The challenge of the ageing population is not just to provide more services but to employ new strategies. One of these is the need to rethink the provision of information to older people and their carers. This paper makes four points. First, that information and access to information have become more critical issues. Second, that older people may place a much higher value on information than other citizen groups but their access is poor for a range of reasons. Third, that the processes by which older people seek information may be empowering. Finally, effective partnerships with creative older people can be a catalyst to changing governance cultures which is a vital step in modernising local government. The paper draws upon examples from the author's experience of working alongside older people under the umbrella of the Better Life in Later Life project in Newcastle upon Tyne. 相似文献

Within the anthropological urban scholarship on sub-Saharan Africa, there is a shared notion of the continued, and in some cases re-emerging, importance of rural spaces, values and relations in cities and towns. In Mozambique’s capital city, Maputo, associations with the rural are shaped by the urban dwellers’ different positions on a scale of social (dis)advantage. This has led to very diverse types of engagement with the rural among the population, primarily differentiated along positions of class but also gender and age. For the best-off, who are able to live up to urban expectations, the rural is seen to have little to offer and is largely disregarded. For the poorest and most destitute, rural areas are effectively out of reach and unheeded. For the rest, the rural continues to be an important part of their cosmologies and struggles to survive albeit without losing their urban base and identity. 相似文献

It is often assumed that foreign MNEs are the driving force behind technological development in developing economies but it has become evident in recent years that the actions of MNEs in isolation from the domestic economy will not significantly improve the stock of technology in an economy. This study, therefore, examines the determinants of local firms' decisions to undertake technological effort, not only in isolation, but also in the context of linkages between domestic firms and MNEs. There is evidence that linkages between MNEs and local firms are important in explaining technological effort by local firms but direct technological assistance from MNEs does not seem to play a major role in fostering increased technological effort by local firms. 相似文献

ABSTRACTIn the United States, competition among cities for economic development tends to be the norm. Cities are also collaborating more to improve their economic advantage. However, transaction costs inhibit various of interlocal agreements from being formed. This study examines the role of multilateral institutions in facilitating interlocal agreements for economic development. An analysis of survey data collected from city governments in eleven US metropolitan areas highlights the importance of regional institutions in moderating the effect of coordination problems on the formation of developmental joint venture agreements. The findings complement extant research on the governance mechanisms that mitigate transaction costs of collective action. 相似文献

This article concerns how the municipal organisation and its leaders respond to challenges posed by the post-industrial era, in the form of shrinking employment opportunities and population decline. By developing distinct policies of supporting cultural and new economic initiatives, they depart from traditional steering modes and engage in ‘networked governance’ to safeguard community viability. This extends the scope of what we normally expect of local government, as it implies practices and de facto decision making outside the public realm. With these strategies, municipal leaders show that they are eager to do something for the people in the municipality. Their relative success in the use of governance methods might be regarded as new ways of legitimising the politicians' and the municipalities' role. In this respect, creating policies that relate to the formation of community identity may be an important asset. 相似文献

The Lyons Inquiry into local government in Britain represented a significant contribution to the debate on local government reform, with policy ramifications well beyond contemporary Britain. This article considers the Inquiry's concept of “place-shaping” as a mode of local government reform which captures the experience of a number of developing countries in recent years. By way of illustrative examples, we examine these processes in the specific contexts of South Africa and Indonesia. In particular, we consider whether the devolution of functions to municipalities in developmental settings constitutes place-shaping, and how this bears on processes of local government reform in developed nations. 相似文献

This article combines literature on cutback management with the results of a survey of county commissioners. Specifically, it focuses on the use of capital spending reductions in county government to cope with fiscal stress and the potential long-term impact of such reductions in response to the limited amount of research on this form of local government. In light of the literature and survey results, it recommends that county governments change their behavior and avoid cuts to their capital budgets due to the long-term costs of delayed maintenance and the opportunity costs incurred by stifling economic development. It also presents policy choices available to many counties that enable them to maintain capital investments, including public–private partnerships and earmarked local option sales taxes. The study concludes with a call for quantitative research on the long-term effects of capital reductions during economic downturns. 相似文献

This research seeks to understand which essential characteristics are necessary to drive municipal governments to adopt smart growth measures. By testing previously expected outcomes for why a local government would adopt a particular policy, we find an inherent need to create strong needs-based policies promoted by interest groups. We conducted a principal component analysis and a linear regression model to test several hypotheses. A discussion of this analysis is provided along with policy recommendations to explain why and when metropolitan areas use sustainability plans and how to encourage more to do so. 相似文献

ABSTRACTThis paper tests whether the improvement of democratic local governance (DLG) positively impacts local economic development (LED). Based on a nationally representative citizen perception survey of 3,024 households across 56 Union Parishads (UPs) in Bangladesh, the results suggest that, although the UP governance program (UPGP) has improved the administrative governance of UPs, functional governance involving citizens remains weak. Thus, due to partial improvement of DLG, UPGP does not appear to have a significant impact on the overall local economic development and service delivery of UPs. A significant gap can be seen to exist between the claims of UPs and the perceptions of citizens around UPs’ governance performance, which may result from the poor awareness building structures of the UPGP. However, our results suggest that providing training to UP officials can partially offset the shortfalls of DLG in its pursuit of LED. 相似文献

This study investigates the strategic collaboration among local jurisdictions in the competitive environment: how fragmented jurisdictions in a metropolitan area perceive each other as cooperative partners and what factors influence the establishment of collaborative relationships between them. To answer the research questions, we applied the Institutional Collective Action (ICA) framework, which assumes that institutional actors behave in ways such that their economic benefits are maximised and risks and costs of collaboration are minimised, and employed the exponential random graph (ERG) model, one of the statistical social network analyses. The results indicate that the physical, political and geographical similarities among municipalities positively influence collaboration among local jurisdictions. In addition, municipalities are more likely to prefer to establish the closed network relationship such as triad–triplet. This study allows to understand the mechanism to establish collaborative behaviour among local jurisdictions for their regional economic development in a metropolitan area. 相似文献

For several years, local governments have been tackling new challenges related to the regeneration of their cities within the physical sphere, as well as in their economic and social aspects. This task is developed in accordance with what has been called the Integrated Urban Development Model, understanding the integrated nature of this approach not only in terms of the spheres of public policy involved, but also in relation to their management. In this paper, this management is analysed in terms of the development of mechanisms for New Local Governance and New Public Management (NPM). The nature of citizen participation and engagement in public life in Thailand has changed dramatically over the last decade. This article focuses on explaining the changing pictures of political engagement – political interest, knowledge, and efficacy – among rural and urban Thai citizens since the House of Representatives election in 2001. The major attempt made in this article also to explain how these changes affect patterns of political activism (i.e. in voting, political contacting, and protesting activities), particularly between the rural and urban Thai voters. Relying on three latest survey data taken from the Comparative Study of Electoral Systems, the article suggests that the factors facilitating greater political participation are relatively different between rural and urban residents, and such differences cannot simply be explained as a result of a deeper engagement in the patron–client relationship of the rural than of the urban. AbstractThis paper examines China’s engagement with Africa through economic zones (EZs). It moves beyond the conceptualisation of EZs as undifferentiated enclaves of foreign investment to a dynamic perspective on the locally negotiated process of zone development. Such a perspective entails critical unpacking of the specific zone regime to understand the diverse and evolving relationships among different state and non-state actors. Drawing upon empirical research on the Eastern Industrial Zone (EIZ) in Ethiopia, we explore the complex process of learning and adaptation by government, developers, investors, and workers throughout the development of a zone regime, with specific attention to capital–labour and expatriate–local relations. We find that despite the EIZ being a state-level cooperation project, private Chinese developers work diligently with the Ethiopian government to improve the institutional support for EZs. Chinese investors also collectively generate a management regime to enhance their overseas operational capacity and experiment with various tactics to transform local recruits into an industrial workforce. Local workers, with limited protection by official labour unions, turn to individual- and group-based agency to improve their working conditions. Despite the momentum created by multiple stakeholders, there are concerns regarding the long-term contributions of EZs to engender sustained industrial transformation and skills development. 相似文献

This study purports to examine whether governance networks influence cities’ use of local economic development policies, specifically business incentives, and if the role of networks changed during the Great Recession. Using American cities that responded to the International City/County Management Association’s Economic Development Survey in 2004 and 2009, hierarchical cluster analysis was employed to identify groups of cities with similar network membership patterns. The results of negative binomial regression models indicate that before the recession, the total number of actors participating in the network played a larger role in the total number of incentives provided by cities as well as the use of tax incentives. This changed in 2009 when network type emerged as the important governance-based determinant of the same variables. The results also suggest that traditional theories of economic development do not hold during times of economic and fail to explain the use of planning and labour incentives. 相似文献

Ethiopia experienced a critical juncture in 1991 with the defeat of the military dictatorship, opening up the possibilities of a new political order. Since then the country underwent social engineering and institutional transformation emerging as a leading reformist state under hegemonic-party rule with high institutional state capacity but also a concentration, and even personalisation, of decision-making power. This approximates to a path of ‘authoritarian institutionalisation’. This article argues that Ethiopia’s institutional trajectory can be explained by the nature of coalition politics in the formative years of transition, specifically the extent to which credible challengers were excluded from transitional processes. The strategy of excluding Pan-Ethiopian parties and sideling the Oromo Liberation Front (OLF) set the country on the path of establishing a hegemonic rule by the Ethiopian People’s Revolutionary Democratic Front (EPRDF). Sustaining hegemonic rule entailed fending off threats from excluded groups in the 1990s but which coalesced into a strong electoral performance in the 2005 elections in whose aftermath the ruling party embarked on aggressive pursuit of state-directed development for political legitimation. 相似文献

Southern countries are undergoing a severe economic crisis that has renewed debates about the available strategies to economise their public resources. Political leaders have launched a wide range of different strategies aimed at reducing spending. According to generally accepted political discourse, drastic actions should be taken to guarantee economic and financial sustainability in times of austerity. We explore the main measures adopted by Spanish municipalities in order to examine their impact in budgetary terms. First of all, we identify the most frequently implemented mechanisms including organisational structure, public services and operational economic restructuration. After their quantification, we monitor the presence and impact of each set of policies to analyse the relationship between concrete measures and effective economic impact. The effective reduction of budgets is being implemented but data show that local governments are resilient to non-compulsory changes. The ‘government at a distance’ policy pursued by the central state administration has effectively reduced budgets but has not affected the institutional core of Spanish local governments. 相似文献

A US municipality environmental sustainability index, the OSSPI (Opp-Saunders Sustainability Practices Index), found an overwhelming percentage of top-ranked sustainable cities were home to higher education institutions. While this may be a coincidence, this research seeks to determine if and how local communities partner or collaborate with higher education institutions for environmental sustainability purposes. The results of two case studies, San Antonio, Texas and Dubuque, Iowa, suggest there is considerable variability in the town-gown relationships. However, it is found that larger, public universities are more likely to have stronger relationships and effects on local sustainability efforts. 相似文献

AbstractExternal intervention has frustrated and continues to frustrate peace and stability in the Horn of Africa and Somalia, adding various adverse layers to an already complicated and complex conflict. The level of forceful military engagement intended for regional domination has profoundly affected negatively the efforts of peacebuilding and statebuilding in Somalia. This article examines how the earlier Ethiopian policies towards Somalia has reshaped the (post)-Cold War politics of the Horn. In doing so, it traces the roots of the Ethiopian intervention in Somalia vis-à-vis new non-state armed groups to chart the changing political dynamics of the conflict in Somalia. By using historical approach, the article argues that Ethiopia’s agenda is central to understanding why the ‘War on Terror’ has strengthened and subsequently midwifed armed militant movements (e.g. new insurgency groups) in Somalia, starting from Al-Itihaad to today’s Al-Shabaab. In focusing upon various regional actors and groups, the article moves from the emphasis of internal systems to external power structures, considering the wider historical and political factors in the region that must be closely examined if the regional and local conflicts are to be deeply understood. While it is a context-specific study, the article aims to contribute fresh perspectives and insights to ongoing discussions on the consequences of the Ethiopian intervention in Somalia. 相似文献

The impact of governance attributes on frequently overlooked attitudes of local councillors towards local governance reform agendas is assessed, based on the MAELG survey of approximately 11,000 councillors in 15 European countries and Israel. Eighteen policy statements are grouped into six reform agendas, followed by analyses of their explanatory factors. Europe's north–south divide is found meaningful for the understanding of variations in attitudes towards reform, being most profound in notions of democracy, participation and devolution. Southern Europe, including post-communist Europe, shows clear support for new democratic mechanisms, whereas northern European councillors reveal more reserved, perhaps weary, attitudes towards reforms. Councillors may provide the ‘correct’ statements in the south, because less has been reformed there so far, knowing that change would anyway be difficult. Substantial variations between different northern sub-groups could be linked to the memory of non-democratic regimes in Germany and Austria and to the influence of existing systems, deeply embedded in local political cultures. Nevertheless, the impact of present institutional practices is far from universal. Councillors in liberal regimes are not pro-privatisation, and cautious attitudes towards reform are shared by northern decentralised and centralised countries. 相似文献

Although existing literature on central–local governance includes comprehensive studies on how constitutional and financial frameworks regulate local government autonomy, this study seeks explanations for the introduction or absence of central coercion within these frameworks. The analysis studies six processes of policy instrument choice with different outcomes in Norway, Denmark and Sweden in the field of refugee settlement. It finds that a uniform perception of crisis and political compromises make political parties abandon their political–ideological standpoints relating to central–local governance. Additionally, the success and failure of political strategies of obfuscation and of dividing the opposition help to explain the different outcomes. The study reveals differences in the political salience of central–local governance in three countries that have systematically been categorised in the same groups in central–local studies. Consequently, more studies on how and why local autonomy is regulated within national frameworks are necessary to understand the actual autonomy that local governments enjoy. 相似文献
