Hugh Tracey (1903–1977) founded the International Library of African Music (ILAM) and is well known for his recordings of traditional African music. This paper examines Tracey’s written representations of African music and of the musical interactions involved in the formation of his archive, finding contradictory repressive and collaborative elements in his work and an ambiguous stance toward musical difference. In doing so, it reveals Tracey’s implication in racialized colonial and apartheid power structures and challenges the celebratory view of him as a champion of indigenous culture.  相似文献

The relationship between immigration and crime rates has long been a topic of robust debate in criminology and sociology, especially for scholars of the United States. Researchers in those fields have highlighted divergent factors to explain high arrest rates including the presence of ethnic gangs, media reporting, racial profiling, over‐policing of immigrant communities, and wider issues of social dislocation brought about by migration. By contrast, historians have given little consideration to the topic. This lack of historical investigation is particularly curious in studies of Australia's post‐war immigration given the political importance of the issue at the time. Immigration and criminality — or more precisely, whether immigrants committed more crime or worse crimes than the Australian‐born population — became a prominent topic of media coverage and political interest in the early 1950s. In fact, the question of migrants’ criminality was so important that it was the subject of the first research inquiries ever ordered by the Department of Immigration. Our article examines this research, explaining the impetus for the inquiries, their findings, and their historical significance. We conclude by outlining how this topic can illuminate new areas of inquiry in immigration history.  相似文献

In 1951, performers from Daly River and Tiwi Islands Aboriginal communities staged a corroboree strike. The musicians and dancers had routinely entertained visiting cruise ships in the Darwin Botanic Gardens, but now joined dockside workers to protest the jailing and exiling of two Aboriginal agitators Lawrence Wurrpen (Urban) and Fred (Nadpur) Waters. In Melbourne, the Australian Aborigines' League expressed solidarity with the Darwin strikes and protested the exclusion of Aboriginal voices from the Jubilee of Australian Federation. The League's leaders Doug Nicholls and Bill Onus produced a new work of musical theatre featuring east coast Aboriginal performers Fred Foster, Margaret Tucker, Georgia Lee, Harold Blair, and others in ‘Out of the Dark — An Aboriginal Moomba’. In this paper we examine political uses of performance in Australia's assimilation era, and show how Aboriginal agitators used music and dance to connect struggles for rights across Australia, and to keep cultural identity alive. In doing so we show how performance operated both as work and as assertion of cultural sovereignty.  相似文献

In late 1960s a powerful myth developed in the United States that Vietnam veterans were spat on when they returned home. A parallel myth survives in Australia with widespread claims that paint or even blood was routinely thrown at returning soldiers. In a 1966 incident, red paint was thrown on Lieutenant Colonel Alex V. Preece as he led the First Battalion through Sydney. The Australian myth remains central to perceptions of Australian Vietnam veterans as despised outsiders and feeds into contemporary demands that Australians support their soldiers and the wars in which they are involved. This paper explores connections between cultural politics in the Unites States and Australia, particularly as they pertain to the contentious legacies of the 1960s.  相似文献

This article analyses the Australian Agency for International Development's (AusAID) approach to overseas development assistance (ODA) through an examination of AusAID's recent White Paper. The White Paper focuses on the nexus between poverty reduction and security in the Asia-Pacific region. We argue that the Paper's emphasis upon good governance as the key to poverty reduction and security is fundamentally flawed. This stems from the particular ideological and political conditions in which the Paper materialised. In focusing on good governance and security the Paper neglects more fundamental poverty reduction issues, while promoting policies that are difficult to implement and, when implemented, have highly problematic outcomes. This article examines the Australian-led intervention in Solomon Islands and the Australian aid programme in Indonesia as examples for the shortcomings of the approach articulated in the White Paper. We conclude by examining alternative development policies that move beyond the neo-liberal orthodoxy endorsed by AusAID.  相似文献

Electoral law has been the subject of several High Court decisions in recent years, and this jurisprudence, as well as some of the political science literature, is canvassed here. I argue that there are serious constitutional question marks over Australia's system of “compulsory voting”. There are two particular constitutional arguments against “compulsory voting”. Firstly it infringes the implied freedom of political communication which the High Court has recognised since 1992. Secondly, it is inconsistent with the right to vote recognised by the High Court as being implicit in s7 and s24 of the Constitution. On this basis citizens entitled to vote should have the freedom not to do so (as is the case in many other representative democracies in which voting is voluntary).  相似文献

The Rural Reconstruction Commission 1943‐46 remains the most ambitious inquiry ever undertaken into Australia's rural affairs. Despite the Commission's scope it has attracted little interest from historians. This lack of interest stems from an inaccurate assessment of the impact the reports had on policy making. Assessments have emphasised the few recommendations adopted, but have failed to appreciate the Commission's usefulness to governments confronted with the diverse interests and entrenched jurisdictional boundaries that complicate rural policy making.  相似文献

In 2013, one of the final acts of the Gillard government was to amend Australia's Sex Discrimination Act to add sexuality, gender identity and intersex variations as protected categories. This was not the first time the Commonwealth had considered anti‐discrimination legislation protecting LGBTI people. The most prominent example was the Democrats‐sponsored Sexuality Discrimination Bill, introduced to Parliament in November 1995, which included provisions to protect transgender people as well as gays, lesbians and bisexuals. The Senate referred the bill to an inquiry by the Senate Legal and Constitutional References Committee, which received 436 submissions. Approximately 100 of these submissions specifically addressed transgender discrimination, some advocating for the rights of transgender Australians, and others focusing their attacks against the bill based on the transgender provisions. This article draws on the concept of transgender citizenship to examine the transgender‐related aspects of the inquiry and the debates in parliament, to understand the ways that the public and politicians framed transgender rights in the mid‐1990s. These debates are telling in how transgender issues and anxieties over gender fluidity have consistently become an easy target in wider debates about equality for sexual and gender minorities.  相似文献

Offshore detention and bilateral free trade constitute hallmarks of Australia's international policy. This paper explores how these policy directions were originally justified in the Pacific Solution and the Australia‐US Free Trade Agreement (AUSFTA). In the literature both policies are theorised as security offerings but whilst the Pacific Solution is obviously exclusionary, AUSFTA aimed at including Australia in the US's orbit. This suggests that security as a justification for policy is flexible, complex, and warrants closer observation of its practical articulations. Reviewing the speeches with which the relevant Ministers introduced their legislation, I argue that offshore detention and bilateral free trade derive from a specific language of security in which policy‐makers view individual actors as the basis of national threats. The language of security invokes a threatening international environment by focussing on the selfish and amoral components of human behaviour whilst diminishing social institutions and collective structures. Vague anarchy and simplified individualism position the state as a righteous protector rather than a rational policy‐maker. I conclude by questioning whether this is a sound basis for policy and canvass options for escaping the language of security.  相似文献

This article examines Australia's aid program in Indonesia in the 1960s. With the transfer by the Dutch of West New Guinea to Indonesia in May 1963, the Australian government looked to expand aid to its northern neighbour beyond the Colombo Plan in an effort to cement friendly relations. The events associated with konfrontasi threatened this policy objective. Yet despite Indonesia's belligerent stance, Australia was able to continue its aid program (by supporting the Aeronautical Fixed Telecommunication Network) and to keep the lines of communication with Jakarta open. When konfrontasi ended in August 1966 after regime change in Indonesia, Australia was able to rapidly expand its aid program. This article argues that konfrontasi changed the ways in which Australia's aid program in Indonesia was construed, which in turn contributed to a re‐consideration of the role of aid in Australia's foreign policy more broadly.  相似文献
