In Australia as elsewhere within the belligerent nations of the Great War, dissenting thinkers were marginalised with the mobilisation of militarism. Vance and Nettie Palmer, Australia's most important literary partnership in the interwar period, were initially critical of the war, their response typical of the English radical intelligentsia among whom they were living at the time of its outbreak. Forced back to Australia in 1915, the Palmers had to re-establish themselves in its increasingly turbulent intellectual battlefields. Nettie's earlier anti-war beliefs and cosmopolitanism were undermined while Vance became ever more deeply enmeshed in a discourse concerning the virtues of the “ordinary people”, which encompassed the men of the Australian Imperial Force (AIF). Nevertheless, in their extensive writings about Australia, neither Palmer ever endorsed the legend of the heroic Anzacs. The Great War, however, profoundly shaped their political consciousness and their choice of genre and writing strategies, as it did others of their literary generation. This article will show that the war was a far more important influence on their work than usually acknowledged in Australian literary scholarship, and thereby reveal some of the cultural patterns that shaped their generation of Australian radical writers and intellectuals — particularly in Melbourne, arguably the heartland for the tradition of democratic literary nationalism which the Palmers have been seen to epitomise. 相似文献

Abstract. In an attempt to tighten up its financial systems and improve control of expenditures, the Canadian federal government has set up a new office, that of the Comptroller General. One of this Office's responsibilities is to administer the Treasury Board's policy on program evaluation, which says that all government programs should be periodically reviewed for their effectiveness in meeting goals and for the efficiency with which they are managed. The paper describes the Office's approach to program evaluation, reviews program evaluation policy in three other countries and discusses the principles and practical problems which limit the application of evaluation research. Evaluation activity in Canada is endangered in its cradle by two threats: the tendency of proponents to over-exuberance; and the cynics' view that the activity is of such limited applicability that potential savings are negligible. A third problem is a tendency to fuse together policy-related and management-related assessment activity. Evaluation activity conducted from the operational management point of view which takes program goals for granted will surely result in sequences of small victories and economies. This is worth doing well. But the dramatic import of effectiveness evaluation as a ‘bottom line’ for judging the worth of whole programs — that is, as a policy tool — should not be allowed to generate false expectations about the scope for improvement in routine management of the public service. Little research has examined the consequences of a suicide for social or family networks. Because suicide occurs within families, the focus on the aftermath of suicide within families is an important next step to determine exactly how to help survivors. In this article, we review and summarize the research on the impact of suicide on individuals within families and on family and social networks. We begin with a discussion of family changes following suicide. Next, we discuss the effects of suicide on social networks overall and responses of children and the elderly to a suicide in the family. The increasing complexity of policy problems, coupled with the political desire to base new policies on the foundation of firm evidence, has accelerated the development of policy assessment tools. These range from complex computer models and cost benefit analysis through simple checklists and decision trees. In the last decade, many governments have established formal policy assessment systems to harness these tools in order to facilitate more evidence-based policy making. These tools are potentially widely available, but to what extent are they used by policy makers and what becomes of the evidence that they generate? This paper addresses these questions by studying the empirical patterns of tool use across 37 cases in three European countries and the European Commission. It uses a simple classification of tools into advanced, formal and simple types. It finds that even when tools are embedded in policy assessment systems, their use is differentiated and on the whole very limited, in particular when it comes to more advanced tools. It then explores these patterns from contrasting theoretical perspectives to shed light on why, when and how different policy assessment tools are used in the policy process. 相似文献

The Bully-Sexual Violence Pathway theory has indicated that bullying perpetration predicts sexual violence perpetration among males and females over time in middle school, and that homophobic name-calling perpetration moderates that association among males. In this study, the Bully-Sexual Violence Pathway theory was tested across early to late adolescence. Participants included 3549 students from four Midwestern middle schools and six high schools. Surveys were administered across six time points from Spring 2008 to Spring 2013. At baseline, the sample was 32.2% White, 46.2% African American, 5.4% Hispanic, and 10.2% other. The sample was 50.2% female. The findings reveal that late middle school homophobic name-calling perpetration increased the odds of perpetrating sexual violence in high school among early middle school bullying male and female perpetrators, while homophobic name-calling victimization decreased the odds of high school sexual violence perpetration among females. The prevention of bullying and homophobic name-calling in middle school may prevent later sexual violence perpetration. 相似文献

Based on anthropological field work in southeastern Nigeria, this paper explores the public concerns and everyday experience of corruption in a society still living with the legacies of the Biafran secession attempt. The paper shows how the revival of Igbo nationalism and resentment over perceived marginalisation is fuelled by perceptions that the corrupt machinery of the federal government runs against the interests of the Igbo people, and funnels resources away from the southeast as punishment for the failed separatist struggle more than 40 years ago. Hence, complaints about corruption are used to critique the Nigerian state and other regional or ethnic groups, but they also figure in an internally focused critique by Igbos of their own complicity in Nigeria’s endemic corruption. 相似文献
