The relationship between the judiciary and public administration is founded in the constitutional principles which lie at the basis of our system of government. The three branches or arms of government, as they are known to constitutional law, are the legislative, the executive and the judicial. They are said to be equal and coordinate. There is a complex constitutional relationship between the three arms of government which does not always follow a consistent pattern. It is marked somewhat paradoxically both by mutual independence and interdependence. Public administration is carried on by the executive branch.  相似文献

Abstract: Increasingly, the terms occupying centre stage on the policy agenda in many countries are global in reach. Thus they stretch the operational efficiency and suitability of the fabric of the sovereign state to its limits, and beyond. In particular the issue of global environmental change is demonstrating the need to break new ground in terms of institutions and instruments which provide vehicles for the creation and implementation of public policy "beyond the state". This paper explores the evolution of this situation during this century, and considers the institutional responses to the need for broader and broader geographical expressions of sovereignty.  相似文献

I was invited to give an address on the topic “The Changing Role of the Public Service”. With the agreement of the organizers I have changed my title to “The Role of the Public Service in a Changing Environment”. That is a small change—but it is a significant one. Our role has not really changed. It is easy in the public service, as elsewhere, to be preoccupied with contemporary challenges, and to imagine that these are new and different. But that says more about the way memory discounts the past than anything else—the latest problem or challenge is always the worst. When I joined the Treasury in 1952 the economy had just come through the Korean War boom and was in the process of adjusting to Fadden's so-called “horror” budget. The world financial system was in disarray owing to the “shortage” of US dollars. The Arbitration Court in the two or three previous years had made some awards of great concern as to their inflationary consequences. I found the Treasury was a hive of frantic activity. Looking back from the perspective of today I merely note, as the French put it, that the more things change the more things stay the same.  相似文献

In comparison with the other social and behavioral sciences, there has been a general lack of anthropological input or interest in public policy.
This absence from the public policy arena has been the result of both historical developments and theoretical biases within the field. Nevertheless, there have been certain periods when significant numbers of anthropologists have worked in policy areas-the 1930s. World War Il-but even then their influence was not great. However, in recent years we have witnessed a rapidly growing emphasis on public policy in applied anthropology which promises to give the discipline the opportunity to become atruly holistic policy science.
In addition to the discussion of the factors which have impeded and, more recently, contributed to anthropological involvement with public policy, each of the symposium papers is briefly introduced.  相似文献

Increasingly, the nations of the world are becoming more interdependent among themselves. This is true not only in an economic sense, but in a political sense as well. The field of public administration has become internationalized, presenting a new challenge to both teachers and students of the discipline. The article argues that special attention should be given to teaching students how to manage policy interdependency. Furthermore, the interdisciplinary approach is advocated as a method of broadening students' perspectives in public administration. In concluding the article, the author offers several recommendations for improving public administration programs.  相似文献

This article notes the tremendous significance of communication skills for public administrators with the authors examining the attention that has been given to teaching these skills in MPA programs. The authors hold that basic communication skills are the essential building blocks on which more advanced skills (i.e., qualitative skills and computer skills) are constructed. This article considers the various skills of communication that are most essential to public administrators and the manner in which courses addressing these skills are handled in MPA curriculum. Abstract: In this paper we first examine the dominant instrumental paradigm of organization, and the critique to which it has been subjected from both social action theory and a more structural analysis of organizational life. Secondly, we draw on critical theory to construct an alternative paradigm. This addresses some of the problems left by critiques of the dominant paradigm, focuses on the relationship between structure and action, and the way in which each of these constitutes, and is constituted by, the other. In the final section we outline the implications of this analytical approach for analysis and practice in public administration. Public administration is about what people do, but also about how this activity is perceived and talked about. This distinction between thought and practice is not the same as the distinction between the academic and the practitioner. Although the academic operates largely in the world of thought — through teaching, research and writing — the work of the practitioner also rests on foundations in the world of thought, namely, the perception of the organization as an instrument for the accomplishment of some purpose, and of the administrator as the controller of that instrument for the better achievement of the end. We contend that these approaches to analysis and practice mask significant aspects of the ways that relationships within and between organizational contexts come to be structured and conducted, and do not provide a basis for understanding or evaluating either organizational processes or the activities of managers within these.  相似文献
