ABSTRACT

This study explores differences in perpetrators of suicide attacks and non-suicide attacks in the United States. The study uses data on far-right and Al Qaeda and affiliated/inspired terrorists between 1990 and 2013 from the United States Extremist Crime Database. Our analysis estimates logistic regression models to test whether suicide attackers were more likely to have exhibited specific risk factors for suicidality, while examining other prominent claims regarding patterns of suicide terrorism. Suicide attackers were no more likely than non-suicide attackers to have previously attempted suicide or to have been diagnosed as mentally ill. Suicide attackers were more likely, though, to have a history of substance abuse, to be loners, have served in the military, participated in paramilitary training, and be more ideologically committed to the cause. We found that Al Qaeda affiliated/inspired attackers were more likely than far-right attackers to have engaged in a suicide mission. With the current focus on Americans traveling to Syria and Iraq to receive training and fight for jihadist movements (e.g., the Islamic State), our findings appear relevant. Observers have expressed concern that these fighters may return and then commit attacks in their homeland. Law enforcement could make use of this study’s findings.  相似文献

This article explores the hypothesis that people in less democratic nations will use the Internet newsgroups devoted to those countries as a relatively ‘safe’ form of political discussion and even protest. Also, it is expected that nationals of those countries living overseas will use these newsgroups to more openly discuss politics in those nations than they could otherwise do so. Before turning to a content analysis of the messages posted in non‐United States Usenet groups, the number of these groups and the levels of political discussion in them are quantified. The article quantifies the international usage of the Usenet as a first attempt to find some patterns in this usage that may be politically motivated. After all, many pundits imagine that the Internet will become the vaunted ‘global village’ and source of ‘grass‐roots democracy’, and not merely in the United States. An examination of the content of about 2500 messages in 41 Usenet groups then follows, with a view to establishing the following: how many messages are explicitly political; how many are in opposition to the current government; how many are pro‐government; whether they primarily serve as alternative sources of news; whether they are attempts to recruit people in the subject country and around the world into some sort of political action; and whether richer nations are more likely to have higher levels of discussion in their newsgroups than poorer ones. The findings conclude that newsgroups devoted to countries with lower levels of democratization have a much higher percentage of anti‐government messages than the newsgroups about nations that are more democratic.  相似文献

American news coverage of terrorist activity consistently portrays the attacker as abnormal, but the mechanics of this othering process are entirely dependent on the nationality of the attacker in question. Coverage of domestic terrorism stresses the attacker’s personal instability and contrasts the perpetrator with his or her victims, painting the terrorist as an anomaly in American society. Foreign attackers, with whom journalists more frequently apply the terrorist label, are othered in US news media through heavy emphasis on their association with distant groups and conflicts. To explore how framing techniques differ throughout coverage of domestic and foreign terrorists, two separate corpora of articles from popular American newspapers were systematically compiled. One corpus contained articles about American attackers, while the other contained articles about foreign terrorists. The corpora were processed using both corpus linguistics software and a comparative analysis of texts. Exploring the American media’s framing choices illuminates how popular biases and perceptions of terrorist violence came to be; framing theory asserts that communicating entities inevitably shape the story they relay, influencing the reactions of those who experience the event second-hand. Not only does news coverage use distinct framing patterns for American and foreign perpetrators, but those patterns foster a populace that conceptualises American and foreign terrorists differently.  相似文献

This article tracks the European Union’s efforts at the Association of Southeast Asian Nations (ASEAN) Regional Forum (ARF), from 2004 to 2008, to encourage Myanmar directly or indirectly to engage in security cooperation. It, then, explores Myanmar and ASEAN's reactions to the devastation caused by Cyclone Nargis to Myanmar’s Irrawaddy delta in 2008. It focuses on ARF as a forum whereby interactions take place. It examines whether the complementary of the analytical variables provided by the logic of consequences and appropriateness [March, J.G. and Olsen, J.P., 1998. The institutional dynamics of international political orders. Oslo, Arena Working Paper No. 5; 2004. The logic of appropriateness. Oslo, Arena Working Paper No. 9], social mechanisms [Checkel, J., 1999. Social construction and integration. Journal of European public policy, 6 (4), 545–560.] and observations derived from interviews (Southeast Asia and Brussels) can explain ASEAN and Myanmar’s reactions and, also, the EU’s behaviour in relation to the Myanmar-Nargis event. The EU’s role is explored through the co-chair’s summary reports of the meetings that the EU co-chaired with ASEAN. The article uncovers the EU’s efforts to encourage ASEAN to take up responsibilities and Myanmar to accept multilateral security options. It argues that, as the EU tried to inspire Myanmar to connect with cooperation, “Myanmar hit by Cyclone Nargis” motivated the EU Council to include the "responsibility to protect" as a new goal of the European foreign and security policy of December 2008.  相似文献

What explains minority language recognition? Why are some governments more responsive than others to minority linguistic demands? While there are reasons to believe democracies – as protectors of civil liberties – are generally more likely to recognize minority demands, I argue only those without a sizable majority extend such recognition to the highest levels. This is because the dominance of one large linguistic group electorally impedes a democratic government’s ability to grant such benefits to the smaller ones. I test this argument by using a newly constructed measure of minority language recognition. This variable identifies whether a minority language is used in public education, and if so, it differentiates between instruction of and instruction in a minority language. I find that while democracies are indeed more likely to acknowledge minority languages, the effects are conditional: only those without a majority are able or willing to accommodate minorities to the fullest extent. Otherwise, when there is a tyranny of the majority, democracies behave no differently than their dictatorial counterparts. The results – robust to different measurements of majoritarian politics – hold important implications for our understanding of democracy and its ability to satisfy demands in divided societies.  相似文献

Our article examines business lobbying in contemporary Russia within the wider context of lobbying in the decision‐making system overall. It is argued that, although lobbies were an important part of the old Soviet system, the defence of corporate interests was held within ‘natural’ limits by an overriding concern to maintain the established consensus ‐ in the form of a bureaucratic corporatist economy. In the perestroika and post‐perestroika years, however, lobbies themselves took front stage becoming the decisive element in the economy. Easily the most important, in terms of economic strength and political influence, were the various business interest groups, which we have attempted to classify according to their lobbying potential and the channels of influence available to them. The peculiarities of business interest lobbying are also considered, including the as yet unsatisfied quest for political representation, the tendency for management and employees to ‘row together’, the huge potential of uncontrollable lobbying ‘from below’ in the face of growing social tensions and, finally, the disparity between lobbying and other forms of state‐society relations.  相似文献

Abstract

Despite the obvious differences over the Syrian crisis and Iran, the GCC countries do not seem to be distancing themselves from Russia politically. To a large extent that is due to Russia’s growing military role (in Syria) and military cooperation (with Iran), as well as the diminishing role of the United States under Obama. Having accepted the situation in Syria (after the fall of Aleppo) as a fait accompli, the GCC’s elites seem to be looking at Russia as a powerful player able to reduce the scope of Iran’s expansion in the region. Their approach involves a carefully established mechanism of economic interaction exploiting Russia’s need for GCC finances and arms acquisitions.  相似文献

Many surveys show that China’s political regime, under the Chinese Communist Party’s authoritarian rules, enjoys a high level of public support. However, it is still uncertain whether China’s emerging middle class will become the “agent of democratization” as suggested by modernization theory. Using the data of Asian Barometer Survey conducted in China in 2011, this article demonstrates that the relationship between class identity and preference for liberal democracy in China may be inverted U-shaped. The Chinese middle class shows a higher preference to features of liberal democratic regimes than its counterparts of the lower- and upper-class. Members of the Chinese middle class also tend to regard democracy as the best form of government. Thus, the middle class has the potential to initiate democratization in China if the Chinese government fails to keep satisfying the middle class’ quest for economic well-being and protection of property rights.  相似文献

Future historians may consider 2010 a defining moment in the evolution of attitudes towards multilateralism. Natural disasters, China’s economic rise, and continued sluggish growth elsewhere might well condition future attitudes. Beyond the headlines, three points seem clear. First, building multilateralism is a long game: there is a considerable lag between changed perceptions about the desirability of multilateral cooperation and its realisation. Second, building multilateralism requires political impulse and leadership. Third, the extension of multilateralism requires the right domestic as well as international political conditions. Current political and economic conditions suggest that patience is in order in the quest to build a more multilateral order.  相似文献

The Belgian regions and communities have an unparalleled external role. Their treaty-making powers and their representation in the EU policy process require extensive coordination efforts to ensure coherence. Paradoxically the regional quest for external autonomy has actually forced the regions/communities to cooperate much more than was initially expected. In light of the foreign interference in the 2016 U.S. elections, the present research asks the question of whether the digital media has become the stealth media for anonymous political campaigns. By utilizing a user-based, real-time, digital ad tracking tool, the present research reverse engineers and tracks the groups (Study 1) and the targets (Study 2) of divisive issue campaigns based on 5 million paid ads on Facebook exposed to 9,519 individuals between September 28, 2016, and November 8, 2016. The findings reveal groups that did not file reports to the Federal Election Commission (FEC)—nonprofits, astroturf/movement groups, and unidentifiable “suspicious” groups, including foreign entities—ran most of the divisive issue campaigns. One out of six suspicious groups later turned out to be Russian groups. The volume of ads sponsored by non-FEC groups was 4 times larger than that of FEC groups. Divisive issue campaigns clearly targeted battleground states, including Pennsylvania and Wisconsin where traditional Democratic strongholds supported Donald Trump by a razor-thin margin. The present research asserts that media ecology, the technological features and capacity of digital media, as well as regulatory loopholes created by Citizens United v. FEC and the FEC’s disclaimer exemption for digital platforms contribute to the prevalence of anonymous groups’ divisive issue campaigns on digital media. The present research offers insight relevant for regulatory policy discussion and discusses the normative implications of the findings for the functioning of democracy.  相似文献

ABSTRACT

This article explores self-expression as an (and not the) articulation of one's personhood. The point of this article is to enquire whether expression, when articulated on and for an audience, can be deemed authentic. Self-expression can be revealed and recognised through different modes, and on different platforms. Moreover, most human activities, such as singing, dancing and writing, can be considered acts of self-expression. Face-to-face encounters and social media platforms enable a person to express him/herself, and so, give spectators access to some part of his/her self-understanding as an individual. It is possible that some modes of self-expression have the potential to hinder the authenticity of one's expression. Such a hindrance may reflect a distinction between who someone ‘truly’ is, and who they would like others to think they are. There thus appears to be a link between someone's motive and his/her authenticity, where platforms for self-expression enable someone to authentically or inauthentically express their distorted or genuine personhood. In view of the possibility of certain modes of self-expression threatening authentic self-expression, how can authentic self-expression be possible?  相似文献

This article explores definitions of terrorism according to various women in the Basque regions of Spain and France. We ask how women in social movements and government institutions define terrorism, how terrorism influences them, and whether they are viewed as victims of violence and/or as political agents who challenge terrorism. We discuss three definitions of terrorism: ethnonationalist terrorism of ETA (Euskadi Ta Askatasuna), state terrorism against ETA operatives and supporters, and terrorismo machista (or intimate terrorism seen as gender violence). The article uncovers multiple women’s lived experiences related to terrorism, and by problematising agency and definitions of terrorism, it challenges the binary in international relations of women as either victims or violent perpetrators of terrorism and it establishes terrorismo machista as political violence closely related to other forms of political violence. We conclude that women are important political agents regarding multiple types of terrorism.  相似文献

This analysis shows how Japanese legations, first established in Europe during the 1870s, were not just symbolic gestures but played a key role in the Meiji government’s quest for international recognition. The concept of resident ambassador was unfamiliar beyond the European world, so the transition from sending visiting envoys to establishing permanent missions was a pivotal stage. Here a comparative framework gauges the importance of Japan’s new strategy within the context of similar experiments by states such as the Ottoman Empire, Persia, and subsequently China and Siam. The case of Sameshima Naonobu, Japan’s first resident minister in Europe, highlights the cultural barriers the Japanese faced. Assisted by Frederick Marshall, an Englishman at the Japanese Legation in Paris, Sameshima’s research on the mysteries encoded in this particular social universe offers some insight on the nature of the diplomatic corps in Europe.  相似文献

This study analyzes the interaction between the motivations of individual attackers and terrorist group strategies. To do so, I combine a quantitative analysis of all known suicide terrorist attacks between 1981 and July 2008 with a strategic account of why terrorist organizations employ female suicide terrorism (fst) and case studies of individual female attackers. I advance five central claims. First, I reveal the superior effectiveness of fst from the perspective of the groups that employ women. Second, I explain that terrorist groups increasingly enlist women as suicide attackers because of their higher effectiveness. Third, I demonstrate that terrorist groups adapt their discourse, catering to the specific individual motives of potential female suicide attackers in order to recruit them. Fourth, I show that female attackers are driven by the same general motives and circumstances that drive men. Furthermore, and in contrast to the existing literature, women attackers uphold, rather than eschew, their societies' norms for gender behavior. Attempts to transform these societies into gender-neutral polities are therefore destined to increase fst. Finally, I conclude that, unless target states adapt their defensive strategies, we should expect an increase in fst.  相似文献

What does the American public label as “terrorism?” How do people think about the factors motivating violence, and in turn, the policies that are favored? Using ingroup and outgroup dynamics, we argue that the terrorist label is more readily applied to Arab-Americans than Whites, and to members of militant groups. Moreover, people attribute different motives to violence committed by Arabs versus Whites, and favor different policies in response. We conducted an experiment where we randomly assigned one of six stories about a failed armed attack, each with a different combination of ethnicity and group affiliation. We find that an Arab ethnicity and Islamist group affiliation increase the likelihood of labeling an act as terrorism. Attacks by Whites and members of a White supremacist group are less likely to be labeled terrorism. Rather, Whites are more likely to be called “mass shooters.” Despite never discussing motive, Arab-American attackers are more likely to be ascribed political or religious motives, while White suspects are more likely to be seen as mentally ill. Lastly, an Arab ethnicity increases support for counterterrorism policies and decreases support for mental health care.  相似文献

Caste-based reservations (quotas) in government jobs and admissions to educational institutions in India have been associated with bouts of sometimes intense social conflict. The debate about this conflict has focused primarily on the case for and against reservations per se. Even when variations have been noticed in the degree of conflict generated by reservations across regions, the tendency has been to attribute the differences to local social conditions. Very little attention has been paid to the question of whether the type of reservations implemented in each region influences the nature and extent of conflict. This article attempts to answer this question by comparing the Mandal Commission Report with the experience of princely Mysore, and later Karnataka. Abstracting from these experiences, the article develops two concepts: reservations with exclusion and reservations without exclusion. It goes on to argue that reservations with exclusion create greater conflict.  相似文献

Political protests constitute a major concern to authoritarian regimes. Existing research has argued that they indicate a lack of regime legitimacy. However, empirical evidence on the relationship between legitimacy and protest participation remains rare. Based on new survey data from Morocco and Egypt, this study investigates whether legitimacy played a significant role in student mobilization during the 2011 uprisings. In doing so, we first develop a context-sensitive concept of legitimacy. This allows us to differentiate the ruler’s legitimacy claims and the citizens’ legitimacy beliefs. Furthermore, we distinguish between two different objects of legitimacy: the broader political community and specific regime institutions. Our empirical analysis suggests that legitimacy had an independent and significant impact on students’ protest participation, yet in more nuanced ways than generally assumed. While protest participation was driven by nationalist sentiments in Egypt, it was motivated by dissatisfaction with the political performance of specific regime institutions in Morocco.  相似文献

In 2006, Bangkok's middle-class residents overwhelmingly supported the military coup that displaced the elected government of Thaksin Shinawatra. Survey research shows that opponents of Thaksin had a stronger commitment to liberal democracy and possibly to royalist values while rural voters supported Thaksin because he fulfilled their social demands. Opposition to Thaksin was not motivated by economic interests, but rather, there is some evidence that urban middle- and upper-class voters disliked Thaksin because they heard negative reporting about him, which were less available in the countryside. These findings are compatible with a new theory of democratic consolidation, in which the upper classes have the means that would enable and encourage them to pay sufficient attention to politics to discover that what they viewed as ‘good government’ was violated by the ruling party, which could have led to demands for more democracy historically. More recently, however, in Thailand and perhaps other instances in Southeast Asia and Latin America, those with the money and leisure to follow politics closely have heard reports about the ‘bad government’ of populist, democratically elected leaders, and thus have turned against them.  相似文献

ABSTRACT

One of the greatest changes organisations in South Africa experienced through the country's democratisation is the introduction of ‘legitimate’ activism in organisational settings. Organisational communication literature – specifically as manifest in the excellence theory – compounded this through views on the potentially positive impact activism could have on organisations by ‘pushing’ them beyond equilibrium to a state of dynamic equilibrium – mediated through strategic and effectual communication. This view, however, is somewhat fouled by occurrences such as those at Marikana, and concomitant strikes in the country's platinum industry, which have held the economy ‘captive’ in various ways. Organisations – especially the mining industry – need to ask ‘How much activism is too much activism?’ and organisational communication practitioners need to introspectively consider whether this theoretical contribution should not perhaps have come with greater guidance in terms of the chary (if not restrained) implementation of this potentially positive, yet almost insidiously dangerous, communicative feature. this article aims to explore activism in the mining industry of South Africa, specifically from the vantage points of industry heads, as it concerns the changed communicative landscape in this industry post-marikana. to this end, the article will report on seven qualitative, semi- structured interviews – along with existing literature on the topic – as it offers up six considerations in applying the aspect of excellence and ‘positive activism’ within organisations in South Africa's mining industry.  相似文献
