Local electoral systems in transitional polities can play a critical role in the growth and development of democratic governance. In this study, the impact of electoral system change at the subnational level in an African nation, Senegal, is examined. Senegal recently altered the electoral system it employs for the selection of its local and municipal councils. The mixed plurality-proportional system, favors the largest parties. It clearly introduced distortions between the distribution of voter support and seats on councils. These distortions are modified by the proportional part of the vote which provides opportunities for smaller parties to obtain seats. The presence and impact of strategic entry and strategic voting, both in rural and urban areas is assessed.  相似文献

Most accounts of electoral system change tend to consider it as being driven by purely partisan interests. Political parties are expected to change the electoral rules as a way to maximise gains or minimise losses. However, little work has been done on the question of why electoral reforms are so scarce in spite of these potential benefits. In this study, a wide range of both factors that may foster (‘catalysts’) and ones that may hinder (‘barriers’) the change of electoral institutions are investigated. A statistical analysis is performed of 16 West European countries from 1975 to 2005, covering 23 reforms of the proportionality of their electoral systems. It is found that procedural barriers are more effective for explaining the likelihood of electoral reforms than (most of) the catalysts. Additionally, there are indications that courts may play a more active role in triggering reform than previously thought.  相似文献

There is an assumption in much of the electoral engineering literature that domestic episodes of electoral system choice occur in a vacuum, isolated from international influences. Yet this assumption remains largely untested, despite the comparative focus of much of that literature. This article focuses on part of this gap by considering two electoral mechanisms that seek to limit party system fragmentation under proportional representation – low district magnitudes and high electoral thresholds – and shows that the mechanisms have spread across many European countries during the post‐1945 period. Analyses reveal that national legislators are more likely to adopt one of these electoral mechanisms when a large number of peer countries have made similar choices within the last two or three years. This effect is robust to various model specifications and to the inclusion of multiple controls. The article also offers some qualitative evidence from case studies and parliamentary debates.  相似文献

Under what conditions is decentralisation a salient issue for state‐wide political parties? It is argued in this article that the extent to which state‐wide parties emphasise decentralisation depends on their strategic considerations: on their overall ideology, on the electoral incentives created by the context in which they compete, and on the interaction between the two. The results of the analysis of party manifestos in 31 countries since 1945 are as follows. First, parties that pay greater attention to cultural matters relative to economic matters tend to talk more about decentralisation. Second, the systemic salience of decentralisation also encourages parties to talk more about decentralisation. Third, the larger the regionally based ethnic groups within a country, the more salience all state‐wide political parties will attach to decentralisation. Finally, only parties that put greater relative emphasis on cultural matters tend to respond to the electoral threat of regionalist parties. The influence of territorial diversity on the salience of decentralisation thus works through two channels and is partly conditioned by political parties’ ideological profile.  相似文献

On the eve of Chile's transition from military to elected government, the outgoing regime enacted an electoral engineering project intended to conserve the constitutional order it encoded in 1980. An analysis of 1989 and 1993 general elections shows that the way votes are translated into seats favors, as intended, the second largest electoral block, the Chilean Right. This bias, along with the number of appointed senators and the special majorities required for constitutional amendments, gives the Right a minority veto power on any reform initiative. Moreover, the electoral system produces incentives for parties, candidates and voters that enhances this balance of power. The role that the electoral system plays in Chile therefore consolidates a limited form of democracy, rather than a liberal one.  相似文献

The assignment of policy competencies to the European Union has reduced the divergence of party policy positions nationally, leaving the electorate with fewer policy options. Building upon insights from spatial proximity theories of party competition, the convergence argument predicts convergence particularly in policy domains with increasing EU competence. As the policy commitments that derive from EU membership increase, parties become more constrained in terms of the feasible policy alternative they can implement when in office. The analysis uses manifesto data at the country‐party system level for nine policy domains. It uses ordinary least squares (OLS) estimation with country fixed effects, a lagged dependent variable and country corrected standard errors. Controlling for other factors that could plausibly explain policy convergence, the models also assess whether the convergent effect of party positions varies across different types of parties. The main finding is that in policy domains where the involvement of the EU has increased, the distance between parties' positions tends to decrease. The constraining impact of EU policy decisions differs between Member and non‐Member States. This effect is more apparent for the policy agendas of larger, mainstream and pro‐EU parties in the Member States.  相似文献

ABSTRACT

As has been demonstrated by scholars, different levels of a polity may encompass different political regimes. In this study we examine variations in regional political regimes which have developed under Russia's system of electoral authoritarianism. Comparing the results of two cycles of regional assembly elections (2008–12 and 2013–17) we analyse and compare elections results and levels of electoral contestation in both the party list (PL) and single member district (SMD) contests. This allows us to identify the range of sub-national regime variations: ‘hegemonic authoritarian’, ‘inter-elite bargain authoritarian’, ‘clearly-competitive authoritarian’, and ‘moderately-competitive authoritarian’ regions. Approximately half of the regions demonstrate stable electoral patterns across both cycles. At the same time, none of the regions go beyond the authoritarian limitations imposed by the Russian regime. The variation is explained by a combination of structural and agency factors with a prevalence of the latter.  相似文献

ABSTRACT

We examine the outcomes of the provincial elections having been held in Canada since the Great Recession and compare them with outcomes from past decades. Given the severity of the 2008 financial crisis, we test for whether provincial governments’ electoral fortunes over the recent period have been negatively impacted by this important economic shock. Our analyses of aggregate-level provincial electoral outcomes: (1) confirm that provincial incumbent parties are held accountable for provincial economic conditions; (2) show that this provincial economic voting pattern has been heightened during the financial crisis; and (3) demonstrate that provincial incumbents also incur vote share losses when national economic conditions worsen and their respective family party is in power at the federal level, although this referendum voting pattern appears to have been unaffected by the financial crisis.  相似文献

This article explores the question of why coalition partners negotiate and publish coalition agreements before entering into a cabinet and why the content of these agreements varies so widely. Some scholars suggest that coalition partners draft agreements for electoral purposes, while others suggest that coalition agreements can be used to commit to policy negotiations. Although both sides of the debate have uncovered supportive evidence, the literature remains in disagreement. This article provides new organisation of previous work on agreements and develops two alternative theoretical arguments about the crafting of coalition agreements. It is argued here that coalition partners consider both electoral and policy motivations during the drafting of agreements and that the dominance of one of these motivations is conditional on the degree of issue saliency and division between partners. Empirical support is found for the theoretical argument that coalition partners include low saliency issues in the coalition agreement on policy dimensions on which they are less divided, and that coalition partners include high saliency issues in the coalition agreement on policy dimensions on which they are more divided.  相似文献

Most theories of legislative behaviour explain the behaviour of MPs through electoral incentives. However, they fail to explain variation in parliamentary activity when individual electoral incentives are largely absent. This article studies MPs’ activity in such a parliament: the Dutch Tweede Kamer. It examines four clusters of incentives that may drive parliamentarians to be active. Party and committee environments provide the best explanation for the level of activity of individual MPs. Reselection and promotion prospects explain MPs’ behaviour, but only under more particular specifications. Re-election prospects were not found to affect activity levels.  相似文献

Abstract

In mixed-member electoral systems, voters usually have two votes: a nominal and a list vote. According to some studies, voters are increasingly using them to cast a split-ticket vote. However, very little is known about whether the type of mixed-member system, and in particular whether the allocation of seats across tiers is linked or not, creates different sets of incentives for this behaviour. This article provides new insights into the topic by analysing survey data from seven countries and 18 elections since 1990. It is found that the proportion of split-ticket votes is greater in mixed-member proportional than in mixed-member majoritarian systems. The results suggest that voters understand the operation of the electoral system and its consequences for the distribution of seats among parties, and adapt their behaviour accordingly.  相似文献

The September 2013 elections in the regions of Russia resulted in victories of the major pro-government party, United Russia, in 16 regional legislative elections, and brought success to incumbent chief executives in eight gubernatorial elections. However, the apparent recovery of United Russia from the trauma of the 2011 national legislative elections stemmed not so much from its increased popularity in the electorate, but rather from its ability to engage in manipulative vote-splitting strategies against the opposition. The rules of candidate nomination in gubernatorial elections were so restrictive that most of these elections could not be characterized as truly competitive.  相似文献

Legislators are political actors whose main goal is to get re-elected. They use their legislative repertoire to help them cater to the interests of their principals. It is argued in this article that we need to move beyond treating electoral systems as monolithic entities, as if all legislators operating under the same set of macro-rules shared the same set of incentives. Rather, we need to account for within-system variation – namely, candidate selection rules and individual electoral vulnerability. Using a most different systems design, Germany, Ireland and Portugal are leveraged with both cross-system and within-system variation. An original dataset of 345,000 parliamentary questions is used. Findings show that candidate selection rules blur canonical electoral system boundaries. Electoral vulnerability has a similar effect in closed-list and mixed systems, but not in preferential voting settings.  相似文献

What motivates political parties in the legislative arena? Existing legislative bargaining models stress parties’ office and policy motivations. A particularly important question concerns how parties in coalition government agree the distribution of cabinet seats. This article adds to the portfolio allocation literature by suggesting that future electoral considerations affect bargaining over the allocation of cabinet seats in multi-party cabinets. Some parties are penalised by voters for participating in government, increasing the attractiveness of staying in opposition. This ‘cost of governing’ shifts their seat reservation price – the minimum cabinet seats demanded in return for joining the coalition. Results of a randomised survey experiment of Irish legislators support our expectation, demonstrating that political elites are sensitive to future electoral losses when contemplating the distribution of cabinet seats. This research advances our understanding of how parties’ behaviour between elections is influenced by anticipation of voters’ reactions.  相似文献

This article links the consequences of the Great Recession on protest and electoral politics. It innovates by combining the literature on economic voting with social movement research and by presenting the first integrated, large-scale empirical analysis of protest mobilisation and electoral outcomes in Europe. The economic voting literature offers important insights on how and under what conditions economic crises play out in the short-run. However, it tends to ignore the closely connected dynamics of opposition in the two arenas and the role of protests in politicising economic grievances. More specifically, it is argued that economic protests act as a ‘signalling mechanism’ by attributing blame to decision makers and by highlighting the political dimension of deteriorating economic conditions. Ultimately, massive protest mobilisation should, thus, amplify the impact of economic hardship on the electoral losses of incumbents and mainstream parties more generally. The empirical analysis to study this relationship relies on an original semi-automated protest event dataset combined with an updated dataset of electoral outcomes in 30 European countries from 2000 to 2015. The results indicate that the dynamics of economic protests and electoral punishment are closely related and point to a destabilisation of European party systems during the Great Recession.  相似文献

Populist radical right parties are considerably more popular in some areas (neighbourhoods, municipalities, regions) than others. They thrive in some cities, in some smaller towns, and in some rural areas, but they are unsuccessful in other cities, small towns, and rural areas. We seek to explain this regional variation by modelling at the individual level how citizens respond to local conditions. We argue that patterns of populist radical right support can be explained by anxiety in the face of social change. However, how social change manifests itself is different in rural and urban areas, so that variations in populist radical right support are rooted in different kinds of conditions. To analyse the effects of these conditions we use unique geo-referenced survey data from the Netherlands collected among a nationwide sample of 8,000 Dutch respondents. Our analyses demonstrate that the presence of immigrants (and particularly increases therein) can explain why populist radical right parties are more popular in some urban areas than in others, but that it cannot explain variation across rural areas. In these areas, local marginalization is an important predictor of support for populist radical right parties. Hence, to understand the support for the populist radical right, the heterogeneity of its electorate should be recognized.  相似文献

Electoral rules should affect parliamentary behavior. In particular, deputies elected from single-member districts should be more likely to deviate from the party line than deputies elected under proportional representation. This paper suggests a framework for conceptualizing and modeling the effect of the type of mandate on deputies’ propensity to cast deviating votes in mixed electoral systems. The proposed modeling strategy uses disaggregated voting data and integrates dependencies among observations in a multi-level design. Empirically, the paper analyses voting behavior in the 16th German Bundestag (2005–2009) and shows that the odds of district MPs to deviate are significantly higher despite frequent claims that the two types of MPs behave alike. However, the behavioral differences cannot be attributed to attempts by district MPs to follow their local constituents as competing principals.  相似文献

This article investigates the new party politics of welfare states with a particular focus on electoral competition. The argument is that welfare state politics are no longer just about more or less, but involve trade-offs among ‘new’ versus ‘old’ social rights, and hence social investment versus social consumption. However, party priorities on these issues are highly dependent upon their electoral situation. As electoral competition becomes more intense, parties focus more on vote maximisation than on their traditional policy goals. For left parties, this means focusing more on social investment, which appeals to their growing constituency of progressive sociocultural professionals, and less on defending the traditional income maintenance programmes favoured by their core blue-collar voters. Centre-right parties, on the other hand, should hesitate to retrench old social rights when electoral competition intensifies because they need to prioritise their appeal to culturally conservative working-class voters over their traditional fiscally conservative policy profiles. Using a new dataset and a recently published measure of electoral competitiveness, the article shows that as electoral competition intensifies, left governments are willing to prioritise social investment by reducing pension rights generosity in order to expand programmes for new social risks, while centre-right governments by contrast avoid retrenchment of pension rights and pension expenditures. The findings demonstrate that this relationship is moderated by the presence of a credible radical right challenger, which increases the electoral risk of welfare state recalibration.  相似文献
