This paper is intended to shed some light on the development of urban governance in Bangladesh by highlighting the issue of coordination. It addresses the question of whether there is any mechanism through which urban government bodies can ensure coordination on matters of dispute between different government organisations. The paper is based on a review of secondary literature as well as on primary data drawn from a case study on a city corporation. The available data substantiates the view that the process of urban service delivery in Bangladesh has lacked proper coordination mechanisms from its very inception. Successive governments since the independence of Bangladesh have experimented with the structural design of urban government bodies without considering the need for a proper mechanism to ensure sound coordination among actors involved in implementing the various policies of these bodies. An important discussion in the performance management literature is how performance contingent incentives affect goal attainment. Incentivizing management tools are typically implemented to improve performance, but due to motivation crowding they may decrease innovation and performance. This article focuses on public research institutions and uses both existing performance studies of publications and two new innovation studies of patents to investigate effects of both financial incentives and sanctions within and between universities. Our findings indicate that public managers can create an environment supportive of innovation and performance through the use of performance management tools, but that this is no automatic link.  相似文献

Since the establishment of subsidiarity in the early 1990s, the European-wide move to devolve governance has been interpreted by previous and present UK governments adopting differing ideological positions within a ‘localism agenda’. Interpretations have changed the dynamics of the community right to challenge, as well as the structure and mechanisms for community accountability. This article adopts the typology of forms of local governance developed by Lowndes and Sullivan (2008, How low can you go? Rationales and challenges for neighbourhood governance. Public Administration, 86 (1), 1–22) to explore the hypothesis that the localism agenda realigns the synergy between neighbourhood rationales; citizen engagement in service delivery and the opportunity for public scrutiny and accountability. It concludes that opportunities for communities to challenge service delivery and ensure increased accountability to the local level will be tempered by increased complexity and demands on local authorities to develop new relationships with both service users and providers.  相似文献

This paper analyses whether direct government assistance during start-up and other forms of interaction with the state sector have influenced the long-run performance of small and medium-sized manufacturing enterprises (SMEs) in Vietnam. Using three partly overlapping surveys during the period 1990–2000, we find strong effects on firm dynamics from interaction with state institutions. Enterprises which have the state sector as their main customer perform better. This is so for both survival and growth. Moreover, temporary tax exemptions during firm start-up had a separate and positive influence on long-run growth for non-household enterprises and initial credit support seems to benefit rural firms.  相似文献

Studies of the contagious spread of insurgency and conflict across national boundaries has generated a good deal of empirical research over time. While the contagious spread of terrorism has also been a policy concern, few empirical studies exist on the extent to which terrorism spreads contagiously. This article uses methods developed by criminologists to study the spread of crime to examine the worldwide diffusion of terrorism from 1970 to 2013. We distinguish between contagious increases (based on shared borders) and non-contagious increases (where no borders are shared). We define the “domino effect” as a particular type of contagious diffusion where high levels of terrorism spread to an adjoining country but also remain high in the host country. Our analysis shows that both contagious and non-contagious diffusion has been rare over the past 43 years, non-contagious diffusion is more common than contagious, and when contagious diffusion occurs, it is very likely to occur according to the domino effect.  相似文献

Abstract

This paper sets out to explore economic pathways to women’s empowerment and active citizenship in Bangladesh, a country where the denial of economic resources to women, and their resulting status as lifelong dependents on men, has long been seen as foundational to their subordinate status. While empowerment entails change in the lives of individual women and their interpersonal relations, the concept of active citizenship draws attention to women’s capacity to participate in the public life of their community. The paper draws on the existing literature on women’s access to various forms of paid work both to assess their impact in terms of empowerment and citizenship and to understand better the processes by which these changes might occur.  相似文献

Efficiency approaches to the question of whether population size matters to optimal local government have proved largely inconclusive. However, recent exploratory empirical work employing an effectiveness approach – as proxied by citizen satisfaction survey data – offers a promising way forward. The present paper seeks to build upon an earlier cross-sectional analysis of Victorian local government by employing longitudinal data over a three-year period – 2008 to 2010 – for Victorian local authorities. The greater depth of data confirmed the positive associations with population density but suggests that negative linear relationships dominate over parabolic associations for population size. This result underlines the need for the collection of more local government citizen satisfaction data by Australian local government systems, given its potentially fruitful application in tackling contentious questions in contemporary local government policy debates.  相似文献

This article retraces the mutual rapprochement between Policy Analysis and International Relations and addresses its limits. Looking beyond the circle of advanced liberal-democratic economies, three limits are discussed: the need to specify the prerequisites of different modes of governance; to consider the relations of power and domination in these processes; and to look beyond regulatory issues at the political and societal conflicts surrounding policy diffusion.  相似文献

In public services that are tax funded, public goods are sometimes marketized by being delivered using private companies instead of public organizations. In addition, marketization reforms can entail service users being described as customers for the service rather than as citizens. We assess the effects of these aspects of marketization reforms on users' willingness to co-produce public services. First, service delivery using private companies risks reducing users' willingness to co-produce because firms cannot commit ex ante to not appropriate donated labour for private gain. Second, using customer-oriented language risks reductions by priming individualistic market norms that lower prosocial motivation compared to citizen-oriented language priming citizenship duty. Using three survey experiments in the United States, we find that delivery structures are not neutral. Private firms delivering local public services reduce users' willingness to co-produce, although similar effects are not evident from primimg customer rather than citizenship thinking.  相似文献

Many academics have questioned the thesis (most prominently associated with Osborne and Gaebler's Re-inventing government ) that there is an inevitable and global convergence towards a particular, new style of public management. Yet, despite the ongoing production of scholarly evidence of global diversity, pronouncements of convergence continue to be made by politicians, civil servants and some academics.
In this paper it is suggested that, better to understand this apparent controversy, a more subtle conceptualization of convergence is needed. First, convergence can take place at different stages or levels — for example, there can be convergence in debate, convergence in reform decisions, convergence in actual practices, or, ultimately, convergence in results. There is no automatic succession from one stage to the next: the momentum of convergence can (and frequently does) stall or dwindle at any point. Furthermore, it should be recognized that convergence claims may have a value of their own, whether or not they lead to actual convergence of practice or improvements in outcomes. Convergence, in short, may be a useful myth.  相似文献

This article investigates the role of ‘competition’ within Best Value (BV) and compares it with that of Compulsory Competitive Tendering (CCT). Utilising results of a survey of BV lead officers, the article reveals that ‘competition’ is not being used as widely as may have been expected. However, in terms of outcomes, services subject to BV seem to be at least as likely to be provided externally as would have been the case under CCT. Further analysis also considers the impact that party political control and service type have on the use and outcomes of competition.  相似文献

While the threat from terrorism has gained widespread acknowledgment over the last decade, the infiltration of organizations by “terrorist” insiders has not, and the potential dangers these individuals present has not been fully explored. There is a need to understand the wider aspects of insider threats, including motivations and attack methodologies, and to be able to demonstrate the potential devastation that could be caused. Organizations can attempt to mitigate the potential for insider infiltration by both terrorist and other hostile actors, and if such individuals were within an organization, there are procedures and strategies that can be employed to prevent exploitation of existing organizational vulnerabilities and detection of insiders. This article provides an informed and new approach to the connection between insider threat and terrorism.  相似文献
