This article investigates emerging governance arrangements at the intersection between forest management and climate policy. The authors deploy the symposium's three‐dimensional framework to describe and evaluate developments within two distinct policy sectors (forestry/climate change adaptation and mitigation) at several levels of governance (bi‐national, national, and sub‐national) to explore the nature and operation of the emerging governance arrangements, and assessing and measuring change within these arrangements over time. Drawing on four contemporary case studies from the US and Canada, New Zealand, British Columbia and Alaska, the authors discern little evidence of a generalized, linear trend from ‘government to governance’. Instead, they conclude, across institutional, political and regulatory dimensions of governance, a more variegated and diverse picture emerges. Their analysis also lends support for the Trubek and Trubek (2007) hypothesis that emerging governance arrangements typically interact with extant ones through modalities of rivalry, complementarity and transformation.  相似文献

The European Union (EU) inherited ‘indirect administration’ from classical international organizations: policies adopted by the international organization are subsequently to be implemented nationally by member states themselves, and not by bodies owned by the international organization. This arrangement has often led to legislation being incorporated and applied rather differently across countries. In order to harmonize implementation practices within the EU, we have witnessed a development from ‘indirect administration’ to more ‘direct administration’ in the sense that national agencies work closely with the European Commission, EU agencies and sister agencies in other member states, partly bypassing national ministries. Thus, stronger coordination across levels may counteract strong coordination at the national level. This ‘coordination dilemma’ seems to have been largely ignored in the literatures on EU network governance and national ‘joined‐up government’, respectively. The ambition of this article is twofold: first, the coordination dilemma is theoretically and empirically illustrated by the seeming incompatibility between a more direct implementation structure in the multilevel EU administrative system and trends towards strengthening coordination and control within nation states. Second, the article discusses organizational arrangements that may enable systems to live with the coordination dilemma in practice.  相似文献

The partnership principle in EU cohesion policy was introduced in order to involve subnational authorities and interest organizations in policy formulation and implementation. In this article we examine how the member states have reacted to this call for a new way of making public policy. We argue that the multi‐level governance literature and the critics of the multi‐level governance framework have not examined implementation structures properly, but have focused on regional influence. We conduct a comparative analysis of the Dutch and Danish implementations of the European Social Fund and the European Regional Development Fund. Our findings show that when examining implementation structures it becomes clear that member states are in full control of the re‐allocation of EU funds. They show that Denmark and The Netherlands have been able to absorb EU cohesion policy within already existing national implementation structures of labour market policies and regional development. One central theoretical implication of our study is that the focus of studies of any fundamental re‐allocation of power resources in cohesion studies should comprise the entire network of implementation rather than the strategies of its individual component actors.  相似文献

Having explained their adoption, analysts are now trying to understand how EU environmental policies have subsequently evolved over time. In 2003, David Vogel famously speculated that having overtaken the US in the environmental race to the top, EU policies would also eventually succumb to policy gridlock, that is, neither expanding nor dismantling. Empirical research has since confirmed that EU policy expansion is in decline, but less is known about why dismantling has also been very limited. This article breaks new ground by reconfiguring dismantling—a concept developed for national policy systems—to explain the various dismantling strategies deployed at EU level (1992 to 2016). It finds that the absence of significant dismantling is due both to the symbolic nature of early dismantling attempts and the failure of more recent attempts to build coalitions that overcome institutional obstacles to policy change in the EU.  相似文献

The paper examines the Europeanization process and the impact of the European Union (EU) on national healthcare policies, using the example of Denmark. The analysis reveals that although health policy formally falls within the competence of member states, the impact of the EU is becoming increasingly conspicuous and has contributed to a gradual restructuring of healthcare boundaries as well as of some of its organizing principles. Furthermore, the process and impact have a de‐structuring effect on the more traditional governance tools used in relation to healthcare. The paper concludes that the EU has a significant impact and that we may be witnessing the formation of a new institutional legacy that represents the initiation of a Europeanized healthcare model: a model emerging around a new set of stakeholders, principles and structures, which includes the market, principles of free movement, patient choice and patient rights institutionalized and safeguarded by the EU.  相似文献

The paper considers the extent to which domestic regional policy in the Central East European EU member states has been ‘subsumed’ into cohesion policy approaches. It acknowledges that directions of domestic regional policy change vary with processes of EU policy transfer, adaptation, emulation or resistance. This variation occurs across time and across member states. Crucially, the paper argues that interaction between cohesion policy and national regional policy systems also varies according to different regional policy components. Drawing on research from across the member states, the analysis breaks policy down into a number of key dimensions (objectives, instruments, spatial targeting and governance) and assesses the interaction between EU and domestic approaches and agendas.  相似文献

This article examines the relevance of the European Union (EU) model of governance in explaining the innovative administrative arrangements established by the 1998 Good Friday Agreement, the North‐South Ministerial Council (NSMC), and in particular its joint secretariat. The first section of the article sets out five models of the EU that may be applied to the NSMC. The second section provides an overview of the cross‐border relationship until 1998 and the third section examines the administrative relationship since 1998. In conclusion, the similarities between the NSMC secretariat and the open coordination model of the EU are highlighted.  相似文献

Although European Union (EU) membership generates similar functional pressures for national administrations, member states developed institutional arrangements that show marked cross‐country variation in the coordination of EU policy. This article examines and assesses the institutions and mechanisms established in Hungary for formulating policy positions on the domestic level. In line with the general features of central government, the system is highly centralized and hierarchical, and has been characterized by a comprehensive coordination ambition from its inception. The case confirms the primary importance of national institutional factors for shaping coordination systems, but also the relevance of more actor‐centered explanations for accounting for changes in the top decision‐making tier. At the same time, the Hungarian experience also draws attention to power relations within governing parties and prime ministerial involvement as important variables so far relatively neglected in the literature.  相似文献

This symposium, ‘Conceptualizing New Governance Arrangements', takes up the challenge of refining governance theory to better integrate work in several disciplines, most notably politics, public administration and law. To this end, we argue for a theoretical framework that profiles three key dimensions of governance: institutional, political and regulatory. This framework, in our view, offers new insights into the nature and operation of various governance arrangements, and offers the potential to assess and measure change within such arrangements over time. After describing our methodology for selecting and analysing the case studies profiled in the symposium, we introduce each of the articles that apply our three‐dimensional governance framework. These articles employ the framework to consider a variety of contemporary governance scenarios that vary widely by sector (environmental, climate change, forestry and education policy) and level of analysis (sub‐national, national, and bi‐national).  相似文献

This symposium assesses the trajectory of European Union (EU) environmental policy and integration in light of the rising pressure for policy dismantling and disintegration. This introductory article discusses the literature and the mixed evidence of EU environmental policy dismantling. Building on the three symposium articles, we investigate the role of the European Commission in this process, evaluating its role as a general ‘motor of integration’ and more specifically as an environmental policy entrepreneur. We find that the current political context does push the Commission to reconsider its entrepreneurial role and adopt the role of a ‘normalized bureaucracy’. Nonetheless, organizational features, such as new hierarchies and presidential leadership, and ideas that frame policy initiatives explain continued policy evolution and resistance to outright dismantling. Scholars should also pay close attention to implementing measures and patterns of enforcement to detect the more subtle policy shifts.  相似文献

In terms of national agencies in the European administrative space, case studies indicate that national governments may be partly split so that national (regulatory) agencies operate in a ‘double‐hatted’ manner when practising EU legislation, serving both ministerial departments and the European Commission. Applying large‐N questionnaire data, this article follows up these studies by investigating how important various institutions are with respect to influencing national agencies when they are practising EU legislation. How discretion is exercised at this stage of the policy process is not trivial; we demonstrate that, in addition, this activity is highly contested. Our main conclusion is that implementation of EU policies at the national level is neither solely indirect via national governments (as the standard portrayal says), nor solely direct (through Commission‐driven national agencies), nor solely networked (through transnational agency clusters). Implementation is instead compound with several sources of power represented more or less simultaneously.  相似文献

The aim of this paper is to contribute to the understanding of the role of think tanks in the governance of regional policy. The paper critically reviews a series of reports by United Kingdom (UK) based think tanks, published between 2002 and 2008, a period of interest on the part of national government in the most appropriate configuration of subnational governance. Policy transfer and the role of ideas in regional policy provide the framework for analysis. The interpretation of the findings suggests that the think tanks considered are largely products of national policy debate and party politics in the United Kingdom, despite efforts to devolve power. This is surprising given debates about the influence of European Union regional funding on UK regional policy, seen as a prime example of multi‐level governance.  相似文献

In this article, we suggest that the governance of problems shapes the institutional dynamics of multilevel governance (MLG) polities. MLG arrangements—processes and institutions that enable policy‐making across different jurisdictional levels wherein both public authorities and non‐state actors are involved—can or cannot succeed in solving policy problems and at the same time they could create new problems. We argue that the problem‐solving capacity and problem‐generating potential of multilevel arrangements can result in further, downwards, upwards or sideways delegation of political authority, which in turn reconfigure the multilevel architecture of the political system following either centripetal or centrifugal tendencies. We illustrate our point with a stylized account of the dynamics of MLG in the European Union (EU) since the early 1990s. We conclude with some remarks about developing a more general theory of multilevel policy‐making.  相似文献

To what extent does the European Union (EU) affect national governments? This article seeks to answer this question by assessing the Europeanization of Dutch central government. Using data from a large‐scale survey among civil servants, we assess to what extent the EU affects the structure and culture of governmental organizations, as well as the activities of individual civil servants. On the basis of this analysis, we conclude that the impact of the EU both on individual civil servants and on organizations in Dutch central government is two‐sided: a small core of civil servants and organizations are deeply involved in EU‐related activities and this exists alongside a much broader base of civil servants and organizations that are less affected by the EU. These differences appear more clearly on the level of daily working practices than on the level of formal organizational structures. Nevertheless, the impact of European integration on government organizations remains limited to particular organizations and particular civil servants within central government.  相似文献

The international community currently favours an approach to development that stresses a triangular linkage between security, good governance and economic development. This approach clearly informs the European Union's agenda in Africa, which has progressively integrated governance and security elements. This paper will show that this agenda is at least as much determined by the bureaucratic and national affiliations of the concerned EU actors as it is by African realities and international trends. African security indeed triggers a competition between the different European institutions, eager to be the driving force for a policy that can offer some additional resources and autonomy. The consistency and the credibility of the EU security policy in Africa will therefore depend on the responses provided to these institutional rivalries.  相似文献

Regulating private actors’ participation in policy‐making is key to democratic governance. Across political systems, targeted transparency is used to regulate lobbying activities. We examine the extent to which primary regulatory targets (organizations with frequent access to policy‐makers) support the architecture of lobbying regulation regimes set up as voluntary transparency clubs. Our empirical testing ground is the European Union. We conceptualize the EU Transparency Register as a Voluntary Transparency Club, elaborate on its club goods, and derive a set of theoretical expectations about its members’ evaluations of the club's transparency standards, membership size, and monitoring and enforcement mechanisms. We find significant differences between members’ and non‐members’ assessment regarding the regulatory performance of this transparency club. Members with frequent access to executive policy‐makers criticize the club's transparency standards and do not consider the Register a useful regulatory instrument. Yet, they support expanding its regulatory remit and increasing the club membership.  相似文献

To what extent is the European Union (EU) exercising global regulatory power? This article investigates this question through a comparative study of two significant global policy fields: data-protection and banking with a special focus on the choice of policy instruments. Both cases suggest that the actual role of the EU is more complex than either exercising or being subjected to global regulatory power. This concerns not only the relationship between the EU and the member-states. The article suggests that the EU is in a better position to conclude global regulatory deals when the negotiating competencies sit with one EU institutional actor.  相似文献

The paper discusses the extent to which narratives enrich human development policy assessment beyond statistical data. Our arguments are divided in three parts. First, after introducing the capability approach, we examine the theoretical rationale for assessing policy beyond statistics and the relevance of narratives in policy assessment. Second, we review one major exception in policy assessment, the European Union (EU) Community Infrastructure measure. The paper theorizes interpretive approaches and the use of narratives in policy assessment. It suggests that in order for the capability approach to make a significant contribution to policy research we should explore the absolute presuppositions underpinning policy-making, and recognize that there is no intelligible distinction between quantitative and qualitative research: both acquire meaning in terms of the social plot in which they are mobilized. Consequently, we argue that future understanding of human wellbeing must be conceptualized within a meta-theoretic framework.  相似文献

This article analyses the management of European Union (EU) business by the Irish core executive. More specifically, it investigates the demands placed by EU membership on the Irish system of public administration and how the system has responded to these demands. Employing an institutionalist analytical framework, the article maps the formal and informal organizational and procedural devices or structures used to manage EU affairs in Ireland, as well as dissecting the key relationships that govern this management process and the role of the domestic agents actively involved in the EU’s governance structure, the cadre or boundary managers. The article also explores in a dynamic way the development of the capacity for the management of EU affairs in Ireland over time. Using the concepts of path dependence and critical junctures, we illuminate how key system‐management decisions became locked‐in over time and we isolate the triggers for significant adaptational change, be they domestic or external. Adaptation to EU business in Ireland was path‐dependent and consisted of gradual incremental adjustment. This system of flexible adaptation generally served Ireland well as the EU’s policy regime expanded and evolved, but in response to the shock rejection of the Nice Treaty by the electorate in 2001, significant formalization of the Irish system occurred with the establishment of new processes and rules for managing relations between the core executive and the EU.  相似文献

With the Lisbon Strategy and mandate, the European Commission committed itself to promoting entrepreneurship as a major driver of innovation, competitiveness, and growth. This paper demonstrates that the renaissance of entrepreneurship policy along with the implementation of the Lisbon Agenda resulted in the localization of policy‐making, and re‐strengthened policy‐makers on the ground to successfully mobilize directly at the supranational level. Furthermore, it shows that EU entrepreneurship policy‐making has contributed to a shift from hierarchical government to a more horizontal and interactive form of governance in the new German Laender which were highly exposed to Structural Funds and the Lisbon Agenda. The focus of analysis on the sub‐national level helps to fill an academic void in Europeanization and governance literature. By integrating a region‐ and policy‐specific perspective, this contribution goes beyond theorizing the regional dimension of Europeanization in a multi‐level governance scheme.  相似文献
