This article explores the possibilities for a normative understanding of the politics of EU development from a republican perspective. It draws on current debates on republicanism, which combine republican, liberal and multicultural themes, and defends an approach to European citizenship and the design of European institutions in which the contemporary republican emphasis on freedom as non-domination is complemented with the multiculturalist concern with group rights that cut across national boundaries. It is argued that the combination of republican institutions and multicultural citizenship can provide a model for European construction.  相似文献

The paper starts from a paradox of contemporary German politics: after the unification of the two Germanies the ethnocultural grounding of German citizenship has lost its historical meaning; at the same time violent conflicts and heated debate over the rights to full membership for immigrants in the German state have developed. After a theoretical discussion of the notions of nation state, citizenship, and immigration, the development of the contemporary paradox of citizenship is sketched historically using two pairs of distinctions: nationhood v. statehood and political v. social (state-mediated) inclusion. The paradox of 'ethnicized' conflicts over Germans v. foreigners is interpreted as a discrepancy between membership in the state on the one hand and membership in the welfare state system on the other—a discrepancy which currently is 'overdetermined' by the socio-economic consequences of unification.  相似文献

Critical theoretical models usually aim to explain complex sociopolitical realities and open some space for constructive change. The "ethnic democracy model," developed by the Israeli sociologist Sammy Smooha, comes to justify the existing state structure in Israel in which democracy is selective and differential vis-à-vis the various social groups in Israeli society. A systematic critique of this model demonstrates the attempts made by Israeli political sociologists to turn the ethnic nature of Israeli democracy into a stagnant ideal-type in a time where regime dynamism and democratization is considered an ideal in world politics. In order to pinpoint the deficiencies in the ethnic democracy model, multiculturalism is utilized as a normative theory that better explains the sociopolitical reality in Israel. This paper concludes by suggesting searching for state recognition of the political benefits of differentiated citizenship and group rights to reduce the rising ethno-cultural conflict in Israeli society.  相似文献

The focus of this article is on citizenship in its juridical sense. Other theorists, especially communitarians and civic republicans, have attempted to expand the idea of citizenship to include a social/political sense; they advocate expanding citizenship beyond its juridical confines to include civic participation as one of the hallmarks of citizenship. A new stage of expansion has begun; it is represented by those who want to make citizenship more multiple and flexible, to see citizenship in a more ethical/normative sense. These expansionist approaches do not jettison the juridical sense of citizenship. In fact, they build upon it. Therefore, these conceptions of citizenship become problematic to the extent that the juridical building block becomes problematic. Thus, the first task is to problematize this juridical sense of citizenship. This article explores a different critical path than the ones typically taken. It pushes the envelope by thinking about citizenship as a weapon. While more exposés of administrative and political abuses involving citizenship claims and issues are needed, this analysis unearths deeper, more fundamental problems with the concept of citizenship. Minimally, it pushes the debate beyond how inclusive or expansive citizenship should be made. It calls for a radical reappraisal of citizenship by recognizing citizenship as a weapon.  相似文献

The search for scientific bases for confronting problems of social policy is bound to fail, becuase of the nature of these problems. They are wicked problems, whereas science has developed to deal with tame problems. Policy problems cannot be definitively described. Moreover, in a pluralistic society there is nothing like the undisputable public good; there is no objective definition of equity; policies that respond to social problems cannot be meaningfully correct or false; and it makes no sense to talk about optimal solutions to social problems unless severe qualifications are imposed first. Even worse, there are no solutions in the sense of definitive and objective answers.This is a modification of a paper presented to the Panel on Policy Sciences, American Association for the Advancement of Science, Boston, December 1969.  相似文献

This article deals with the Israeli–Palestinian conflict through an approach based on citizenship. The article considers the whole historical Palestine (Israel and the so-called Occupied Territories) as a unique unit of analysis, and suggests that the dynamics of citizenship in this area should be analysed through the exam of two fundamental dimensions, relating to membership and territory. In general, the example of the Israeli–Palestinian conflict offers the chance to address the conventional meaning of concepts such as ‘state’, ‘democracy’ and ‘citizenship’, underlying the complex dynamics of inclusion/exclusion of individuals and groups within a collective decision-making process. As far as Palestine is concerned, the centre of gravity and the horizons of the conflict are described through the notion of ‘ruptured demos’, suggesting new directions for comparative research and drawing the attention to the progressive demise of the so-called ‘two-state’ solution.  相似文献

The government of populations within states and the government of states themselves within the international arena are intimately connected. Thus, in order to understand the character of citizenship in the modern world, it is necessary to locate it as part of a supra-national governmental regime in which the system of states, international agencies and multinational corporations play a fundamental role. A brief history of the modern system of states is followed first by an account of liberalism as a project of government emerging within that system, and secondly by an examination of how twentieth-century changes in the system of states have impacted on that liberal project. Where the liberal government of non-Western populations was once predicated on a denial of citizenship it is now channelled through the promotion of citizenship in states that are themselves increasingly subject to the rigours of the market.  相似文献

Since the early 1970s, there have been highly sophisticated arguments and conceptual discussions put forward in relation to how Western liberal democracies might wish to manage their diverse ethnic minority populations. It is apparent, however, that in the current climate, the important principles of unity and diversity are insufficient to challenge differing forms of ethnic, racial, and religious inequality. This paper argues that because of its underlying assumptions and modus operandi in the post-September 11 climate, British multiculturalism has been ineffective, even supporting some commentators' suggestions of a return to assimilationism. There is a new era in post-September 11 political hegemony, economic determinism and structural and cultural racisms, with European government rhetoric and public policy almost exclusively aimed at Muslims—whether as existing citizens or as part of a process of limiting immigration (which has tended to be from mainly Eastern European, North African, and Middle Eastern sending regions and nations). The example of New Labour and how it has attempted to deal with multiculturalism in Britain is a case in point. The discussion explores the changing concept of multiculturalism with special reference to British Muslims and debates that emerge in relation to identity, nation and civil society. It is argued that the experience and treatment of British Muslims is important to explore and appreciate in the current climate as it provides a test case for the future of (a) British multiculturalism and (b) British Muslims in society per se.  相似文献

In The Transformation of Political Community (Cambridge: Polity Press, 1998) Andrew Linklater suggests that he and Jacques Derrida share a “vision in which the totalising project is brought to an end” (pp. 74–75). However, the concept of citizenship acts as a prism through which Linklater and Derrida diverge radically. Linklater defends a dialogic conception of cosmopolitan citizenship in pursuit of more inclusive political arrangements. For Derrida, on the other hand, the future of the political requires radical openness to the coming of a universal alliance or solidarity beyond or in protest against citizenship. This article explores the divergence: first, to call into question Linklater's self-emplacement; second, to open up new angles of critique of his vision expressed in The Transformation of Political Community; and third, to emphasise the force of the Derridean argument.  相似文献

The currently accepted theory of collective action presumes that individuals are helplessly trapped in social dilemmas. This has led to a form of policy analysis that presumes external authorities must solve all collective-action problems. The presumed universal need for externally implemented incentives is based, however, on a single model of rational behavior. This model has been shown to be an inadequate foundation to explain extensive empirical findings from the field and the experimental laboratory related to nonmarket settings. Thus, it is necessary to adopt a broader theory of human behavior that posits multiple types of individuals – including rational egoists as well as conditional cooperators – and examines how the contexts of collective action affect the mix of individuals involved. I will briefly review the empirical evidence related to intrinsic motivations and how external incentives may crowd out or crowd in behaviors that are based on intrinsic preferences. I then discuss the delicate problem of designing institutions that enhance citizenship rather than crowding it out. The penchant for neat, orderly hierarchical systems needs to be replaced with a recognition that complex, polycentric systems are needed to cope effectively with complex problems of modern life and to give all citizens a more effective role in the governance of democratic societies.  相似文献
