Cooperation between China and traditional donors in Africa is a part of new triangular mode of development bringing together three parties:traditional donors,emerging donors,and the beneficiary countries.Traditional donors and emerging donors act together in favor of and in cooperation with beneficiary countries.Triangular development cooperation is an extension of classical North-South and South-South cooperation.As yet,it does not feature prominently in the global development cooperation architecture.China’s emergence as a significant contributor of development aid to Africa,however,has now become a hot topic in China,Africa and the West,and questions are being raised about the way in which China and the traditional donors will engage with each other in Africa.This article argues that while China and the traditional donors face a number of challenges,there is potential for the two parties to implement further cooperation in Africa.  相似文献

Gao Ge Located between big powers, the Central and East European countries often look up to the big powers or the big power groups for protection in choosing their road of development. Thus they are especially prone to the impact of the changing international relations, and are mostly modes transplanted from outside. Their Europeanization is also the transplantation of Western modes, but compared with the attempt to imitate the Western democracy as after the end of WWI and the mechan- ical copy of the Soviet mode following the outbreak of the cold war, the difference now is that the cur- rent transplant benefits from their own subjective will, the aptitude of their national conditions as well as their favorable internal and external conditions. It has been widely recognized that development and humanitarian agencies play a key role in post-conflict peace building. The anarchical and chaotic conditions of failing states are considered the sources of conflict. International military response is not enough to uproot the sources or to prevent conflict from reviving. In the long term, coordinated development and humanitarian program are required to help failing states reform their political institutions, improve security and judicial systems, promote social and economic development, and eradicate underlying socio-economic, cultural and humanitarian problems leading to the conflict. ① It is not equally recognized,however, that development and humanitarian agencies also contribute in the campaign by international military forces to establish a workable level of security in the operational space. In this essay, I examine three important roles that development and humanitarian agencies play in this regard, namely: mine action, Disarmament, Demobilization,Rehabilitation and Reintegration (DDRR) , and intelligence.  相似文献
