Up to 1992, all illegal use-of-force complaints against police officers in Israel were handled internally by the police department. In 1992, following public and political pressure, an external civilian board was established to handle such cases. In this framework, investigations of suspect police officers are conducted by former police officers. In this study, investigators' and suspects' personal and organizational characteristics were examined, as well as their attitudes to the civilian board and the manifestation of police violence. In general, the two groups were found to differ significantly on both levels. The employment of former police officers with high professional qualities seems to have some advantages in this investigative situation.  相似文献

This paper analyzes the impact of individual attributes and organizational influences in the determination of correctional officers’attitudes toward inmates. Drawing on survey data from 179 line-level correctional officers, the analysis evaluates the expectations of prison reformers that more highly educated, female, and minority officers will hold more positive attitudes toward their inmate clientele. Contrary expectations drawn from the sociology of work literature suggest that the work-role socialization will overshadow the effect of individual attributes in the determination of officer attitudes. The analysis reveals that minority officers hold more positive orientations toward inmates, while education and gender exert no impact. In addition, organizational-level characteristics are also important in the prediction of officer views of inmates. These findings suggest that correctional reforms that focus primarily on changing the demographic composition of correctional officers are quite unlikely to ameliorate significantly the tension in today's prisons. It is necessary for both reformers and social scientists to develop more sophisticated analyses of the interplay between individual attributes and work organization characteristics and their joint effects on behavior in the prison setting.  相似文献

This study tests whether Black and White police officers differ in job-related attitudes. The analyses focus on officers’ attitudes toward police role, selective enforcement, legal restrictions, and departmental problem-solving efforts. Survey data were collected from the Indianapolis Police Department (IPD) during the summer of 1996. Findings show that compared to White officers, Black officers tend to have a broad role orientation, be less selective, and have positive attitudes toward legal restrictions. Implications for future research and policy are also discussed.  相似文献

Police attitudes are important in facilitating a sense of safety and comfort in women seeking justice-system support for protection from partner violence. This study examined police attitudes toward sanctions and treatment for domestic violence offenders compared with other violent and nonviolent offenders. In addition, police attitudes toward domestic violence offenders who do and do not use substances were examined. Officers from one city police department (n = 315) participated in a survey. Results indicate there is a trend toward attitudes that treatment, rather than sanctions, was more appropriate for domestic violence offenders. In addition, officers rated the use of sanctions higher for domestic violence offenders who abuse alcohol or drugs compared with domestic violence offenders who did not abuse alcohol or drugs. Understanding police attitudes toward domestic violence offenders may have implications for police training and victim services in facilitating the use of the justice system in protecting women from partner violence.  相似文献

This study examined Taiwanese female and male police officers’ perceptions of handling domestic violence. Specifically, it assessed officers’ attitudes toward whether female officers, male officers, or a combination of female and male officers are more suited for handling cases of battered women, offenders, and domestic violence overall. Survey data were collected from 96 female and 156 male officers from two police departments in Taiwan. Frequency distributions showed that a combination of male and female officers were most preferred by officers for handling abused women, offenders, and domestic violence overall. Regression analysis found that female officers were significantly more likely than male officers to favor a combination of male and female officers over female officers alone for handling battered women. Female officers were found to be more likely than male officers to favor male over female officers and a combination of male and female officers for handling offenders. Police supervisors’ attitudes toward domestic violence also influenced officers’ attitudes toward who is more suited for handling offenders. Implications for future research and policy are discussed.  相似文献

This article examines the factors that influence the willingness of police officers to comply with decisions made by police command staff. In particular, this research focuses on the extent to which officer ethnicity interacts with perceptions of procedural justice in influencing officer compliance. The data for this study were drawn from an anonymous mailed survey (n = 648) examining officer attitudes toward the complaint investigation process in one large municipal police department. Structural equation modeling demonstrates that ethnicity does influence officer compliance, but only weakly and indirectly. Latino/a officers are less likely to report trust in police internal affairs than White officers, and thus somewhat less likely report that they are willing to comply with command staff decisions. Other factors, such as morale, perceptions of procedural justice, and rank, prove to be much more powerful predictors of officer compliance than ethnicity.  相似文献

This article assesses whether police Field Training Officers (FTOs) display patterns of attitudes that distinguish them from non-field training officers. The analysis focuses on attitudes toward four important groups: fellow officers, immediate supervisors, top managers, and neighborhood residents. Interview data used were collected from Indianapolis Police Department (IPD) during the summer of 1996. Findings show that FTOs are more critical of their immediate supervisors and district managers than non-FTOs, whereas FTOs and non-FTOs hold similar attitudes toward their co-workers and neighborhood residents. Implications for future research and policy are discussed.  相似文献

Utilizing survey data collected from 127 male Bosnian police officers, this study examines the impact attitudes toward women, individual characteristics, and work experiences have on officers’ perceptions of their female colleagues. It is hypothesized that officers who hold more traditional, patriarchal attitudes toward women will view females as incapable of effectively carrying out police work, regardless of their own work experiences, or demographic characteristics. Results suggest that a majority of Bosnian policemen believe that women are equally as effective as men in all aspects of policing, however, many still cling to stereotypical views of policing and continue to view female officers negatively.  相似文献

The past few decades have seen an ideological shift to a more punitive attitude in policy and practice toward crime and criminal offenders. This study examined the orientation of local correctional officers toward inmates and worked with inmates to ascertain whether their attitudes mirror this punitive inclination. Findings indicate that despite the more punitive sentiment among the public and policymakers, officers still do not express a punitive attitude toward inmates and generally support rehabilitation programs for inmates. The study also looked at the impact of several individual characteristic and work variables on officer attitudes. Results show work variables are more strongly associated with attitudes among correctional officers. The implications of this research for correctional management are discussed.  相似文献

Organizations interested in implementing community policing should be cognizant of the attitudes of line officers toward this policy due to the fact line officers are responsible for implementing community policing on the street level. Successful implementation of organizational change may rely on identifying individuals who are most supportive of community policing. What remains unclear is what factors are related to officers' acceptance of community policing. This research examined the factors related to acceptance of the community policing philosophy. Surveys were administered at roll calls by researchers to a total of 445 officers of all departmental ranks. It was found that officers who supported informal problem-solving tactics perhaps involving agencies outside the police department, and officers who were non-White were more likely to support concepts of community policing. At the same time, several factors, which presumed to be related to community policing, did not materialize, including previous work on structured problem-solving projects, rank, education, and desire for autonomy. Police student officers' attitudes towards domestic disputes following family-crisis-intervention training are analyzed. A total of 359 student officers from fourteen training classes participated in the study. The most dramatic improvement in attitudes was observed in officers' perceptions of disputants and in their perceptions of domestic disturbance calls. The study also investigated the attitudes of student officers toward organizational policy, training, and community relations. Student officers' attitudes significantly improved in thirty-one of fifty-one items (p < .05). In general, the changes in attitudes demonstrated that the family-crisis-intervention program did affect the attitudes of student officers in the predicted direction of change. Following training, student officers were more likely to view domestic disputes as legitimate police business and more likely to believe that their actions could influence families in crisis and that people in crisis both want, and will benefit from, assistance. It is concluded that crisis-intervention training appears to be responsible for the change in officer attitudes and that family-crisis training should be included in the curriculums of police training academies.  相似文献

While most correctional officers adhere to the highest level of professionalism, some engage in institutional deviance during the course of their eight-hour shifts. In the present study, we administered 501 self-report questionnaires to correctional officers within the Texas Department of Criminal Justice. Respondents who reported that their supervisors were not supportive tended to admit to higher levels of institutional deviance than their peers, though peer support did not contribute to correctional officer deviance. Additionally, respondents who perceived their jobs to be less dangerous than other officers were more likely to have attitudes that were conducive to institutional deviance. Moreover, a perception of deviance among others also helped ‘normalize’ these acts in the prison setting and contributed to more favorable attitudes toward institutional deviance by correctional officers. Theory X and Theory Y is used to explain the lack of supervisory support that leads to institutional deviance among correctional officers. These findings have important policy implications toward reducing deviance among correctional officers, thereby making prison facilities safer and more secure.  相似文献

The correctional goal in South Korea has recently changed from the straightforward punishment of inmates to rehabilitation. Currently, emphases are being placed on education, counseling, and other treatment programs. These changes have consequently begun to also change the corrections officers' roles from a purely custodial role to a human service role, in which officers are expected to manage rehabilitation and treatment programs. Despite these changes, few studies have examined the attitudes of corrections officers toward rehabilitation programming. This is an important dimension to examine in rehabilitation programming, as corrections officers play a major role in the delivery of institutional programs. This study examines the attitudes of South Korean corrections officers toward rehabilitation programs. Approximately 430 corrections officers were sampled. Results show that correctional attitudes are largely influenced by not only officers' own motivations for joining corrections but also by institutional factors such as job stress. Policy implications are discussed.  相似文献

This study explores the attitudes and behaviors of Taiwanese police officers regarding community oriented policing (COP) by comparing their attitudes and behaviors with those of officers in Washington State. Data used in the study were collected from 375 Taiwanese line officers assigned to the city of Tainan and 167 American line officers from various police and sheriffs’ departments in Washington State. The study finds that (1) Taiwanese and American officers hold similar opinions of COP’s potential to reduce crime; (2) both groups are similarly involved in implementing the various strategies of COP; yet (3) American officers are more involved in formulating (planning/devising) COP strategies; and (4) are more receptive to citizen involvement in COP; while (5) Taiwanese officers are more receptive to civilian oversight, and (6) are more amenable to applying COP outcomes for evaluative purposes than are their American counterparts. Policy implications and areas for future research are discussed.

This study examined police discretionary behavior in stopping and arresting drivers suspected of drunken driving in the state of Maine (U.S.A.). A sample of 186 officers was questioned at the beginning and end of a one-year period with respect to their attitudes toward OUI (Operating Under the Influence of Alcohol) law enforcement and their discretionary behavior in regard to OUI.Significant minorities of police officers reported that they made decisions either not to apprehend (thirty-three percent) or not to arrest (forty-one percent) OUI suspects in the study year. Officers who reported discretionary decisions not to apprehend or arrest generally did so infrequently—i.e. five percent of possible apprehensions and ten percent of possible arrests.Type of police department was significantly associated with decisions not to stop OUI suspects: officers in large departments ( ≥ 20 officers) reported more discretion. Officers with longer service careers, administration responsibilities, high personal priorities on OUI enforcement, and favorable opinions of the climate of OUI enforcement were less likely not to arrest OUI suspects.  相似文献

This study examined the attitudes of police officers and judiciary members toward wife abuse in Turkey and the relation between these attitudes and profession, ambivalent sexism (hostile/benevolent sexism), gender, and gender roles. The following instruments were used for the analyses: The Attitudes Toward Wife Abuse Scale (AWAS), the Ambivalent Sexism Inventory (ASI), and the Bem Sex Role Inventory. The participants were 300 police officers and 150 judiciary members selected from different regions of Turkey. Results showed that compared to judiciary members, police officers are more tolerant of physical and verbal abuse of women in marriage, but less tolerant of the idea of the victim leaving an abusive marriage partner. Similarly, men were more tolerant than women of those husbands who physically and verbally abuse their wives, but less supportive of the wife leaving the abusive partner. Profession and ambivalent sexism (hostile/benevolent sexism) were found to be the strongest predictors of attitudes toward wife abuse.  相似文献

Despite large increases in the growth of the private policing industry in the last four decades, very little is known about how the public perceives agents of private policing. College students in a large midwestern school were surveyed concerning their attitudes toward private security officers. Responses were received from 631 undergraduate students (of 750 distributed surveys) and summarized in this article. The findings suggest that respondents generally held positive attitudes toward private security officers though there were some observable differences based on subjects' demographic characteristics. These differences were strongest for gender, employment, and “contact” variables, with some support gained for variables related to family income and race.  相似文献

The purpose of this study was to determine whether the citzen police academies (CPA) in two cities were effective in changing participants’ attitudes, beliefs, and behavior toward police. Pre-and post-test questionnaires were used to obtain participants’ ratings of their attitudes and beliefs concerning police officers and their willingness to cooperate with police. Participants were also asked to indicate what cooperative behaviors they had actually engaged in before and/or during the CPA. At the end of the CPA, participants in both cities rated themselves as having more positive attitudes toward police, and more willingness to engage in behaviors that would help police. There was also an increase in actual performance of some cooperative behaviors during the CPA. These changes did not seem to be overly dependent on the jurisdiction (large versus small city), the demographics of the CPA participants, or the specific characteristics of the CPA curriculum.  相似文献

The purpose of this study was to collect data and disseminate trends in officer‐involved firearm deaths in Oklahoma from 2000 to 2015. The Oklahoma Office of the Chief Medical Examiner (OCME) database was searched for civilian decedents with gunshot wounds inflicted by law enforcement officers and officer decedents with gunshot wounds inflicted by civilians. Five decedents were law enforcement officers, while 274 decedents were civilians. The number of civilian decedents throughout the study followed a quadratic trend. Civilian decedents were most commonly males (95%) between the ages of 20 and 39 (64%), had one or two gunshot wounds (46%), and had an increasing number of gunshot wounds over time. Postmortem toxicology testing most commonly detected ethanol, methamphetamine, cocaine, and PCP. Efforts toward increased tracking by various agencies and more scientific studies like this are needed to facilitate future analysis of trends in officer‐involved firearm deaths.  相似文献

This paper reports the results of a survey of attitudes toward police and police service among 273 citizens in 4 neighborhoods in Pittsburgh, Pennsylvania. Extensive socioeconomic and personal history data were collected for all individuals. Results indicate that personal history. particularly respondents’perceptions of the way in which specific officers have related to them personally in previous encounters, is a more significant determinant of general attitudes towards police than were all socioeconomic variables including race and income. Results thus suggest that positive styles of policing will significantly affect police-community relations, and that police-community relations programs stressing officer-citizen interaction in a law enforcement context will have the highest probability of success.  相似文献
