This study examines short-term (five- to ten-year) trends in crime and juvenile delinquency using FBI Uniform Crime Reports data on arrests and offenses known to the police, National Crime Survey data on victimization, and National Youth Survey data on self-reported delinquency. The focus is on FBI Index offenses, but less serious offenses are also considered. FBI statistics indicate generally increasing rates of crime, while NCS and NYS data indicate stable and occasionally decreasing rates. Data on the self-reported incidence of delinquency are more compatible with arrest data than are data on the self-reported prevalence of delinquency, but the two self-report measures are more compatible with one another than with arrest data. Attempts to reconcile official statistics with victimization surveys and self-report studies seem unlikely to overcome the differences among the sources when trends in crime, rather than rates of crime at a single time, are considered.  相似文献

According to Zimring & Hawkins, the exceptionally high level of homicide in the USA is unrelated to the nation's overall crime problem. In contrast to this statement, a critical review of their evidence suggests that criminal activity may explain a significant share of the excess levels of lethal violence in the USA. As a first step towards testing this hypothesis, we have created a uniform victim-level data file of information on the method and the situational context of homicide cases in Finland and the USA. In support of the hypothesis, we find that homicides that occur in the context of another crime are much more prevalent in the USA than in Finland. This difference accounts for 35% of the overall gap in the homicide rate between these two nations. Moreover, our research indicates that the effect of the criminal context cannot be reduced to the 'instrument effect', i.e. the fact that handguns are much more prevalent in the USA. In light of these findings, it would be premature, in terms both of theory and of public policy, to treat lethal violence as a problem entirely independent of other crime.  相似文献

This article examines issues in juvenile justice that include public opinion about the causes and the consequences of juvenile crime and violence. Data for the study were collected in 1996 by means of a telephone survey of 492 respondents from Shelby County, Tennessee. The study explores the relationships between attitudes about juvenile crime and sociodemographic factors. Results are consistent with national surveys aimed at assessing public attitudes toward issues in juvenile justice. Finally, the article discusses how survey instrumentation may influence responses regarding the issues surrounding juvenile crime and violence.  相似文献

The contemporary phenomenon of ethnoviolence - otherwise known as hate crime - has its roots deeply embedded in the historical persecution of Native Americans by representatives of 'the state and private individuals alike. Genocidal policies and practices of the past have their present counterparts in anti-activist and anti-treaty violence, as well as in isolated acts of violence against individual Native Americans. Abstract

Using existing data from the FBI's Uniform Crime Reporting (UCR) Program, time series analyses were conducted on hate crime data from 2001 around the terrorist attacks of September 11, 2001. A statistically significant increase in anti-Islamic hate crime occurred after 9/11, and anti-Islamic hate crime leveled off within 8 weeks of the occurrence. News stories reporting anti-Islamic hate crimes, stories reporting fear of such bias crime, and public calls for calm, tolerance, and/or reaction to anti-Islamic bias crime followed a similar pattern found within the official data. A city-by-city analysis found that UCR reported anti-Islamic hate crime was essentially non-existent in New York City and Washington, DC. It is suggested that public calls for calm and tolerance and in-group/out-group dynamics may have impacted anti-Islamic hate crime frequency, thus accounting for rises and reductions in this form of bias crime over time.  相似文献

ABSTRACT

This study examines sexual offending behaviour of juvenile females and juvenile males who come to the attention of the police. Using victim age as an analytical tool and more than 20 years of incident-level crime data, perpetrator, victim, and offense characteristics are compared to assess if the offending behaviours of juvenile females and juvenile males differ when the victim is a child versus a peer. The multinomial logistic regression showed there were differences in offending between juvenile females and juvenile males dependent on type of victim. Perpetrator substance abuse, victim sex, victim-offender relationship, type of sexual assault, use of force, location of the sexual assault, the time of day of the sexual assault, and whether or not the incident resulted in an arrest all reliably predicted these differences. The results reinforce the field's call for a greater development of a gendered understanding of sexual offending behaviour.  相似文献

Moral and ethical aspects of crime are often ignored in most criminological research. In order to probe these two dimensions, crime recorded in fiction was compared with statistically recorded crime. Two hypotheses were tested: the first suggested that crime fiction portrayed the “reality” of actual statistics, while the second suggested that crime fiction was totally unrelated to crime statistics. Comparing data obtained from a North American literary journal and crime statistics obtained from a Canadian province, the results of the study supported the second hypothesis and indicated that crime fiction was totally unrelated to recorded statistics. Crime fiction seemed to represent a moral pacemaker of the perceived fears of the public, while crime statistics seem to represent the criminal pulse of society.

The negative correlation between fiction and recorded statistics is a significant find in that it indicates the reading public's preoccupation and fascination with a very small segment of criminal activity in society—an unrealistic fear of serious injury or death due to violent crime, far out of proportion with reality especially when impending doom is much more probable on the highways in automobile accidents.  相似文献

Research Summary

Our understanding of how immigration enforcement impacts crime has been informed exclusively by data from police crime statistics. This study complements existing research by using longitudinal multilevel data from the National Crime Victimization Survey for 2005–2014 to simultaneously assess the impact of the three predominant immigration policies that have been implemented in local communities. The results indicate that the activation of Secure Communities and 287(g) task force agreements significantly increased violent victimization risk among Latinos, whereas they showed no evident impact on victimization risk among non-Latino Whites and Blacks. The activation of 287(g) jail enforcement agreements and anti-detainer policies had no significant impact on violent victimization risk during the period.

Policy Implications

Contrary to their stated purpose of enhancing public safety, our results show that the Secure Communities program and 287(g) task force agreements did not reduce crime, but instead eroded security in U.S. communities by increasing the likelihood that Latinos experienced violent victimization. These results support the Federal government's ending of 287(g) task force agreements and its more recent move to end the Secure Communities program. Additionally, the results of our study add to the evidence challenging claims that anti-detainer policies pose a threat to violence risk.  相似文献

ABSTRACT

Lethal violence is often seen as the tip of the iceberg and homicide perpetrators are seen as manifesting the most extreme number of various risk factors. This article explores whether that is the case. Using a unique data set combining data from several administrative registers with a nationally representative sample of different types of police-reported violence committed during 2010–2011 (N = 26,303 offenders) in Finland, we compare the offenders of five different types of violence (minor assault, assault, aggravated assault, attempted homicide, and completed homicide). In addition, we examine the association between the severity of violence and prior criminal history and different types of strain. The results give partial support to the hypothesis: the more serious the violence, the more crime prone and socially disadvantaged the offender. Yet, lethal offenders do not stand out alone; the division, rather, appears to be between offenders of serious (aggravated assault, attempted homicide, completed homicide) and less serious (minor assault, assault) forms of violence.  相似文献

ABSTRACT

Despite public outrage over our global “rape culture,” sexual offences continue to be characterised by low levels of reporting, prosecution, and conviction in many countries. Attrition rates for sexual assault internationally, although varying in pattern, are consistently high. As a signatory to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Declaration on the Elimination of Violence against Women (DEVAW), the Indian Government acknowledges the need to afford better protection to victims of gender violence. Assessing the effect of rape law reform in India, using crime statistics and a survey of recent judgments from the Delhi District Courts, the author argues that the legislature has failed systematically to address the many injustices experienced by women who allege rape. The Indian Parliament responding to the moral panic generated by the Delhi gang rape case with knee-jerk reforms, focused mainly on increasing penalties, maintaining an outmoded view of rape as a crime against morality rather than as a violation of gender rights and human rights. By closely investigating the sociocultural context in which sexual crimes against women occur in India, the author reveals that India’s “cultural” arguments for rejecting further reform (such as repeal of the marital rape immunity) are merely entrenched gender biases, bearing strong parallels to nineteenth century English common law perceptions of women who allege rape as a class of false complainants.  相似文献

With the recent rise in juvenile offending, particularly violent crime, legislative and public attention has focused sharply on juvenile corrections. In the past few years, juvenile justice has witnessed stronger legislative dictates requiring public agencies to consider the public safety implications of their policy decisions, an increasing emphasis on outcomes-based evaluation, and a renewed interest in matching services to juvenile's needs. Consequently risk classification, and specifically the identification of chronic juvenile offenders, have assumed a much higher policy profile. Here we review the historical development of risk classification in the context of a rational decision-making model. We discuss the major risk factors identified in the literature and describe in detail a study to identify and respond to chronic juvenile offenders in Orange County, California. Recognizing the advantages of the researcher/practitioner team approach adopted there, we attempt to replicate both the process and the results in Philadelphia. Using a unique juvenile justice database we test but reject the Orange County model; instead we develop a classification model of chronic offending that better fits this juvenile population. Using the Philadelphia model, we demonstrate the policy potential of risk classification by examining the impact of program type and of neighborhood on chronic offending.  相似文献

Abstract

The current study explored how gender, group membership and different emotional reactions to the crime of domestic violence predict attitudes and endorsement of restorative or retributive justice practices. The experiment consisted of a 2 (victim group membership: Muslim- or Anglo–Australian)×2 (offender group membership: Muslim- or Anglo–Australian)×2 (Sex of participant) between-participants factorial design. Anglo–Australian participants (43 men; 50 women) were randomly assigned to one of the four manipulated conditions, and completed an online questionnaire that involved viewing a short video clip of a woman describing her experience as a domestic violence victim. Results revealed strong preferences for restorative justice in dealing with domestic violence, with women supporting this practice more than men. The crime was perceived as most severe and retribution was endorsed most strongly when the victim was Anglo–Australian (i.e. an in-group member). Intra-group violence was also perceived to be a greater breach of shared Australian values than inter-group (i.e. cross-cultural) domestic violence. Emotional reactions further predicted participants' responses, with hatred predicting stronger support of retributive ideals and sympathy for the victim predicting greater endorsement of restoration.  相似文献

Based on official crime statistics, violent crimes of youths in Germany and Central and Eastern Europe had appeared to have increased considerably between 1990 and 2000. Survey data that can overcome limitations of police data and allow to compare crime trends across countries are rare. Based on self-report delinquency studies of 15 year old juveniles in 1998–2001 (SRD) and 2006 (ISRD-2) using compatible questionnaires in Germany and Central and Eastern Europe (partly in the same cities), trends of attitudes towards violence, of victimisation experiences and self-reported wanton and instrumental violence are compared cross-nationally. There is substantially less approval of violence in 2006 and a corresponding decrease of victimisation experiences and violent behaviour between 1999 and 2006. Official crime statistics show serious limitations. The results are discussed with respect to theories of modernisation and social change.  相似文献

ABSTRACT

The purpose of the article is to provide an overview to the trends in crime and crime control in Finland and Sweden during the past 150 years, systematically comparing the two countries. The secondary objective of the study is to introduce a Nordic data collection project aiming to compile coherent comparative criminal justice time series from the early nineteenth century to the present, and to present the first collection of data, the Finnish justice statistics 1842–2015. The study examines the long-term development of homicide, assault, rape, defamation, prison population, and penal severity. Historical statistics provide opportunities to examine the crime trends and the society’s responses to them keeping in mind that the statistics do not necessarily reflect changes in total criminality. As such, the study does not provide conclusive explanations on the development of crime and punishment but rather opens new questions to be answered in future research.  相似文献

The paper’s aim is to show to EU policy makers, academics, journalists and the general public what the available information tells us about crime levels, trends in crime and public opinion about crime among Member States. The paper centres on an analysis of current trends on crime levels and trends based on the data available both from victimisation surveys and police statistics. The victimisation survey source is the published data collected in the International Crime Victimisation Survey. A separate analysis based on the Eurobarometer was also carried out. Data on police statistics present two separate sources i.e. the Council of Europe Sourcebook and the crime data published annually by the UK Home Office. These two sources both add considerable value to the raw police statistics by their choice of data, their commentary and their technical explanations and definitions. The paper compares data on three crime types (robbery, domestic burglary and theft of a motor vehicle) across the 15 Member States of the European Union (as in 2003). These three types were selected in line with the priorities of the EU Commission and as types of crime that are a major concern for EU-citizens. The paper has been modified from a report produced by the European Crime prevention network for the EU Directorate of Justice and Home Affairs with the permission of the EU. Changes in Arkansas's juvenile laws resulting from the school shootings in Jonesboro impacted two separate issues of the juvenile court process. The first law changed aspects of transfer provisions for processing juveniles as adults. Secondly, the law created new provisions allowing blended sentencing for juveniles who commit certain enumerated offenses. Both provisions are examined in this article. The authors examine the impact those changes had on the types and numbers of cases handled by the court and argue that the framework provided by Arkansas's Extended Juvenile Jurisdiction law illustrates a legislative response to juvenile violence that supports the concept of parens patriae and promotes the original purpose for which juvenile courts were created while balancing concerns for public safety.  相似文献

In this study we examine citizens' support for aggressive traffic enforcement strategies and discuss whether the implementation of two different types of traffic enforcement decreases public support. We also examine whether citizens' perceptions of crime, quality of life, and the police are influenced by an increased police presence in their neighborhood. The public opinion data presented here are taken from two experimental target areas and one comparison area. Overall the findings suggest that citizens strongly support aggressive traffic enforcement practices and that the implementation of such strategies does not reduce their support. Residents of areas where police are using these types of tactics do not think that the police are harassing them. Citizens living in one of the experimental areas are significantly more likely to support the police, and think that the police work well with the neighborhood. Residents of the areas that experienced two types of aggressive enforcement, however, did not think that crime had decreased, nor that quality of life had improved. We discuss implications for the use of these strategies and for community policing in general.  相似文献

Violence in Western societies has received increased public and legal attention during the past few decades, while simultaneously, evidence of decreased violent behaviour has been identified. A specific type of violence that has undergone changes in visibility and increased legal intervention is domestic violence (DV). Have people become more sensitive to all kinds of violence? In this case, DV would not stand out as a crime demanding increasing police intervention. In this article, the public’s perceptions of the importance of intervening in DV as a police task are analysed. Comparisons with the assessed importance of other types of police tasks are made to evaluate the changes in a broader attitudinal context, and official police statistics are reflected against the trends identified from the survey data. In the results, DV stands out in the comparison of change in the importance of police tasks. The hypothesis of increased cultural sensitivity is not confirmed concerning all types of crimes – or even violent crimes. The results can be understood to support the theory about increased cultural sensitivity concerning an issue previously seen as a private matter rather than a criminal act and police matter – DV.  相似文献

Three interacting factors appear to significantly affect our treatment of youths and thus our juvenile justice policy: ideology, the media, and politics. As a result of these factors, although juvenile violent crime is decreasing, legislatures still advocate a harsh, punitive stance toward youthful offenders. Legislative initiatives have resulted in determinate sentencing for juveniles, more youths handled by the adult criminal court, and more youths sentenced to adult institutions. Recent evidence suggests that the public supports more prevention and early intervention strategies for youths and favors rehabilitation rather than punishment. These conflicting trends suggest that we are at a crossroads: the juvenile justice system can continue its harsh, reactive stance, or it can choose a more proactive approach. The members of the Academy of Criminal Justice Sciences have an opportunity to play an active role in the development of criminal justice policy.  相似文献
