Drug trade is widely seen as a phenomenon rather new to the Netherlands. However, at the beginning of the 20th century the Dutch pharmaceutical industries were already extensively involved in the production of both opiates and cocaine, and they went on exporting large quantities of these drugs after the Opium Act (1919) took force. Until the 1960s, arrests were not at all common, and these largely affected minority groups like Chinese opium smokers and black marijuana users. Since then, drug control efforts have increased by leaps and bounds. At first, cannabis was the main target; then the focus turned to heroin, and that was later joined by cocaine. This paper traces the history of the drug trade and drug control in the Netherlands, with emphasis on their development in Amsterdam. The conclusion is reached that, in spite of drastic changes in both drug trade and drug control, certain ideologies, constructs and strategies have remained remarkably stable. 相似文献

The sub-discipline of Comparative Politics is characterized by a specific subject-matter, the systematic analysis of political systems and their sub-systems, and the application of specific comparative methods. This overview, therefore, deals with both new developments in comparative methodology and their epistemological foundations and recent substantive concerns and developments. Thereby, the strong linkages within the European and international context are also taken into account. It becomes apparent that increasing international tendencies of “globalization” and the internal dynamics of political systems interact in ways which lead to a blurring of the sub-disciplines of Comparative Politics and International Relations. These tendencies are, so far, not adequately dealt with, neither theoretically nor methodologically. On the whole, this review of German Comparative Politics as a very active and, by now, quantitatively dominating sub-discipline concludes with a moderately positive assessment. In this respect, some personal views of the author, who has been involved in these developments for more than forty years now, are probably inevitable. 相似文献

This article addresses the structural characteristics of the interactions between Switzerland and the EU in the transport sector, i.e. transport by air and land. More precisely, it is focused on two different aspects of this relationship: first the modes of coordination between Switzerland and the EU according to the concept of external governance and, second, those conditions that make inclusive patterns of interaction more likely. The central finding of this case study is an expansion of both the regulatory and organisational boundary in both cases. This shift finds expression in the incorporation of Swiss actors into a variety of networks that, at least in some cases, allow Swiss actors to shape EU policy making. The actual patterns of interaction are influenced by a number of factors, including the type of governance inside the EU that facilitates the inclusion of third parties in EU external governance and the problem structure that is characterized by coordination rather than enforcement problems. 相似文献

ABSTRACTThis article builds on insights from the coalitional presidentialism literature and a more ideational regime-based approach to examine the reasons behind Indonesia's ongoing democratic stagnation. It argues that this stagnation is not, as institutionalists might posit, an ultimately inevitable result of the institutional setup of multiparty presidentialism. Nor is it merely a manifestation of unchallenged oligarchic domination or the cartelization of party politics as other influential approaches to Indonesian politics have argued. Instead, this article argues that presidential politics in Indonesia is above all a reflection of a complex regime configuration in which presidents need to navigate between popular demands from the electorate, the interests of powerful veto actors who use democratic procedures only as an instrument to defend their predominantly material interests, and a constantly evolving but still inefficient set of political institutions that has largely failed to ensure accountability and transparency. 相似文献

The article reports on the injury pattern seen in fatally wounded car passengers after rear-end collisions on motorways. The study material included 5 rear-end collisions, in which 9 car occupants (5 drivers and 4 front-seat passengers) were killed. The change in velocity (delta v) was above 60 km/h in all the reported cases. The injury pattern showed the following characteristics: extensive soft-tissue traumatization (subcutaneous haematomas, blood-filled pockets, "décollements") not discernible from outside on the back of the trunk, mostly in the lumbosacral region; dorsal serial rib fractures, often combined with fractures of the spine (including the sacrum and the coccyx) and/or the pelvis; ruptures of the aorta at the typical sites of predisposition; ruptures of the liver and spleen (particularly at the visceral surfaces). 相似文献
