There is always a temptation to suppose that one's own problems (whether personal or national) are unique. They rarely are. The "problem" of the elderly is no exception and so there is no particular point in looking to the specific characteristics of one's own health, social service, and social security systems for causes. There is, however, every reason to be looking at them for the consequences. They can also exacerbate the causes. In this paper we sketch the principal features (economic, social, and demographic) that have contributed to the "problem" of the elderly in Europe and then outline the main intellectual issues that need to be explored and resolved. That sounds a bit pompous but, if one is to avoid an intellectual morass consisting of the various assertions about needs, obligations, and so on that emanate from rival concerned parties and various professional interests on the one hand, and simplistic political slogans whose only virtue is that they cut the Gordian Knot (but provide no real enlightenment) on the other, then we need to be doing just this. We shall take a few things for granted: that cost-containment is not the be-all-and-end-all of policy; that value for money depends equally on what you get as on what you spend; that overall expenditure per head is mainly determined by income per head (though some countries have managed to get and stay below the regression line); and that it "ain't so" that all one needs to do is to "leave it to the market." In the Ukrainian parliamentary elections of 1994 the Communist party gained the greatest number of seats, yet the presidential election of the same year was won by a liberal reformer, Leonid Kuchma. The question arises as to how within a period of only a few months the Ukrainian electorate could have brought about such divergent results. This article addresses the question with reference to the workings of the Ukrainian electoral systems. It argues firstly, that the systems governing the two types of election created distinctive incentive structures for campaign strategy which interacted with the structure of preferences of the electorate in different ways, and secondly, that majoritarian aggregative formulae had different effects in the two sets of elections. 相似文献

Scotland's media has traditionally provided one of the central aspects of Scottish distinctiveness, autonomy and identity. This has often historically been viewed unproblematically and uncritically, but in recent times, the selective discourses of the mainstream media have come under increasing scrutiny and challenge, particularly in the recent independence referendum. President Reagan's New Federalism has promised to redistribute the political power within the fcdcral system through a concerted program of deregulation and decentralization. Through such an approach, the Administration holds that intergovernmental policy making will reap the benefits of increased cooperation, efficiency, and effectiveness. This paper examines Reagan's New Federalism in energy policy, finding a continued presence of state-federal conflict in intergovernmental implementation decisions. This conflict emerges as the President's priorities of deregula- tion and decentralization often combat one another. This analysis, then, suggests that New Federalism's emphasis on deregulation, rather than decentralization, carries the greatest weight in explaining the politics on intergovernmental energy policy implementation in the 1980s. 相似文献

Restorative conferencing is a new style of criminal justice intervention which is being increasingly used in Britain, especially as a method of delivering police cautions to youth offenders.Is is currently the subject of a lively debate, focusing on its effectiveness as a method of crime reduction, its benefits tovictims, its feasibility in modern society, its effect upon procedural rights of arrestees, and the danger of it becoming a degradation ceremony. This paper seeks to extend the debate to include less obvious, but equally important, issues. The paper focuses on the processes of reintegrative shaming which, inspired by the work of John Braithwaite, are at the core of restorative conferencing. It places these processes in broader historical and cultural contexts, such as the re-emergence ofshame sanctions in the USA, the attack on the notion ofshame launched by cultural radicals, and the changes which have occurred historically in our emotional response to offenders.Three sets of questions emerge: What is the political –as distinct from penal – meaning of the practice of shaming offenders?
