths and weaknesses of three major strategies and the available resources for their implementation are discussed: (1) promoting quality within public management education and training; (2) promoting quality within the environment where managers work; and (3) promoting quality of skills held by individual managers themselves.  相似文献

In the evolution of Papua New Guinea from dependent territory to independent entity, public financial administration has experienced a series of changes. Each historical group of changes may be represented by a characteristic paradigm which identifies the nature of the underlying concepts and their essential dynamics in the context of the political, economic and social environment. From the early days of Australian settlement, public financial administration was dominated by the colonial paradigm as the two constituent territories—initially separately and then jointly—relied almost exclusively on Canberra for the provision of funds, supply of expertise and formation of policies. More recently, since national independence, legislative and staffing changes have occurred in public financial administration but there have been no infrastructural innovations in response to current needs and priorities. Australian support of the recurrent budget and other foreign aid have not abated, while the forms and institutions involved in public financial administration continue to reflect strong metropolitan influences which militate against the formation of an indigenous paradigm consonant with national aspirations, development goals and cultural values.  相似文献

The relationship between the judiciary and public administration is founded in the constitutional principles which lie at the basis of our system of government. The three branches or arms of government, as they are known to constitutional law, are the legislative, the executive and the judicial. They are said to be equal and coordinate. There is a complex constitutional relationship between the three arms of government which does not always follow a consistent pattern. It is marked somewhat paradoxically both by mutual independence and interdependence. Public administration is carried on by the executive branch.  相似文献

A paper of this type clearly calls for some definition of terms. Although "The Public Services" are usually seen to comprise the State Public Services and the Australian Public Service, in reality of course, government institutionalized services to the public go beyond these seven agencies. All the statutory authorities—Commissions, Corporations, Boards and Trusts—are part of public administration; so also are local government bodies. There are in the various public services some agencies which form part of the public service proper (i.e. a Department defined as such under one or other of the Public Service Acts) whereas in others they have the independence of a corporate entity. In South Australia for instance the whole state water supply and sewerage services are provided by one public service department, the Engineering and Water Supply Department. In the other states those services are provided by more than one agency and these range from government departments and local governing bodies to statutory authorities. A similar division of responsibility exists in the road construction area where some states perform their highway undertakings through the agency of a statutory authority, while others prefer the tighter Ministerial control of a government department.  相似文献

The U.S. financial crisis and recession that began in 2007 poses profound challenges for public policy and administration. It also provides useful information about the effects of economic policies. This paper considers the implications of current developments for the use of implied guarantees as an instrument of public policy. It draws on experience with Fannie Mae and Freddie Mac to argue that implied federal guarantees have a severe disadvantage. Their costs are largely unmeasured, unrecognized in the budget, and unmanaged. Yet their use appears to be increasing in the current crisis. To minimize the costs of the expanded financial safety net, government should measure and manage those costs more effectively. To that end, this paper proposes new budgetary treatments of federal implied guarantees.  相似文献

Abstract: Profit-based financial measures have been given prominence in the present financial accountability and control systems of public sector utilities in Australia. As a result, periodic evaluation of financial accountability and managerial performance suffers from a lack of objective-orientation. Assessing the financial accountability and controlling the activities of public utilities properly requires information consistent with their operational environment. Neither clear financial policies and targets, nor a set of environment-specific performance measures have been outlined by the government. The paper proposes that, in addition to profit measures, consideration should also be given to non-profit measures if an improvement is really desired in the monitoring of managerial performance and in accountability of those utilities which operate in virtual monopoly or near-monopoly situations.  相似文献

Based on the Asia Barometer Survey of 2003, 2004, and 2006, government performance, citizen empowerment, and citizen satisfaction with self‐expression values are associated with public trust in government in Japan and South Korea. This study finds, first, that government performance on the economy, controlling political corruption, the quality of public services, crime, and attention to citizen input are significantly associated with broad public trust in government in both Japan and South Korea. Likewise, citizens’ satisfaction with their right to gather and demonstrate and to criticize the government is closely connected to trust in central and local governments in Japan. In South Korea, citizens’ satisfaction with their right to gather and demonstrate is intimately linked to trust in local government. Implications for government leadership to enhance performance, transparency, citizen participation, and public trust in government are analyzed and elaborated upon in this insightful study.  相似文献

This essay is a memorial piece about Vincent Ostrom (September 25, 1919–June 29, 2012). I start by reviewing his academic history and then turn to Professor Ostrom’s major intellectual legacy—his effort to overturn the dominant paradigm in public administration and political science on metropolitan government reform. The three most important contributions of his work are discussed, including the introduction of public goods theory into the study of public administration and his work on quasimarkets and the Tiebout model. Three controversies or conundrums raised by his work are then discussed. Finally, the essay considers whether Professor Ostrom was ultimately successful in his effort to overthrow the traditional approach to the production and delivery of public goods at the city government level.  相似文献

Representative bureaucracy is a critical element of modern public administration and governance. Since the advent of nonracial democracy, the South African government has transformed the apartheid bureaucracy into a new public service that closely mirrors the country's diverse population. Questions remain, however, about how this demographic transformation has impacted the public service. Grounded in the theory of representative bureaucracy, we use a mixed methods approach to examine the relationship between representation of historically disadvantaged groups and performance of national departments in South Africa. Analyses of panel data indicate that as national departments become more representative by employing a greater percentage of Blacks, they become more effective at achieving their goals. Interviews with officials in national departments corroborate this and reveal a range of underlying pathways linking representation of historically disadvantaged groups to performance.  相似文献

By mid‐2001, the Solomon Islands government was on the edge of bankruptcy after two years of unrest on Guadalcanal. Solomon Islanders' hopes that the national government can improve their living standards have been dashed, only 23 years after British colonial rule ended on these South‐West Pacific islands. The reasons for the state's limited capacity to facilitate development extend much further than the financial crisis, as a comparison between power relations typically institutionalized in Western liberal democratic states and those institutionalized in the Solomons state shows. The Solomons state is a syncretism of traditional political practices and modern structures. Many of these traditional practices are impeding development. Recent neo‐liberal reforms championed by the previous government, the Asian Development Bank and other aid agencies did little to address these practices and were terminated in the unrest in 2000. If the state is to improve the living standards of ordinary Solomon Islanders, changes in structure, such as the state governments being established following the Townsville Peace Agreement, are not the sole answer. There have been many important studies on leadership in the public administration discipline; however, scholarly inquiry still lags behind related disciplines such as psychology and business administration. This article helps fill that gap by analyzing the role that public leaders play in making work more meaningful for their employees, which, in turn, has a positive influence on employee job outcomes. Specifically, the authors analyze the mediating role of work meaningfulness in the relationships between leader‐member exchange and organizational commitment, work effort, and work‐to‐family enrichment. Samples from education, health care, and local government are used. Results show that leadership strongly influences work meaningfulness, which, in turn, influences job outcomes. In addition, the impact and extent of leadership and work meaningfulness are higher in health care and education than in local government. The results emphasize the importance of leadership and meaningful work in the public sector.  相似文献

Abstract

In this study, we explore how leadership affects team performance from a team and follower competence perspective. We base our study on the Full Range Leadership (FRL) model, which proposes three different leadership styles: passive/avoidant, transactional, and transformational. The FRL has been well-studied outside the public administration environment, but rarely considering the three leadership styles simultaneously, or with team level outcomes. We propose a sequential mediation model in which leadership styles relate to follower competencies, which in turn relate to team competence, and then team performance. Our research design is distinctive in that we study all three FRL styles simultaneously, examine team performance as opposed to individual performance, and utilize data from three levels of a municipal government IT department. We found that transformational leadership was directly and indirectly related to team performance in the expected positive directions. Transactional leadership was mostly ineffective, while passive/avoidant leadership had complicated relationships with team performance that were both positive (direct) and negative (indirect through competence). We conclude that the three FRL styles have varying degrees of effectiveness as direct and indirect predictors of team performance. We discuss the implications of our results for leadership of public administration organizations.  相似文献

Abstract: This paper is concerned with an analysis of legislation, public administration and government expenditure decisions on policing activities. These three dimensions of government can be used as mechanisms of social control. Whether they are or not is an empirical question that has to be determined in each case. It is shown that there are no strict relationships between the three dimensions of government activity: separate decision-making is undertaken for each of the three dimensions. It is indicated that there are eight possible combinations of the three dimensions, assuming that the three dimensions of government activity are bivariate and discrete. The empirical analysis relates to the state of Queensland and it is concluded that Queensland can be described as a case consisting of authoritarian legislation, public administration contrary to the rule of law, and low policing expenditures.  相似文献

Until recently, the literature on public administration has been almost exclusively based on the concerns and features of medium-sized and large states. Few studies have addressed the special features of public administration in small states. This paper helps to redress this situation by focusing on Ministries of Education in small states. It is mainly based on a Commonwealth survey of 15 countries in the Caribbean, Africa, Europe, the Indian Ocean, Asia and the South Pacific. Among the questions addressed in the paper are ones on the range of functions undertaken by Ministries of Education and on such personnel matters as job definition and recruitment. The paper also examines issues of management in the highly personalized environment found in small states.  相似文献

公共利益是一个特定社会群体存在和发展所必需的,该社会群体中不确定的个人都可以享有的社会价值。从公共利益视角考察政府职能,包括两方面内容:一方面,政府应该以实现公共利益为己任,通过公共利益可以界定政府公共职能的基本内容;另一方面,从公共利益的实现机制来看,政府不是公益物品的唯一提供者,它应该在公共利益的实现机制中承担“掌舵”的角色。为了更好地发挥政府在实现公共利益过程中的作用,西方政府正在积极推行新公共管理运动。我国政府也在经历深刻的治理变革,具体内容体现在民主化改革、市场化改革和政府自身改革等三个方面。  相似文献
