I do so to provide the context for a statement of where I stand now and key themes in my research; a story of where I go from here. This article presents a review of the recent literature on change management in public organizations and sets out to explore the extent to which this literature has responded to earlier critiques regarding the lack of (public) contextual factors. The review includes 133 articles published on this topic in the period from 2000 to 2010. The articles are analysed based on the themes of the context, content, process, outcome, and leadership of change. We identified whether the articles referred to different orders of change, as well as their methods and theory employed. Our findings concentrate on the lack of detail on change processes and outcomes and the gap between the common theories used to study change. We propose an agenda for the study of change management in public organizations that focuses on its complex nature by building theoretical bridges and performing more in‐depth empirical and comparative studies on change processes.  相似文献

This paper addresses the changing role of the Portuguese state, the present priority assigned to the process of reform and the new challenges to be overcome by public administration. Such processes are demanding a new agenda for education and research in public administration sciences, shifting from the public law paradigm to an interdisciplinary problem‐solving approach and giving special attention to 10 key areas of study, which we describe in the final section of the paper. This article identifies the main themes in recent changes in public sector management and shows the extent of the challenge to past organizational assumptions. While recognizing the objectives of the changes could bring benefits if realized, it argues that there are a series of issues that are unresolved. The language of consumerism, the development of government by contracts, the form of performance management and the use of quasi-markets are seen as creating problems. These are seen as deriving from an attempt to apply approaches drawn from the private sector to the public domain. It is argued that they need to be balanced by approaches that recognize the values of the public sector.  相似文献

This article briefly examines five subfields of the public administration literature in the context of the major changes which have occurred in each of those fields since the 1940s. Major changes include: the alleged shift to‘globalization’affecting comparative public administration; the spread of‘economic rationalism’in policy analysis; the new wave of‘managerialism’affecting the study of the public service; the transformation of administrative technique by‘informatization’; and the rise of legal formalization in some fields redrawing the traditional boundary Unes between law and administration. For each of these subfields of public administration, three types of‘emerging issues’are identified. Some of the trends discussed - particularly managerialization and juridification - seem to be in tension with one another, suggesting alternative possible futures for public administration. Moreover, since many of the intellectual and doctrinal shifts seem to reflect a reaction against the shortcomings of an earlier orthodoxy, a counter-reaction in the longer run cannot be ruled out.  相似文献

According to a strict definition, comparative public administration in Britain is relatively undeveloped. However, once the definition is relaxed it is possible to see that scholars in the British Isles make a substantial contribution to the field. This contribution can be examined under four headings; single country studies, juxtapositions, thematic comparisons and causal explanations. While causal explanation must remain as one major objective of comparative study, such explanations are problematic, and not only in Britain. At best they can only deal in establishing the strength of the evidence supporting plausible hypotheses rather than offer more direct tests of causality associated with statistical techniques. The way forward in comparative research is not to be found in a search for an overall theory, or the institutionalization of administrative data gathering. Intellectually interesting questions are more likely to provoke data collection than the other way around. A stronger dialogue between contemporary and past studies as well as a broadening range of countries covered might help generate the projects which provide the systematic comparative data that many commentators believe we lack.  相似文献

The study of public administration in the United States is large in terms of the number of academic programmes, the range of journal publications, and the number of scholars. Its scholarship attracts attention from all over the globe. At the same time it is a public administration that is clearly embedded in a specific national culture, just as anywhere else. Three of the main challenges include the strong increase of quantitative‐statistical methods, the decline of practitioner authors, and substantive specialization to the extent that generalists' perspectives are losing ground.  相似文献

In this article a conceptual map of the identity of the study of public administration is developed that encompasses its theoretical diversity and richness. It organizes public administration scholarship into four main intellectual traditions: practical wisdom, practical experience, scientific knowledge and relativist perspectives. The objective is to outline the study’s fundamental heterodoxy and interdisciplinarity. While the study clearly has strong national components everywhere, the four main intellectual traditions go across and beyond national traditions of government and of its study.  相似文献

In 1996, the government of Sri Lanka enlisted the help of international consultants to address significant weaknesses in the countr's public administration. Their study focused on reorganization of public administration structures, rationalization of public sector cadres and introduction of results-based management systems and procedures. The analysis focused on five main topics: consolidation of core strategic functions in the President's office; improvement of the policy coordination process at cabinet and ministerial levels; separation of policy-making, service delivery and regulatory functions of public administration; enhancing the effectiveness of line ministries through realigning tasks; and introduction of a results-based management system that links resource inputs with well-defined outputs of departments and offices. The urgency of public service reform has been an issue on the national agenda for some time. Until the institutional capacity and effectiveness of the public administration system is upgraded, the credibility of government efforts to bring about a more liberal and competitive market environment will be seriously in doubt. The recommendations in this article can be extended beyond Sri Lanka, serving as a general model of civil service reform for other South Asian nations.  相似文献

The establishment of autonomous agencies has been a strong trend in the public sector across countries for about 25 years. In line with the official rhetoric accompanying such reforms, almost all reform evaluations have focused on various kinds of performance improvements. This article investigates a set of behavioural consequences of such reforms, which have been claimed by the blame avoidance literature, but have never been subjected to systematic empirical analysis. In particular, the article examines how a reform of agencification influences the propensity of agency managers to blame the political principals when the agency is subject to public criticism. Furthermore, it examines how the reform influences the blaming rhetoric of ministers and MPs. To evaluate such reform effects systematically, the article introduces a new empirical approach and illustrates the utility of the approach in a case study of the transformation of the national Danish railway company from 1995 to 2007.  相似文献

Changes to the study of public administration tend to follow those in the practice of the administration of government. The recent shift to public management is characterized and assessed both as a practice and a field of study. The Belfast (Good Friday) Agreement of 1998 resulted in the return of devolved government to Northern Ireland and, with it, a decision by the Executive and Assembly to conduct a radical review of public administration. The review is now reaching its final stages and this paper considers the likely outcomes. It both argues that the parameters of the review will limit its impact and describes the reform proposals as either structural changes or administrative rationalization, both devoid of a wider modernizing approach to improving public services. In Northern Ireland, the on/off nature of devolution could result in ‘one of the major tasks for devolved government’ (according to the Northern Ireland Executive) being implemented by Direct Rule ministers.  相似文献

There have been significant changes in public administration over the past thirty years, both internal to Whitehall and in its relationship to the outside world. The author offers a personal assessment based on his working experience. By taking a series of 'landmark reports published over that period he charts the extent to which they influenced, or reflected, changes in the character and style of public administration and in the general climate of public opinion within which the civil service works. He concludes that Whitehall today is better equipped than it used to be in its range of professional expertise and management techniques, but that it also faces a more sceptical and demanding audience. The next ten years may see the development of a style of public administration in which the traditional administrative skills are merged with the newer managerial concern for efficiency and effectiveness. But greater competence also requires improvements in the ways in which policy is formulated and its effects evaluated.  相似文献

Successful solutions to pressing social ills tend to consist of innovative combinations of a limited set of alternative ways of perceiving and resolving the issues. These contending policy perspectives justify, represent and stem from four different ways of organizing social relations: hierarchy, individualism, egalitarianism and fatalism. Each of these perspectives: (1) distils certain elements of experience and wisdom that are missed by the others; (2) provides a clear expression of the way in which a significant portion of the populace feels we should live with one another and with nature; and (3) needs all of the others in order to be sustainable. ‘Clumsy solutions’– policies that creatively combine all opposing perspectives on what the problems are and how they should be resolved – are therefore called for. We illustrate these claims for the issue of global warming.  相似文献

Although Britain has often been held up as being a model of electoral integrity, recent controversies have suggested that this perception may not be wholly justified. This article explores overall standards of electoral administration across Britain, utilizing performance reporting data for returning officers in the 2010 general election to outline a comprehensive measure for the integrity of the administration of the electoral process. Discussion begins by outlining the question of electoral integrity and, most importantly, the issue of electoral administration. The second section considers recent British controversies, while also outlining steps taken to monitor the performance of electoral administrators. The third section introduces the performance standards and the index of electoral integrity developed from these, while the fourth section presents an analysis. The article concludes with discussion of the challenges facing electoral administrators, and highlights the utility of an index of electoral integrity in helping electoral professionals address these challenges.  相似文献
