In examining the failure of the 2002 peace process between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE), this essay argues for the need to go beyond the power dynamics of the local actors. The peace process was dismantled and military victory by the Sri Lankan government made possible not so much by the Sinhala nationalist discourse, which opposed administration of development aid by the LTTE, as by the global security discourse associated with geo-strategic interests. The EU-led development discourse, which was informed by the liberal internationalist ethos, could have facilitated resolution and transformation of the conflict. In its place a security-based, realist discourse was prioritized in South Asia by the UK and US governments, particularly after the invasions of Afghanistan and Iraq. This was the discourse which provided the material basis for the Sinhala nationalists to consolidate their power in pursuing a military victory. The post-war era is marked by geopoliticization of the human rights discourse, deepening the conflict. This essay explores the correlation between the liberal peace model, human rights, international relations and geopolitics.  相似文献

In the transition from war to peace, one key challenge is to ensure that those who gained something from the war can be convinced to support the peace. At the same time, however, it is crucial to avoid reproducing corrupt practices and inequalities that fuelled the conflict. The problem of corruption during post-war peace-building has gained considerable attention recently, academically as well as in policy-making circles. This exploratory case study of Sri Lanka traces and problematises the complex linkages between corruption and conflict at the shift from war to peace, building on field research in Sri Lanka before and after the end of the war between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE) in 2009. The article illustrates how global resource flows and politics have enabled conflict-fuelling corruption in Sri Lanka, and how local experiences of corruption feed into the popular grievances which have both caused and kept the conflict going. The end of the war has not presented a break with the corruption-conflict links of the wartime—and these connections will have implications for reconstruction and reconciliation in the country.  相似文献

Social network analysis has been adopted by a number of governments in their counterinsurgency campaigns. By using network analysis, security agencies claim they can render militant groups impotent by targeting ‘nodal points’ or key links in insurgent networks. The article makes three arguments on the potentially counterproductive nature of social network analysis-assisted counterinsurgency campaigns. Firstly, social network analysis may be ‘too successful’ in stripping militant movements of a cadre who could negotiate a peace accord. Secondly, social network analysis-assisted campaigns fail to address the root causes of violent conflict. Thirdly, by denuding communities of social capital and social entrepreneurs, social network analysis – as a counterinsurgency tool – may condemn communities to underdevelopment and failed post-war reconstruction. In short, the ‘magic weapon’ of social network analysis might actually prolong the conflict it is supposed to help quell. The article employs the government of Sri Lanka's social network analysis-assisted counterinsurgency campaign as a case study, though it also has application to other cases. It concludes by considering if social network analysis can be put to more constructive uses, specifically in the rebuilding of communities after violent conflict.  相似文献

This article explores post-conflict reconstruction in Cambodia through an analysis of both the dangers of liberal peace building and the positive role that training in capacity building plays in war-torn societies. The central question addressed is how insider–outsider dynamics influence Cambodia's post-conflict reconstruction projects; and what assumptions do international workers and Cambodian NGO staff make about ‘the good life’ that will be constructed? The article offers an overview of Cambodia's history and cultural context to situate its analysis of liberal peace building and foreign donors, as well as the behavioural characteristics of international peace builders operating within Cambodia. It assesses the potency of elite capture of insider–outsider partnership, specific NGO management practices, and the role of gender to better illuminate the challenges for post-conflict reconstruction. The article concludes with recommendations for improving future partnerships between insiders and outsiders in Cambodian peace-building projects.  相似文献

‘Liberal peace-building’ is a subject of intense debate within contemporary IR. This article contends, however, that for all the merits of much of the work on the subject, the overall terms of the debate are rooted in a series of questionable assumptions. Proponents and critics alike hold that peace-building is an essentially liberal project, over which there is a global (or Western) consensus, and which is pursued by a decentralised plurality of institutions irrespective of the particularly of war-endings. This article shows that this is misleading. Focusing on the relations between peace agreements and peace-building, it shows that peace agreements are contextually specific political arrangements, driven above all by strategic considerations of power and legitimacy, in relation to which liberal peace-building doctrines and practices are unevenly applied, instrumentalised or plain ignored—including by international actors. It argues in turn that liberal peace-building discourse overstates both the liberalism of contemporary peace interventions, and the degree of global consensus thereover, and fails to capture the enduring centrality of states, strategy and geopolitics in the making of peace. These arguments are developed with reference to a wide range of cases of post-Cold War peace interventions, though with especial focus on UN peace-building in Cambodia in the early 1990s.  相似文献

This article provides an overview of the crisis in Sri Lanka and states why an armed conflict has developed in the northern and eastern parts (north-east) of the country. The Tamils' accusations—of discrimination, denial of the right to self-determination, abrogated agreements and violations of international human rights and humanitarian law amounting to genocide by successive Sri Lankan governments—are supported by specific evidence given by international human rights and legal experts, international human rights non-governmental organizations and other relevant entities. The democratic parliamentary efforts and the non-violent resistance struggle of the Tamil people prior to the outbreak of war are traced over several decades. The article includes an outline of social and law and order achievements in the north-east under the de facto administration of the Liberation Tigers of Tamil Eelam (LTTE) and concludes with some current international dimensions of the situation.  相似文献

In contemporary conflict resolution there are various strategies in place to assist the liberal peace-building project. This article investigates the controversial strategy of amnesty within protracted social conflict situations. It challenges the juridical approach towards the strategy by exploring amnesty as a ‘dialogue’ or ‘conversation’ within the medium of cultures. The author will utilise Feller and Ryan's eight multidisciplinary characteristics of ‘dialogue’ to explore amnesty as a conversation among its participants and wider society. This is supplemented by a case study examining the amnesty process under the Amnesty Act 2000 in the East-Central African nation of Uganda. It concludes with theoretical and policy implications for both scholars and practitioners of conflict resolution.  相似文献

The rise of India and the EU as global actors has sparked growing interest in their peace-building approaches. This paper compares the objectives and effects of the EU's and India's engagement in different conflict contexts within and alongside their borders. It examines whether their practices of conflict resolution or peace-building strive for more than conflict management or ‘governmentality’. This article asks whether there is sufficient consistency across either actors' governance interventions to even speak of a distinct ‘strategy’ or ‘governance culture’. It illustrates the close relationship between governance and conflict response initiatives but finds that the relationship is often dysfunctional.  相似文献

Drawing upon recent critiques of the ways in which organised political violence in the global ‘South’ is interpreted and responded to, this paper examines the recent conflict and intervention in Solomon Islands. We argue that standardised liberal templates have served to frame both the aetiology of the Solomons conflict and the manner of its proposed resolution. Australia's intervention in Solomon Islands can be said to represent the ‘local North’ as it seeks to impose a liberal peace over a ‘deviant’ and ‘unruly’ neighbour. We draw upon published material to highlight the social, cultural and historical contexts of the conflict. We then demonstrate how the ‘off-the-shelf’ intervention, with its emphasis on asserting a liberal peace, fails to account for these complex social dimensions of the conflict. The antinomies of conflict and intervention in Solomon Islands demonstrate how both the liberal interpretation of developing-country conflict and its bedfellow, the liberal peace, attempt to divorce conflicts from their social contexts. In doing so, the demonstrable potential for violent intrastate conflict to result in positive social transformation is reduced.  相似文献

The decisive, albeit different, endings of armed conflict in Sri Lanka and Nepal and subsequent post-war developments challenge key assumptions about conflict that have informed post-Cold War international efforts to produce peace in such conflict zones. International intervention—including in Sri Lanka and Nepal—characterises armed conflict as sustained by specific political economies that can only be stably resolved by establishing liberal democracy and market economics. This paper examines liberal peace engagement in Sri Lanka and Nepal to challenge a crucial assumption of the persistent conflict thesis, namely the separation between political contestation and armed conflict. It argues that the divergent post-conflict outcomes of continuing ethnic polarisation in Sri Lanka and constitutional reform in Nepal reveal strong continuities in the dynamics of pre-war, war and post-war politics. This continuity challenges the presumed separation of politics and violence that drove international engagement to produce liberal peace and suggests that such engagement, far from encouraging reform, may have (inadvertently) sustained conflict in both cases.  相似文献

The main objective of this article is to examine the causes and pattern of political violence waged by the Janatha Vimukthi Peramuna (JVP) and the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka. It is the argument of the article that the origin and development of the JVP and the LTTE relate more closely to the social expansion and the lack of economic and political development in Sri Lanka since the beginning of the 1960s. Basically, both groups are more action‐oriented than ideology‐oriented and dominated by youth with a similar socio‐economic background. Their ideology is a mixture of ethno‐nationalism and various interpretations of Marxism. The strategy of the JVP was based on an objective of launching a short‐term armed insurrection. The LTTE's aim is to overthrow the forces of the Sri Lankan government through a protracted armed struggle. Although the left‐wing insurrection of the JVP was crushed by the government security forces, it is evident that there is a possibility of its re‐emergence in its violent form. The on‐going separatist guerrilla warfare by the LTTE seems to be an unwinnable war. In the presence of youth insurrections in Sri Lanka, the utmost requirement is a sound counter‐insurgency policy accompanied by political reforms.  相似文献

Contemporary policy-making guided by the ‘liberal peace’ holds that peace is necessary for states to emerge, and that peace-building and state-building do not only go in tandem, but are mutually reinforcing. Yet, in view of both the historical record of state-making and empirical evidence provided by liberal interventionism, this proposition appears questionable. While scholars have shown that state-making has, historically, been as much associated with war than with peace, cases from Afghanistan to Somalia suggest that state-making is inherently conflictive, frequently upsetting nascent peace. In order to shed light on the reasons underpinning the relationship between prevailing peace-building practices and the fundamental exigencies of state-making, this article pursues a theoretical argument. It proposes that while peace-building is principally about creating a situation of non-violent co-existence despite prevailing differences and, thus, essentially geared at accepting and enshrining institutional and identity pluralism, state-making is vitally aimed at replacing institutional and identity multiplicity with greater degrees of rule hegemony and standardisation. Applying the prism of ‘rule standardisation’ to the nexus of peace-building and state-making, this paper seeks to advance existing debates on this delicate relationship.  相似文献

Christian missionaries, especially from Anglo-American Protestant denominations, have been remarkably successful in their effort to plant ‘self-propagating, self-supporting, self-governing’ churches throughout the world and especially in sub-Saharan Africa. Today's international non-governmental organizations and inter-governmental organizations engaged in development, humanitarian assistance, peace-building and human rights resemble ‘secular missionaries’ spreading their gospel of democracy, good governance, peace, justice and sustainable development. This article investigates the extent to which today's secular missionaries might learn from the indigenization of Christianity in sub-Saharan Africa. I conclude that an essential ingredient in the missionary strategy of evangelization is conspicuously absent in contemporary programmes of development, democratization, or peace-building. In particular, the extensive efforts devoted by Protestant missionaries to the translation of their Biblical message into local languages and symbolic repertoires bear little resemblance to efforts to transplant Western ideals of universal human rights or the institutional templates of democratic governance first developed in the United States and Western Europe.  相似文献

This article argues that the current attention on indigenous institutions, and the ‘local’ more generally, in peace-building and conflict management bears similarities with colonial and post-colonial attempts at pacifying volatile borderlands. This will be illustrated through a historical case study of the Southern Philippine island of Mindanao, which has witnessed a recurring Muslim insurgency throughout different phases of its history. In an attempt to cope with these violent uprisings, both the American colonial authorities and the authoritarian Marcos regime, as well as a range of contemporary international NGOs, have endorsed traditional institutional avenues of informal mediation. The argument for the deployment of the local in state reconstruction and peace-building as propagated in current literature on hybrid peace should therefore be reframed as a reinvention of colonial governance techniques of indirect rule. It will hereby also be argued that the underlying rationale for this current deployment of local/traditional institutions of mediation and governance confirms and builds further upon a colonial framing of the non-Western other as incapable of modern, liberal democracy.  相似文献

Weak mediators normally need to borrow leverage from more powerful players to provide efficient mediation. This situation requires strong co-operation between the weak mediator and more powerful actors or coalitions involved in a peace process. But what if this co-operation fails? This analysis demonstrates how lack of productive co-operation with the United States negatively affected Norway’s 9-year-long attempt to mediate in the conflict between the Sri Lankan government and the Liberation Tigers of Tamil Eelam between 2000 and 2009. More specifically, it explores how the United States views on terrorism in the aftermath of the terrorist attacks on 11 September 2001 limited Norway’s room for diplomatic manoeuvre. Based on a unique set of classified sources from the Norwegian Ministry of Foreign Affairs and interviews with key actors, the analysis demonstrates how diverging perceptions of a conflict can make mediation painfully challenging.  相似文献

This paper maps the difficulties with operationalising the gender discourse described in the peace accord and post-conflict documents, which guide Burundi's peace-building process, through local women's narratives from the security forces. The author claims that due to limited international and local investment, the local women involved in the security forces initiate small practical changes by referring to their vision of femininity, while theoretically legitimising these demands by linking them to the international human rights discourse in order to survive in an overwhelmingly masculine arena. International organisations and donors’ focus on traditionally feminine and softer areas, such as reconciliation and reintegration programmes, together with local elites’ tendency to view gender as an ‘add-on’ contribute to this development.  相似文献

ABSTRACT

What role does business play in peace-building and conflict reduction? This special issue tackles this complex question, exploring varied business efforts to bring peace through six rigorous qualitative cases in Myanmar, Democratic Republic of Congo, South Sudan, Somaliland, Brazil, Guatemala and El Salvador. Three main findings cut across this issue. First, local context is paramount to success; there is no one universal formula that a regulator, business or peace practitioner aiming to advance a business agenda for peace can employ for operational success. Second, rather than compartmentalising ‘peace’ into projects that often carry ‘win-lose’ consequences for local communities, business-peace projects must first understand who they are empowering so that they do not unwittingly make the conflict worse. Third, investment and access are deeply intertwined in fragile and conflict-affected areas, and business-peace projects that simply try to improve business access typically exacerbate inequalities favouring elite actors. We close with a discussion on how to take the business and peace-building agenda forward with scholarship and policy, stressing that business-peace projects must be assessed at the societal and not project level if their impact is to be truly beneficial for a political economy of peaceful development.  相似文献

In a series of lectures in the early 1980s, Michel Foucault resurrected the Greek word for frankness or truth-telling—‘parrhesia’—to investigate the inter-relationships and tensions that existed between freedom, truth-telling and political power. He concluded that in order for one to ‘tell the truth’ against a powerful superior, one needs the courage to oppose a community of which the parrhesiastes (‘truth teller’) is a member. This paper uses parrhesia to investigate the practice of the international relations (IR) scholar in speaking out against his or her scholarly community. Tony Smith's 2007 book Pact with the devil is used as an example of academic-intellectual parrhesia not only to illustrate the content of a potential form of parrhesia, but to demonstrate the challenges IR scholars who wish to practise academic parrhesia face in criticizing members of their academic community. Smith's critique of democratic peace theory specifically, and liberal IR theory more generally, is particularly noteworthy considering Smith's former position as a leading liberal proponent. The paper reviews, and then supplements and extends, Smith's critique of democratic peace theory.  相似文献
