This article examines the relationship between the trust in leadership of political leaders and citizen participation by analysing data on Tokyo residents. Among the four variables we used to designate types of, or attitudes towards, public participation, only actual participation has a positive influence on trust. The normative recognition of participation is associated with a critical attitude towards the government. As the unclear needs of citizens have the greatest impact on trust, citizens’ trust is built through relationships between citizens and not between citizens and their government. The importance of positive actions from the local government such as public officials and political leaders that stimulate citizen awareness to the point where citizens take interest in public administration, practice participation, and enlarge participation opportunities, is increasing. We also need to consider the limitations of citizen ability to understand public issues and reflection of their needs, and the limitations of participatory governance on the decision-making process.  相似文献

Participatory budgeting (PB) is one of the most popular democratic innovations worldwide. PB is connected with high stakes regarding mobilizing political inactive citizens, efficient and effective budgetary policy as well as positive effects on citizens (e.g., civic education, democratic attitudes). However, in many Western countries empirical evidence for such benefits is scarce. This also holds for Germany. Since the conduction of PB demands financial and personnel resources, a thorough evaluation is necessary. This article systematically summarizes the current state of research to make the literature on PB in Germany accessible to international scholars as well as political and administrative practitioners. It focusses on the context (which municipalities conduct PB and why), process (role of local administration and council, participation, deliberation), and outcome/impact dimension (outcomes and impact on policies and citizens). To conclude, further research venues are briefly outlined, followed by an outlook on PBs future and practical implications.  相似文献

The focus of this case study was on citizen participation in solid waste policymaking in Spokane, Washington. It was predicated on the idea that there is a need for government to develop more workable and meaningful approaches to facilitating citizen participation in public policymaking. The formulation and implementation of solid waste management policy in Spokane proved to be a technological and democratic trial for the community. The research used three models of citizen participant styles - coopted, prudent, and confrontive - as it examined the views of citizen group leaders, city and county administrative staff, and elected officials involved in this policy dispute with regard to: 1) the purposes of citizen participation, 2) the desirability of citizen participation, 3 ) the impacts of citizen participation, 4) the most effective approaches for citizen participation, and 5) the levels of satisfaction associated with various approaches to citizen participation.  相似文献

This study investigates whether citizen participation in public budgeting resulted in increased redistributive outcomes when compared with bureaucratic decision‐making. We focused on a specific budget item (i.e., the installation of surveillance cameras for crime prevention) and examined whether participatory budgeting yielded larger budget allocations to low‐income neighbourhoods. Results indicate that such participatory budgeting results in larger budget allocations for low‐income neighbourhoods when compared with allocations produced by bureaucratic budgeting practices. The results also indicate that budgets allocated through citizen participation may be no more or even less effective for advancing public goals. These findings suggest a potential trade‐off between equity and public service effectiveness. Citizen participation improves budget equity, but may be less effective for achieving public goals than bureaucratic decision‐making. To explain this, we offer the ‘social pressure hypothesis’, which posits that social pressure during public‐forum discussions can influence participating citizens to make redistributive decisions.  相似文献

ABSTRACT

Participatory budgeting (PB) is a significant innovation in democracy and local development. PB provides the opportunity for citizens to engage in processes of deliberation and decision-making upon the allocation of public funds. As new critical discourse emerges surrounding this model of local government spending, a significant area warranting investigation concerns how trust, and indeed mistrust, factor into PB. Through an analysis of interviews with residents and Council staff engaged in PB processes in a county in the north of England, we highlight the ways in which issues of trust can impact on participation in these initiatives, and also strengthen relationships between voting delegates, project teams and local government. This paper argues that increasing the perceived accessibility, and reconsidering the inclusion of mass membership groups in PB, might help to create progressive, effective and trustful participation.  相似文献

In the United States, calls for new citizen engagement strategies have continued to grow at the local government level. One answer is Appreciative Inquiry. As part of a larger study conducted in 2007, the question was posed to public administrators, “What challenges do you see regarding using an Appreciative Inquiry approach to increase citizen participation in local government?” Findings based on a content analysis of the data identified four challenges in particular. Discussion suggests public managers need to be aware of these challenges but depending on local conditions they can be mitigated or overcome.  相似文献

This article seeks to measure the extent to which the service priorities of citizens of Seoul, South Korea, are reflected in corresponding resource allocations in the city's budget, despite there being virtually no participation by citizens in the budget creation process. We find a less than perfect congruence between budget allocations and citizen preferences at both the city and district level. Given these results, we discuss the potential for participatory budgeting to address discrepancies in resource allocation by focusing on the unique demographic and cultural makeup of Seoul constituencies.  相似文献

Ordinary citizens often welcome nonstate provision of public goods and social welfare, but government officials, particularly in nondemocratic and transitional systems, may view nonstate actors as political competitors. Drawing on a combination of qualitative and quantitative data from rural China, this paper finds that some kinds of nonstate participation in public goods and social welfare provision can actually make local officials more optimistic about their ability to implement state policies and elicit citizen compliance. Local officials often believe that coproduction of public goods and services with community groups in particular, often with community actors taking the lead, can build trust and social capital that can spill over into increased citizen compliance with state demands, a central element of state capacity. Simply increasing levels of public goods provision, however, is not associated positively with optimistic perceptions of local state authority and capacity. Moreover, other forms of nonstate participation such as coproduction between private businesses and local officials or substitutive provision by nonstate actors have less potential for building trust between officials and citizens and are not seen by officials as beneficial for increasing citizen compliance.  相似文献

Urban planning in Norway can be characterised as market oriented, with responsibilities for the formulation of planning largely delegated to private developers. Even though the principle of citizen participation has a strong and longstanding tradition in Norway, the market-oriented practices challenge the ability of citizens to influence their spatial surroundings. Based on broad surveys and qualitative case studies, this article maps the attitudes of developers, councillors and planners towards citizen participation and studies the strategies of local community associations. Our analysis shows that developers value citizen participation to a much lesser degree than councillors and planners, which can explain the lack of participatory channels in early phases. Official avenues for participation occur later, primarily through hearings. Local associations find this to be too late, characterising urban planning as a path dependent process; as a consequence, local associations attempt to influence planning processes in a more informal way by contacting councillors directly.  相似文献

As citizens increasingly work to improve transparency and governance, participatory budgeting (PB) has emerged in thousands of cities. Advocates argue that PB can serve to educate citizens, increase transparency, and even improve living standards in the cities and towns that implement this form of public finance. However, we still know very little about how inclusive these processes are. This article asks: first, are participatory budgeting processes engaging women and men equally? Second, if gender exclusion is taking place, why? Finally, what can the development community do to begin to eradicate exclusion? Through the case study of participatory budgeting in Peru, the article documents that participatory budgeting in this country is not inclusive. Economic barriers, combined with the fact that women are expected to take on most domestic duties, make it very hard for women to actually attend meetings, especially in rural areas where poverty and patriarchy are more pronounced. Additionally, the weakness of women’s organizations prevents many organizations from registering to attend these processes. The article concludes with recommendations for advocates who wish to rectify these challenges through concrete interventions.  相似文献

In Britain black leaders are generally less well integrated into community agencies and local administration than their counterparts in the United States. This is partly explained by reference to the American 'arms length' approach to funding community development which, in contrast to the more centralized British approach, enables black leaders to work 'within the system' apparently without sacrificing too much of their political independence. Abstract

On October 6, 2000, President Clinton signed the Inter-country Adoption Act of 2000 (H.R. 2909), which represents the United States' implementation of the 1993 Hague Convention on Protection of Children and Co-operation in Respect on Intercountry Adoption (Joint Council on International Children's Services, 2000). The Ratification of this international treaty came about as increasing attention was brought to the need for greater oversight of Intercountry adopters both into and out of the United States. Over the past decade, the number of United States citizens adopting children from overseas has more than doubled. There are also an increasing number of children who are United States citizens that are being adopted by citizens of other countries. Both the United States and Guatemala have established policies of participation in Inter-country adoption as sending nations primarily to address the problem of how to best care for children permanently separated from their families of origin. However, further analysis indicated that there are problems that these policies indirectly address which are much more complex. This research investigates the types of budgeting formats used in over 200 United States cities and provides information about the budgetary problems facing American cities. The perception of budgeting problems differs significantly among cities with different types of budgeting. Cities using line-item budgeting are more likely to view the problems as more severe than do the cities using reform budgeting. The problems are the least severe in cities using planning, programming budgeting.  相似文献

Public administration is a field defined by principles, best practices, and recommended guidelines. According to advocates, these guidelines have the potential to improve the effectiveness and efficiency of public organizations. However, this potential is predicated on the degree to which they are actually followed in practice. Using an original survey of local budgeting officials across the United States, this study examines the correlation between current budgeting practices and established, recommended practices. While a significant number of current practices closely match those that have been recommended, notable variations were present. The trends and their implications conclude the assessment.  相似文献

In recent decades, citizens have become more and more disenchanted with the traditional institutions of representative government, detached from political parties, and disillusioned with old forms of civic engagement and participation. This has favored a renewed interest in citizen engagement and citizen participation and a growing re-emergence in academic and political discourse of ideas and values of community, localism, and citizen participation. This article analyzes the main objectives and the actual implementation of citizen participation initiatives in the local governments of two European Continental countries, Germany and Spain. The aim is to find out the factors that affect the possible decoupling between the objectives and the “real” uses of citizen participation. Our results show that most local governments in these two countries are using citizen participation only to increase the level of perceived legitimacy or to comply minimally with legal requirements, without really taking advantage of citizen participation to enhance decision-making processes. These findings confirm that institutional theory becomes the rationale to explain the implementation of citizen participation in these two European Continental countries.  相似文献

This article applied the policy diffusion model as a theoretical framework for interpreting the international spread of performance-based budgeting, based upon 33 OECD case studies of countries that have implemented this reform. The data show that the historical development of performance-based budgeting was fairly consistent with the diffusion model. In particular, the adoption of performance budgeting took off during 1985–1995 and then accelerated over the following 15 years, and the primary innovators were a group of four English-speaking countries with comparatively laissez-faire economies (the United States, Canada, Australia, and New Zealand). The case studies indicated that performance-based budgeting was generally part of a broader program of governmental reform, that executive agencies were more important than parliaments in managing it, that it became quite important in budget- and policy-making, and that implementing it faced a significant number of challenges.  相似文献

During the twentieth century, American governments progressed from essentially no use of government budgeting to experimentation with a host of budgeting strategies designed to improve the control, efficiency, and decision making capacity of governing agencies. In 1984, the Government Finance Officers Association of the United States and Canada sought to synthesize many of these approaches into a broad definition of budgetary excellence by the establishment of an Award for Distinguished Budget Presentation. New Public Governance theory increases citizen participation and expands bureaucrats' roles in the work of government. Citizen participation creates new mechanisms for citizens to influence the policy process. Bureaucrats' expanded roles allow for broader bureaucratic discretion over policy implementation. When citizens' and bureaucrats' views on public management decisions collide, whose views prevail? Do citizen volunteers or bureaucrats have greater influence over public decisions? We answer this question by studying the U.S. Department of Energy's initiative to engage citizens in environmental clean-up decisions. We assess 10 years of meeting records and administrative decisions using a three-step, mixed-method analysis to identify, weigh, and test the influence of citizen participation and bureaucratic discretion. The results indicate that while citizen participation matters, bureaucratic discretion has a more significant influence over administrative decision-making. The findings expose holes in New Public Governance theory, which has implications for democracy and demands deeper thought into structuring citizen participation.  相似文献

The well-established importance of citizen participation in local and community governance raises a number of problems, foremost of which has been the reduced level of citizens’ involvement and engagement in developing countries. Our study aims at exploring the factors that impact citizen participation in two local government units (LGUs) in the Philippines. We propose the models of LGU participation and regular attendance in meetings based on the regression results of our study and present policy implications and insights essential in designing strategies for a higher level of LGU constituents’ attendance in meetings and participation in local governance matters.  相似文献

One of the central ideas of liberal democracy is to ensure broad-based citizen participation in the governance process that goes beyond simply voting. However, evidence shows that on many occasions it has been failing to do so both in the developed and developing countries. As such, this paper, based on an empirical study, analyzes the scopes, forms, and nature of citizen participation in the urban local governance process in Bangladesh. It is found that citizen participation has been nominal in the local governance process due to a number of social, political, and institutional factors, for example, electoral politics, limited citizen’s accesses to various decision-making bodies, the existence of clientelistic politics and the presence of a weak civil society.  相似文献
