For over 25 years successive administrative reforms have taken place in Greece, with a view to modernizing the subnational institutions. The European pressures come across as an influential factor inducing the process of change. But what has been the subnational responsiveness related to the rationalization initiatives? The aim of this paper is to investigate the Greek subnational authorities’ mobilization in the European arena, providing evidence of their bypassing the central state from a multi-level governance perspective. Building on the division between ‘financial' and ‘regulatory' mobilization, empirical data are drawn from the EU's environmental policy financial mechanism and the subnational representation and networking in Brussels. The figures show that only a few Greek subnational authorities financially mobilize; the vast majority show inertia. Moreover, their regulatory mobilization is hardly evident. It is argued that although the EU offers substantial incentives for mobilizing, domestic institutional capacity also accounts for much variation.  相似文献

Does party organization shape candidates’ electoral mobilization efforts? I develop a novel theoretical account linking candidate selection rules to electoral mobilization. Nomination rules that require aspiring candidates to compete in electoral races, such as primary elections, create incentives for them to make considerable investments in order to win the party’s nomination. Using a decision-theoretic model, I show how these initial investments at the nomination stage shape the candidates’ mobilization expenditures in the general election. The main theoretical result establishes that primaries increase candidates’ mobilization efforts only when the general election is not expected to be competitive; when a close race is expected, candidates mobilize at the same rates regardless of how they were nominated. Analysis of an original dataset on candidate selection and electoral mobilization in Mexico provides strong support for the theory.  相似文献

After ratification of the European Charter of Local Self‐Government in 1993, Turkey has witnessed major local government reform efforts in 2000s. The policy objectives of these reforms were granting more political, administrative and fiscal discretion to local governments along the principles of democratic decentralization and strengthening accountability linkages between citizens and local governments. We employ a diagnostic framework to analyse the impact of these reforms. The landmark U.S. Budget and Accounting Act of 1921 (BAA) instituted a series of administrative reforms that proponents claimed would improve budgetary control, stability, and coherence. We maintain that the compatibility of governance structures between agency and system levels is critical for understanding why these administrative centralization efforts were successful in achieving these aims for some federal agencies but not others. The BAA reforms impact on budgetary outcomes is evaluated using panel data on major U.S. federal agencies between 1894 and 1940. Applying semiparametric heterogeneous treatment estimation techniques, we find compelling support that administrative centralization of the federal budgetary process enhanced budget stability and coherence for executive departments while resulting in a lower caliber of budgetary performance for independent agencies. These findings imply that system‐level administrative centralization efforts may be effective only when public agencies are structurally amenable to such reforms.  相似文献

Prior research has leavened substantially our understanding of how, why, and with what consequences public organizations respond to pressures for administrative reforms. Left underdeveloped theoretically, however, is the hypothesis that agency actors may also assess the ability of administrative reforms both to advance their policy goals and to become "weapons" in battles within agencies for advancing them. To illustrate this possibility, this article analyzes how the Clinton administration's National Performance Review and related Defense Reform Initiative interacted with its efforts to "green" the U.S. military in the post–Cold War era. Analysis of this clash between defense and environmental values indicates that (1) agency actors did evaluate the potential impacts of administrative reforms on their policy goals before supporting or opposing them; (2) they tried to hijack those reforms as weapons for advancing their policy goals in intraorganizational battles; and (3) the "weaponizing" of these reforms produced policy complications and consequences that proponents neither anticipated nor welcomed. Thus, reform in the administrative domain created unanticipated consequences by spilling over into the policy domain and being hijacked, weaponized, or otherwise miscarried or used opportunistically in intraorganizational policy battles. The study concludes by arguing that these dynamics merit more attention than they have received from either administrative reform proponents or researchers seeking to develop theories of administrative reform.  相似文献

Drawing on a qualitative case study of the political actors who authorized Richmond, Virginia's minority contractor ordinance, this article analyzes the discontinuity between their efforts to redistribute political resources into the black community and the municipal government structure established by the progressive reform movement and reinforced by the Supreme Court ruling in the City of Richmond v. J. A. Croson. It argues that the specific points of contention are the progress reforms that eliminated political patronage and required parsimonious tax structures. Pervious research noted the benefits and/or constraints on the redistributive efforts of black politicians/ regimes arising from coalitions in governments structured by progressive reforms. This research, in contrast, argues that we must look to the political structure itself as a source of constraints also. Thus, as affirmative action policies like the one in the City of Richmond v. J. A. Croson are outlawed, racial minorities will find their efforts to achieve social, and especially economic, equality limited by the dictates of the political system itself.  相似文献

The so‐called Good Governance Model requires perfect public administration that is accountable, efficient, equitable, representative, responsive and transparent and that respects the rule of law. Accordingly, the Good Governance Movement promotes a variety of public administration reforms worldwide. However, the effectiveness of promoting all kinds of administrative reforms at once is in question, because that could overwhelm the reform capability of countries, and more important, some reforms can compete with, rather than complement, one another. Such scenarios are possible, and the implication is clear: administrative reform discourse must consider how to best sequence and prioritize reforms, the outcomes of which must be identified. The experiences of Japan and Singapore offer some insight into this. This study first codifies administrative reforms by using the concepts of administrative themes, and it systematically traces, compares and contrasts reforms in both countries in light of these themes. This leads to the conclusion that the sequences in which administrative reforms evolved in those places contributed to dissimilarities in their administrative traditions today. This paper looks at the design and use of incentivized performance measures to motivate managerial efficiency and promote greater program effectiveness. It starts off by looking at recent reforms like the Government Performance and Results Act to understand why they were largely unsuccessful in altering the decision‐making process of government agencies. One problem was that performance measures have been both numerous and complicated, thereby making their role in management and oversight difficult. Equally important, no external incentives were attached to program accomplishments. The paper then examines what elements would be needed to build a management system that encourages both more efficient and more effective agency behavior. The goal of performance budgeting is to develop performance measures that display the progress of a program toward its stated objectives. Assessments based on these measures may then call for rewards or punishments. As such, it also may encourage program managers toward improved performance. The paper examines the pitfalls and complexities dealt with by Congress and Office of Management and Budget in the process. For example, a performance system must distinguish between funding program needs, as warranted by sectoral indicators, and management concerns. It must also unambiguously tie incentives to performance measures to motivate agencies, while building in commitment devices for the principals. Incentivized performance measures may not be appropriate in all conditions, but may be helpful for motivating managers and improving program performance in particular circumstances.  相似文献

Brownfields pose challenges to both communities and policy makers. Public funds are insufficient to remediate these contaminated sites, but, given the uncertainty of contamination and the complexity of liability, private interests are reluctant to become involved for fear of future litigation. From a New Public Management perspective, market incentives can be used to encourage private sector remediation of sites. However, this change implies a shift in administrative function from regulation to “getting the incentives right.” In this research, the authors investigate whether state and federal reforms aimed at increasing private sector involvement have actually done so, and they consider the implications for other goals of brownfield remediation, such as providing economic development assistance in communities where such change is needed. Findings show that developers respond to insurance and tax incentives, but the authors question whether public incentives are making unattractive redevelopment opportunities worth investing in or simply making profitable redevelopment opportunities more profitable.  相似文献

In order to enlarge state capacity, authoritarian regimes have undertaken considerable efforts to (re-)construct and modernize their administrations. Combining various research strands, this literature review links basic findings of research on authoritarian and hybrid regimes to those on administrative reforms in post-soviet countries. As tax administrations are essential for increasing state capacity, a particular focus is laid on these reforms. Drawing on the cases of Russia, Ukraine, and Kazachstan, the article reveals that stable, hegemonic authoritarian regimes seem to succeed better in increasing administrative efficiency and capability. While professionalizing their civil services, however, tax administrations can still be used to repress opponents. Hybrid regimes which are shaped by frequent government turnovers, by contrast, seem to avoid longsome efficiency-oriented reforms of their administrations.  相似文献

Abstract

The government of Hong Kong has been trying to reform the territory's health care financing system since the early 1990s and is finally on the verge of succeeding. The objective of this paper is to assess the reform efforts and explain the causes of repeated failures and eventual success. It will argue that the government's fortunes changed only after it abandoned the core reform goal and decided to pursue peripheral objectives. It will explain the abandonment with reference to the peculiar political system in Hong Kong that makes it difficult for the government to adopt substantial policy reforms in the face of even moderate opposition. The reason for the government's policy incapacity is the existence of liberalism in a non-democratic setting, which allows the government to neither suppress opposition nor mobilize popular support. This has been illustratively evident in its health care reforms when its proposals to improve the system's fiscal sustainability invariably met an early death because they imposed costs on employers, the population or both. The current proposal has fared better not only because it addresses a simpler peripheral problem but also because it offends almost no one and pleases many among the powerful.  相似文献

ABSTRACT

Pay-for-performance reforms create “high-powered” incentives for civil servants to meet or exceed specified performance objectives as measured by such things as customer satisfaction. Economists and social psychologists have advanced the claim that high-powered incentives for performance may empirically lessen the effect of civil servants' intrinsic motivation toward achieving agency goals (motivation can be “crowded out”). Nonetheless, well-designed pay-for-performance incentives may “crowd in” intrinsic motivation. A number of federal agencies and subagencies have undergone personnel management reforms that raise the specter of this pattern of “motivation crowding.” Does it happen? Is intrinsic motivation crowded in or crowded out? This paper employs item response theory to create measurement models for the estimation a latent trait of intrinsic motivation for employees of the Internal Revenue Service (IRS) and Office of the Comptroller of the Currency (OCC) using data from the 2002 Federal Human Capital Survey. The IRS, but not the OCC, implemented a paybanding system that imposed high-powered performance incentives on supervisors, but not on non-supervisory personnel. Results suggest that the IRS reward structure crowded in intrinsic motivation at the lowest levels, but that at the highest levels of motivation intrinsic motivation is crowded out, a pattern not seen in the OCC data.  相似文献

This article aims to analyse, classify and explain similarities and differences in administrative reform in four separate Belgian administrations along four internationally observed trends in administrative reform: organisation, personnel, strategy, and finance. Comparatively, Flanders can be classified as an early moderniser, followed by the federal government, which had been locked longer in a trajectory of maintenance. The French-speaking governments of the Walloon Region and French Community are late modernisers, and compared to both the Flemish and federal government their reform efforts are more fragmented and incremental. The main factors explaining variations in administrative reform in Belgium are differences in institutional continuity, policy entrepreneurship and policy diffusion, all three of which combined to support administrative reform efforts at the Flemish and, slightly less so, at the federal levels, and were markedly absent in the French-speaking governments. Aggregated indicators of differences in political culture do not convincingly explain differences in public sector reform, but the degree of partisan control over the administration, as a meso dimension of politico-administrative culture, impacts on the French-speaking governments' resistance against certain types of organisational and human resources management reforms.  相似文献

From 1988 to 1997, all French prime ministers launched administrative reform programs with numerous concerns for increasing efficiency, strengthening responsiveness, or redesigning political and administrative roles within the state. However, these initiatives have never led to radical and disruptive changes. The institutional legacy seems to have strongly constrained the politics of administration. What, then, is the meaning of launching administrative reforms within the French political power configuration, and how does it “fit” with the way leaders try to establish their political authority? This article provides two empirical studies of different prime ministers (Michel Rocard under the Mitterrand presidency and Alain Jupp under the Chirac presidency) that can explain the nature of the French governments' commitments to these issues. It argues that understanding administrative reforms requires a mixture of institutional and actor‐centered explanations, because these policies are really leadership challenges to the preexisting institutional order. As such, they are reflexively shaped or constrained by what they try to control and define. This paper shows that for a French prime minister to define the administration as a problem while building his own leadership can jeopardize the resources he will get from that same bureaucratic administrative system. This “power‐reform dilemma” may explain why administrative reforms have proven more politically effective as an instrument of order‐affirming impulses rather than as a disruptive strategy.  相似文献

Political parties in sub-Saharan Africa's developing democracies are often considered to lack sufficiently sophisticated machines to monitor and incentivize their political brokers. We challenge this view by arguing that the decentralized pyramidal structure of their machines allows them to engage in broker monitoring and incentivizing to mobilize voters, which ultimately improves their electoral performance. This capacity is concentrated (a) among incumbent parties with greater access to resources and (b) where the scope for turnout buying is higher due to the higher costs of voting. Using postwar Liberia to test our argument, we combine rich administrative data with exogenous variation in parties' ability to monitor their brokers. We show that brokers mobilize voters en masse to signal effort, that increased monitoring ability improves the incumbent party's electoral performance, and that this is particularly so in precincts in which voters must travel farther to vote and thus turnout buying opportunities are greater.  相似文献

State governments have experimented with a variety of election laws to make voting more convenient and increase turnout. The impacts of these reforms vary in surprising ways, providing insight into the mechanisms by which states can encourage or reduce turnout. Our theory focuses on mobilization and distinguishes between the direct and indirect effects of election laws. We conduct both aggregate and individual‐level statistical analyses of voter turnout in the 2004 and 2008 presidential elections. The results show that Election Day registration has a consistently positive effect on turnout, whereas the most popular reform—early voting—is actually associated with lower turnout when it is implemented by itself. We propose that early voting has created negative unanticipated consequences by reducing the civic significance of elections for individuals and altering the incentives for political campaigns to invest in mobilization.  相似文献

This study investigates administrative reform in seven Arab states, delineates common problems and describes general tendencies via content analysis of official statements. The study deals with reform in three major phases: defining administrative problems and needs; developing strategies for reform; and developing instruments of action for implementation. Appraisal of reform efforts discloses mediocre results based on a poor implementation record attributable to incongruities of methods and objectives of reform. Among such incongruities are the conventional limitations of bureaucracy, the copying of Western administrative rationality in form if not in substance, and insufficient attention paid to traditional, cultural, religious, and political contexts of administration. Recognizing the difficulties involved in conceptualizing and implementing reform in any society, the analysis offers several recommendations to improve the outcome of reform efforts, among them: encouraging employee involvement in reform decisions; improving collected diagnostic data; providing special training for employees responsible for managing reform; soliciting unwavering political commitment; developing incentive systems; and replacing the piecemeal approach with reliance on a systems perspective.  相似文献

Political brokers mobilize voters all over the world, yet little is known about what motivates them to do so. This article theorizes about two drivers of brokers' efforts: (1) incentives—monetary rewards or sanctions—and monitoring and (2) partisan attachment. We examine our theory using data on the Mexican National Educational Workers Union (SNTE), Latin America's largest union and a well‐known political machine. Consistent with the role of teachers as brokers, we find that the vote share of parties supported by the SNTE machine is higher in polling stations located in schools. This effect is absent when teachers are asked to mobilize voters in support of a party for which they have no partisan attachment, and it is uncorrelated with the union's monitoring capacity. This suggests that partisan attachment, rather than incentives and monitoring, explains the SNTE's effectiveness as a political machine.  相似文献

The impact of the enfranchisement of women under 30 upon the British party system is analyzed, especially the extent to which the Labour party at a crucial period in its rise to major party status was able to mobilize an uncommitted major segment of the electorate. The analysis seeks to supply an explanation missing from Butler and Stokes' finding of a sizable gender difference in class crossover voting among the interwar cohort. Both substantive and symbolic mobilization efforts are analyzed. Analysis of constituency electoral results for elections from the mid-1920s through the mid-1930s finds that the political crisis of 1931 undermined Labour's efforts to mobilize the female vote and appears in particular to have driven substantial numbers of working class women to vote for other parties, thereby weakening their support for Labour well into the postwar period. Labour's failure to mobilize young women meant that it was able to obtain major party status only when World War II experiences caused a substantial number of middle class men to swing to the party  相似文献

In Kenya, as in many developing countries, centralized control over water resources was implemented to improve agricultural productivity. By the 1980s, however, Kenya's postindependence policies of bureaucratic control were in disarray, and conflicts over water use were common. More recently, Kenya has embarked on a series of reforms that create a polycentric approach to water governance, in which decision making about water resources is shared among multiple, overlapping local, regional, and national authorities. Drawing on archival and field research, we examine these reforms in their historic context and argue that whereas centralized control was poorly adapted to the Kenyan context, polycentric governance is better suited to Kenya's variable social and ecological conditions and the available resources of its administrative agencies.  相似文献
