Right-wing populist parties in Germany were unable to benefit from the success of their counterparts in neighbouring Western European states from the mid-1980s. Despite this failure, there were several attempts to establish such a party in Germany. Even the ‘centre’ of the political spectrum attempted to approach populist structures and content, and this was especially true of the FDP during the 2002 parliamentary election campaign. After a discussion of the term ‘populism’, we analyse the different parties' opportunities, political proposals and the reasons why they ultimately failed. We then examine the recently founded party ‘The Left’ as a case of left-wing populism, a rarely discussed topic, and we pay particular attention to the development of the leftist alliance between PDS and WASG. Finally, we discuss whether a leftist populist grouping could, perhaps, have better prospects for success in the German party system than a right-wing populist party.  相似文献

Despite a growing convergence in the attitudes and behaviours of voters in the unified Germany, research shows that eastern and western German voters continue to differ over general ideological issues. How well does the party system in the unified Germany represent this ideological diversity? To answer this question, this paper analyses the extent to which (1) parties-in-electorates, (2) parties-in-parliament and (3) parties-in-government agree ideologically with voters from both regions between 1980 and 2013. Hypothetically, a lop-sided representation pattern, where the ideological location of parties converges primarily with those of western voters, suggests that existing ideological differences become institutionalised. Contrary to this scenario, we find that the German party system effectively articulates the ideological preferences of western and eastern voters. The same applies to parliaments and governments where the election outcome rather than any institutional bias affects the distance of parties to voters in the East and the West.  相似文献

Using data from a recent nationwide survey, we provide the first analysis of the supporter base of the Alternative for Germany (AfD) since the party's split and ideological re‐orientation in mid‐2015. Hypotheses are derived from the literature on Populist Radical Right Parties (PRRP s) in Western Europe. Our findings indicate that AfD support—despite the party's euro crisis origins and rapid organizational and ideational changes—is by now due to largely the same set of socio‐economic, attitudinal and contextual factors proven important for PRRP parties elsewhere. Right‐wing political attitudes concerning immigration, political distrust, fears of personal economic decline, as well as gender and socialisation effects are the most relevant explanatory variables. However, some of our findings – the importance of right‐wing economic policy preferences, the strong support by certain immigrant groups, and the role of the long‐term regional political context – stand out and distinguish the AfD from other Western European PRRP s.  相似文献

While political parties in Germany have been steadily losing members for more than two decades, there has been no sign of a breakdown in their day-to-day grass-roots activities. Despite many prophecies of doom, the ‘party on the ground’ does not seem to be dead yet. There is some evidence that the declining number of party members is compensated for by an increasing share of party activists. The question is how the erosion of the political parties’ member-ship base affects their levels and types of activity. This paper aims to describe and explain these two dimensions of activity in German political parties, using data from German party membership studies from 1998 and 2009. The analyses show that parties are partly able to compensate for membership losses via an increased activity of the remaining members, but at the same time, it is possible that changes in the social profile and motivations of the most active group of members may lead to future difficulties in coping with party work and canvassing new members.  相似文献

When do voters switch from mainstream to niche parties and vice-versa? To understand these switches, we focus on the saturation of the party system. We theorize that when a party system is oversaturated – i.e. when a higher effective number of parties contests elections than predicted based on socio-political contextual characteristics (the system's ‘carrying capacity’) – it becomes increasingly likely that: (1) mainstream party voters defect to niche parties; and (2) niche party voters refrain from switching to mainstream parties. Based on vote-switching patterns in 15 countries and 53 elections, we find that oversaturation increases shifts from mainstream to niche parties. Further analyses show that this holds for shifts from mainstream to radical left and right parties, but not for shifts to green parties. This has important consequences for research on vote switching, the electoral consequences of policy differentiation and the competition between niche and mainstream parties.  相似文献

To what extent does the federal political arena contaminate the regional one in Germany? Does a party’s position as government or opposition on the federal level have a systematic impact on its performance in Land elections? Land elections are often characterised as second order elections, but existing empirical studies that use real election data suffer from important methodological problems. Unlike previous approaches using survey data or comparing vote shares in regional and federal elections, we analyse contamination in two ways. First, we test whether a party’s role at the federal level has a systematic impact on gaining or losing office at the Land level. Second, we examine the vote difference of parties relative to their result in the previous election in the Land. Drawing on a complete dataset of all Land elections from 1949 to 2017, we find confirmation for two phenomena well known in comparative electoral studies. First, the anti-incumbency effect: government parties tend to lose votes. In the German context, as in many other multilevel systems, this is exacerbated by the second effect: contamination. Gaining power or votes on the Land level is very difficult when a party is in government on the federal level.  相似文献

The electoral success of the post‐communist PDS has surprised politicians and academics alike. The PDS has been able to find a niche for itself within the German polity by articulating territorially salient political difference. The PDS has expanded its voter base beyond merely the politically disaffected and the former ‘Dienstklasse’ of the GDR, as it has developed into an effective articulator of eastern German interests. Western German parties have been unable to incorporate differences in eastern German attitudes and perceptions into their political platforms — leaving space for a regionally concentrated political party (the PDS) to establish itself.  相似文献

In the last two decades party membership numbers have declined in many parliamentary democracies, including in Germany. This article investigates how German parties have reacted to their losses, considering both the domestic and wider implications of their evolving responses. Their approaches include introducing multi-speed affiliation options, and providing new opportunities for members to affect party decisions. These changes are not unique to Germany, but they may have special meaning here, because the Federal Republic’s constitutional tradition treats membership-based political parties as key engines of representative democracy. The German parties’ experiences illustrate how membership losses can spur organisational experimentation, including in ways that have the potential to boost partisan political participation both within and around the parties.  相似文献

Within the e-campaigning activities of political actors in Germany, the Wahl-O-Mat has emerged as a popular ‘non-party’ online tool which has been used by millions of voters before elections in Germany. An analysis of the users can provide information about the characteristics of people resorting to this and other types of online pre-election tools. Based on an application-specific approach, hypotheses about the users are developed in light of the uses and gratification theory, taking into consideration normative expectations associated with the rise of the Internet. Whether the Wahl-O-Mat helps fulfilling these expectations is analysed by drawing (1) on data generated by an online exit survey of the Wahl-O-Mat users and (2) on datasets of the German Longitudinal Election Study 2009. The findings show that users of the Wahl-O-Mat largely belong to a group of young and politically interested voters who resort primarily to the Internet to collect political information.  相似文献

In modern representative democracies political parties are the main institutions responsible for providing linkage between citizens and the state. One way to do this is through organizational linkage mechanisms, especially the representation of a party’s voters through the party membership. This paper tries to describe the attitudinal representativeness of German party memberships in terms of left-right positions using data from two party membership studies from 1998 and 2009. In a second step, the determinants of divergent attitudes of party members from the position of the parties’ voters are analyzed on an individual level, testing four possible explanations for this.  相似文献

After 58 years in the position of dominant political party, the Christian Democrats suffered from an electoral defeat in the Baden-Württemberg state election of 27 March 2011 and, as a result of the election, the first Green prime minister was elected and headed a state government formed by the Green and the Social Democrat parties. The main reasons for this political landslide were the unique constellation of political issues and the voters' attitudes towards the candidates for the office of prime minister. Instead of economic issues traditionally ‘owned’ by the Christian Democrats, the nuclear catastrophe in Fukushima and the bitter conflict over the reconstruction of the Stuttgart railway station brought ‘new politics’ issues to the top of the agenda. Moreover, never before in the history of German state elections was a prime minister running for re-election as unpopular as the leading candidate of Christian Democrats. The 2005 German parliamentary elections produced two parties claiming victory, the inability to form a government, and Germany's second post-war grand coalition government. This article explores the peculiarities in the contemporary dynamic of the German party system. It considers the strategy and motivation of parties and the effect of party competition. A key focus is to revisit and evaluate the predictive power of Otto Kirchheimer's ‘end of ideology’ proposition in the German case. On the one hand, mainstream parties seem to be converging at the ideological centre across Western Europe. At the same time, some party polarisation within the party system is evident as more marginal parties such as those of the far left and far right have gained votes at the expense of the mainstream parties in recent elections. A third possibility is that both of these circumstances have produced a political void with voters becoming increasingly apathetic and non-ideological. This paper argues that in the aggregate, trends do not reflect the predictions of Kirchheimer.  相似文献

How does national crisis management affect the electoral fortunes of coalition governments? Drawing on micro-level data from just before the 2009 federal elections in Germany, this article investigates how voters' evaluation of specific policies against the global financial crisis affected approval of and voting intentions for the then-governing grand coalition. We find that voters in favour of the two most prominent anti-crisis policies, the car-scrap bonus and the public guarantee for banks, were more likely to approve of and to vote for the two incumbent parties. These evaluations of specific policies influenced individuals' vote choice in addition to their assessments of the economic situation more generally and in addition to party identification. This suggests that even in the greatest economic turmoil with blurred political responsibilities, government parties can win or lose voters through the implementation of specific economic policies.  相似文献

The present article empirically examines the social composition of German political party membership. In the first stage of the analysis, party members are compared with the total population and with voters. This makes it possible to identify potential deficiencies in the political representation of certain social groups. In the second stage, party membership is regressed on individual characteristics. This makes it possible to study cleavage structures. Since the empirical analysis includes data from the 2009 German Party Membership Study as well as from the 1998 Potsdam Party Membership Study, we are able to investigate changes over a period of eleven years. In light of the empirical findings, we then consider whether German parties are socially representative of the German population and their respective voters.  相似文献

This article explores how European integration is contested between political parties in debates of the German Bundestag. Distinguishing between ‘domestic’ debates about the conduct of EU policy-making by the German government and ‘supranational’ debates about the institutions and policies of the European Union, the article asks for thematic objects and patterns of polarisation between parties within these debates. Presenting empirical evidence from the manual coding of 23 plenary debates during the second ‘Grand Coalition’ government, it is shown that the polarisation between parliamentary parties differs greatly at both levels of discussion. Whereas the antagonism between government and opposition appears to determine the polarisation of parties in ‘domestic’ debates, more ambiguous and atypical position patterns emerge on behalf of supranational issues. Therefore, the article suggests that a differentiation of various levels of debate is helpful in capturing the polarisation of political parties over the issue of European integration.  相似文献

One of the key functions of political parties in modern democracies consists of mobilising the voters and thereby integrating them into the political system. Opinion formation and interest representation by political parties are central to linking people and government. This article concentrates on the way in which political parties perform these tasks. Presenting the main findings of an empirical study into the use of direct mailing by the two major parties in Germany, the SPD and the CDU, the paper discusses its effectiveness as a new means of communication between political parties and their voters. More specifically, it shows how direct mailing is put to use and to what extent its themes reflect the themes of relevant election programmes. The paper concludes that direct mailing has been more widely used only since the change in legislation on party finance but has the potential of developing into an important means of communicating party policies to members and potential supporters.  相似文献

After the reunification of West and East Germany, West German laws, lawyers and judges almost completely replaced the East German legal system, giving rise to a unique situation in which ‘old laws’ governed ‘new citizens’. Are West German laws and legal institutions incompatible with the socialist values of East Germans? Or do East Germans judge legal institutions based on their performance? Using three surveys from the 1990s and 2000s this article shows support for both cultural and performance approaches to institutional trust, but suggests that the impact of cultural factors may have declined over time. Improved economic and political performance in the 2000s, moreover, has led levels of trust in the East to reach nearly the same levels as in the West. Surprisingly, the results show as well that ‘socialist values’ in West Germany are also a barrier to trust in the courts.  相似文献

Abstract: Surveys are sometimes used to assess preferences towards policy issues that are remote from experience and that have never been publicly discussed. How do these preferences of isolated survey respondents compare with preferences expressed by voters who have access to advice from competing political parties? I address this question by conducting a field experiment with a sample of the general public in which I experimentally control the subjects’ access to the actual positions of competing parties and interest groups on specific novel policy propositions. Access to party positions decreased approval of the proposed environmental policy among right‐wing voters by over fifty percent, and this effect was similar for different educational groups. When voters had access to party positions, their policy preferences were more consistent with their general political orientation. I conclude by discussing implications of these results for the debate about voter competence and for preference elicitation using surveys.  相似文献

Germany has witnessed a drastic decline in turnout and, at the same time, a clear increase in voter volatility, late deciding and party switching. These changes affected all layers of the federal system to different degrees and with varying speed. While standard explanations refer to processes of modernisation and value change to explain the decline of stable and loyal partisanship, this article focuses on the role of an – until now – neglected aspect: the significance of multi-level voting in both maintaining voter stability and fostering its decline. After all, party loyalty needs to be re-activated and mobilised across individuals' life-cycles. Electoral campaigns are the prime occasion for parties to revive the link with ‘their’ core clientele. When campaigning is frequent, as in federal systems, mobilising takes place almost constantly. This article argues that multi-level voting contributed considerably to the stability which characterised German party politics for decades after World War II. However, since parties increasingly use campaigns to recruit new voter segments at the expense of mobilising core voters, today, multi-level voting has negative effects on stable party attachments and thus contributes to the increase in fluidity and volatility we witness today.  相似文献

In contrast to national elections, both parties and voters are assumed to think that ‘less is at stake’ in European elections: Campaigns are less intense, turnout is lower, and citizens are more inclined to ‘vote with their hearts’. The latter should be reflected in differing rationales of voting – party choice should not be based on identical determinants in national and European elections. However, this hypothesis has not been sufficiently tested and most of the research is based on the analysis of aggregated data while causal explanations are located on the micro level. This paper compares vote functions of individuals in regard to the 2009 European Parliament election as well as the 2009 German Federal election. Using data from the German Longitudinal Election Study (GLES), comparison of explanatory models shows that party choice on both levels is neither fundamentally different nor does it fit into the pattern of second-order electoral behaviour.  相似文献
