Grounded in Social Exchange Theory and Equity Theory, this study examined the mediating role of job satisfaction on the relationships between organizational justice and employee’s outcomes. The study applied PLS-SEM to analyze data obtained from 142 employees. The results show significant relationships exist between organizational justice dimensions and job satisfaction and between job satisfaction and employee’s outcomes. Furthermore, the study found the mediating effect of job satisfaction on the hypothesized relationships. This paper contributes to the existing human resources literature on employees’ outcomes and guides management on how to improved employees’ job satisfaction and employee outcomes.  相似文献

There is limited amount of empirical studies concerning job satisfaction in inpatient psychiatric care. However, job satisfaction has several implications on public administration and management. The objective of this study is to identify factors having positive impact on job satisfaction among Swedish psychiatric nursing staff in an inpatient psychiatric clinic. The cross-sectional study is based on Herzberg’s motivation-hygiene theory. The survey was distributed among nursing staff at a psychiatric university hospital clinic in Western Sweden. Overall, job satisfaction was rated relatively high, and salary was rated the lowest of all factors investigated. Unlike the premises in Herzberg’s theory, salary showed a positive correlation with job satisfaction and not only in preventing dissatisfaction. Hospital managers must be attentive to salary levels and staff turnover. Psychiatric nursing personnel in Sweden lack competitive salaries, and hospital administrators should encourage nursing staff to improve relationships between staff and managers and establish good relationships among colleagues.  相似文献

Civic-republican theories suggest that an active citizenry is associated with community cohesion, better political institutions and inclusive democratic decision making. The influence of these arguments on the UK Labour government has led policy makers to focus attention on strategies to promote citizenship at a local level. In particular, English local authorities are expected to provide ‘support for citizenship’ as part of their wider duty to promote ‘effective community engagement’. The ways in which they can do this are various, ranging from the simple provision of information to direct support for community networks and groups. This article reports the findings of an extensive study of English councils' efforts to engage, educate and empower local citizens. The paper concludes that although local authorities have made significant progress in recent years in widening the structures for communicating with, and engaging citizens, there remains considerable scope for improving activities that address the learning implications of effective citizenship.  相似文献

Public sector administration in sub-Saharan Africa experiences a myriad of problems of the logical perception between worker dissatisfaction and demotivation of job standards. This study tested the Minnesota Satisfaction Questionnaire (MSQ) in a typical public sector organization in sub-Saharan Africa. A total of 100 usable surveys were analyzed with SPSS. A very low level of job satisfaction was indicated, and more than 83% of respondents indicated dissatisfaction in their pay and the amount of work they do. Significant differences in job satisfaction scores were also found in the educational level of staff, and between genders. The study outcome highlights the roles of employees and organizational weak spots of human resource management (HRM) practices in a typical sub-Saharan African country, and provides an alternative pathway in employee satisfaction and performance outcome.  相似文献

The article discusses possible answers to the question of what constitutes different types of change of state organizations. Drawing upon contributions from organization theory and public administration, classifications of different types of births, survivals, and deaths, are discussed and outlined, providing a mapping of organizational change in state administration along the horizontal as well as the vertical dimension. As an illustration, the article also shows how a detailed classification has been used in the Norwegian State Administration Database.  相似文献

In selecting the United Kingdom/England, Germany, Sweden, France, Italy, Spain and Hungary as comparative cases, and in focusing on three institutional tracks (local leadership, internal administration and external operation), this article first discusses, on the one hand, whether local government has been institutionally strengthened, and on the other, whether governance-type actor networks have expanded in the countries under consideration and whether, across-countries, this developments has shown convergence or divergence. Secondly, it addresses the question of whether the two currents (strengthening of traditional local government and expansion of local governance networks) are conflicting or complementary.  相似文献

The indigenous manpower deficit in the United Arab Emirates (UAE) has resulted in hiring of millions of expatriate employees. In the past decade, this situation has led to many concerns for decision makers as organizational productivity declined. The present study aims at examining the relationship between employees’ nationality and their organizational commitment (OC), in addition to exploring the various forms of commitment exhibited in the workplace. Bivariate and multivariate analyses indicated that OC was multidimensional as employees have expressed differing types and levels of commitment. In addition, nationality of employees was significantly correlated with the level of their commitment. Thus, this study provides several recommendations for researchers and practitioners.  相似文献

Government savings can be a conundrum that perplexes taxpayers. Excessive savings indicate that taxpayers either pay unnecessarily high taxes, or they do not receive adequate returns on services. Insufficient savings leave government officials little financial flexibility. The Great Recession and its aftermath have renewed interest in understanding government savings. This article uses dynamic panel modeling to analyze the determinants of municipal discretionary savings. Results show that risk factors are the primary drivers of municipal savings, and high-risk factors have greater impact on the amount of savings. This finding confirms organization theory’s view of savings as a crucial buffer against risk.  相似文献

The search for improvements in the management and quality of public services seems to be a constant in all public administrations, and there is an ever-increasing use of management techniques and models from the business sector. The aim of this paper is to show which management systems are being used by Spanish local governments to improve their management in terms of economy, quality and the environment. Our analysis is based on a questionnaire sent to Spanish local governments about the tools they use and the factors that influence their implementation. The results show that more efforts are necessary to implement performance measurement and total quality management, but they also show some positive aspects, such as the usefulness of performance measurement and its application to decisions in those local governments that have implemented it.  相似文献

The Lyons Inquiry into English local government presented its Final Report in 2007. It has significant implications for local government jurisdictions beyond England. This article considers the import of the Lyons Inquiry for reform to Australian local government. It is argued that the Lyons Inquiry adds weight to other work that questions the traditional reliance on amalgamation as the chief instrument of Australian local government reform. In particular, the “place-shaping” thesis developed in the Lyons Inquiry shows that the Australian emphasis on structural reform has been misdirected. Further, the Lyons Report offers a range of policy options besides municipal amalgamation.  相似文献

This article maps the key findings from empirical research on how local government mainstreamed new statutory duties to promote equality and good relations in a change implementation process emerging from reform introduced in 1998 to embed the Northern Ireland peace process. It departs from the elite political focus of much of the international literature on peace building and addresses organisational change developments in a context that was intensely politicised, highly contentious and required radical organisational change. Newry and Mourne District Council addressed their problem of perceived inequality in employment, by engaging in a lengthy process of change and development to achieve ‘product’ in the form of a more balanced workforce, power sharing in the Chamber and more participative democratic arrangements for decision-making, both inside the organisation and in external relations. The key factors that facilitated this change process included the availability of political will, change champions, appropriate resources and structural adaptation.  相似文献

Public sector organizations, including local government (LG) entities, continue to resort to value for money (VFM) audit to enhance performance and accountability. Based on the analysis of the consolidated reports on the annual performance-based Functional Organizational Assessment Tool (FOAT)—VFM audit—in Ghana to determine the efficacy of VFM on performance, this article argues that VFM audits constitute a significant public management tool that could enhance LG performance. However, the FOAT reports, like most VFM audits, only provide quantitative evidence, which fails to capture the qualitative or other relevant explanatory factors behind the recorded performance improvement.  相似文献

This study examines prevailing characteristics of public attitudes to local government in Turkey based on the findings of a questionnaire based research project. The level of public knowledge of local government, people's satisfaction with local service provision, public views and complaints about local services are analysed. The findings show that the level of public knowledge of local government is low and people do not complain about local government services although the level of satisfaction is low. The belief that complaints would have no effect is the main reason for not complaining. The impact of sex, age, education, income, length of residence in the locality, housing tenure, and political opinion on public attitudes to local government is also assessed. Of these variables, age, education and income levels are found to be significant.  相似文献

This article explores the electoral performance of minor party and Independent candidates in Scottish local elections from 1974 to 2007. This is a period which began with a major restructuring of local government and ended with a change in the electoral system from first-past-the-post to the single transferable vote. It encompasses a second restructuring in the 1990s, the consolidation of the Scottish National Party as an electoral force, and the creation of the Scottish Parliament. Throughout the period, while there have been ebbs and flows, Independents and minor parties have remained significant players in local electoral politics in Scotland.  相似文献

The £29 billion formula grant stands at the heart of the English local government finance system. This transfer of resource from central to local government has, since 2006–07, been distributed using the so-called ‘four block model’. This extraordinarily complex formula-based funding mechanism aims to ensure that all local authorities are able to provide individuals with a broadly comparable level of public service – offering greatest support to local authorities with high service needs and/or low capacity to raise revenue. This paper outlines the structure and workings of the four block model and, drawing attention to key methodological shortcomings, explains why the resulting distribution of the formula grant is both arbitrary and inequitable. In particular it argues that key model parameters – specifically the need and resource equalisation proportions – are set in order to fulfil a particular funding outcome. This flies in the face of the basic tenets of resource allocation methodology in that, being outcome-led, the approach is clearly neither need-based nor impartial. The paper argues that the four block model fails to meet its own goal of fiscal equalisation, is likely to lead to increasing service disparities, and must be replaced as a matter of urgency.  相似文献

Social media offers governments extensive opportunities to engage with citizens, particularly at the local level. This study investigates the issues that local governments face in implementing social media initiatives. It builds on existing literature by using an interpretive approach to examine the perceptions of public employees and elected officials of local councils in an Australian context. The article reports on the issues that inhibit a move to a more interactive use of social media and examines how these may be addressed. Implications for research and practice are given.  相似文献

This article considers the issue of the audit, control and supervision of local government units in a new paradigm. The author argues that the treatment of audit, control and supervision activities in the present paradigm, in which they are treated separately from each other, or only as a ‘control or audit pyramid’, has so many imperfections that it no longer represents a reliable means of modern good governance. The author presents some ideas for the operation of an integrated system of audit, control and supervision for the local government sector, focusing particularly on small, local government units. Although the author's research is based on the case of Estonia, a small, liberal constitutional democracy with an open economy, his ideas are also applicable to other democratic societies.  相似文献

Cornwall Council is a new ‘unitary’ local authority which was created following the merger of six district councils and one county council on 1 April 2009. A questionnaire survey based on specific ‘dimensions’ of organisational culture was circulated to staff prior to the merger date. Overall, the results indicated a generally congruent culture characterised by a strong team spirit and commitment to the workplace. A number of differences were observed between the cultural orientations of the seven councils, but there was only weak evidence of differences between tiers of management or professional groupings. The study suggests that the new organisation will have to find ways of ‘unfreezing’ staff from their established ways of thinking and working before changes can be properly embedded. It is recommended that the organisational change process shifts from a top-down ‘planned’ approach to a more ‘emergent’ approach to facilitate learning and organisational development.  相似文献

The objective of this study is to examine the predicting role of technostress, on commitment to change. Further, this study assesses the moderating role of internal communication in the technostress and commitment to change relationship. A total of 225 administrative employees in public higher education institutions in the Northern Region of Peninsular Malaysia participated in the study. The findings indicated that techno-invasion and techno-insecurity were negatively associated to commitment to change, while techno-uncertainty was positively related to commitment to change. Internal communication was found to moderate the relationship between techno-uncertainty and commitment to change. Theoretical and practical ramifications are highlighted.  相似文献

This article expands upon the concepts of the local integrity system (LIS) and integrity management system through a qualitative analysis of the integrity frameworks for local government in Great Britain. With an emphasis on the recent English experience, but drawing upon the comparative systems in Wales and Scotland, the article demonstrates some ways in which integrity has been developed, led, monitored, and enforced, and discusses the perceptions of leading stakeholders in relation to this. It will argue, in addition, that recent changes brought by the Localism Act 2011, has potentially weakened the English LIS.  相似文献
