This article critically examines authority-building practices of international transitional administrations (ITAs) engaged in statebuilding, and evaluates authority building as a framework for understanding the practices of statebuilding operations. It argues that war-torn states rarely lack actors claiming authority, but that these claims are often competing and mutually exclusive, and frequently not widely recognized. Building authority, therefore, requires ITAs to choose between different actors, recognizing the authority claims of some and withholding recognition from others, seeking ways to strengthen their ability to justify their authority claims vis-à-vis domestic and international audiences. Through authority-building practices, external actors directly become part of the political competition and dynamics of war-affected societies. The discussion of authority building by ITAs proceeds in three steps. The first section outlines the concept of political authority, in particular in the context of fragile states and of ITAs, and discusses relevant methodological issues. The second section then examines three distinct aspects of authority building by ITAs: claiming and justifying their own authority, recognizing and validating the authority claims of local actors, and strengthening the capacity of local actors to justify their authority claims. The final section concludes the paper with some reflections on political authority and authority building. 相似文献

Two challenges stand out in the study of deliberation: the development of appropriate methodological tools and the development of more unified analytical frameworks. On the one hand, analysing deliberative processes is demanding and time‐consuming; hence we tend to have only few and non‐randomly selected cases at the group or context level. In addition, the real world of deliberation presents us with a complex matrix of nested, cross‐classified, and repeated speakers. This article shows that Bayesian multi‐level modelling provides an elegant way to tackle these methodological problems. On the other hand, we attempt to enrich comparative institutionalism with individual characteristics and psychologically relevant variables (such as group composition). Focusing on Swiss and German parliamentary debates we show that institutional factors ‐ in particular, consensus systems ‐, the gender composition of committees and plenary sessions, and age matter for the quality of deliberation. Furthermore, we also show that partisan affiliation ‐ government or opposition status of MPs ‐ affects deliberative quality and can refine institutional arguments. We conclude that a multi‐level approach to deliberation focusing on contextual and actor‐related characteristics and using Bayesian hierarchical modelling paves the way toward a more advanced understanding ‐ and methodological handling ‐ of deliberative processes. 相似文献

This study compared AIDS knowledge and attitudes in public high school students (N=167), incarcerated delinquents (N=166), and emotionally disturbed (SED) adolescents (N=151). The response measure was a 50-item Acquired Immunodeficiency Syndrome (AIDS) questionnaire that was previously used by Bell et al., in their 1991 study of learning disabled adolescents. Although AIDS knowledge was moderately high in all three groups, widespread misunderstandings about disease transmission and awareness of high-risk groups and practices were noted. Knowledge scores were significantly higher in the public school sample than in the SED adolescents; moreover, they tended to be slightly higher (p<0.10) than the delinquent group as well. Teenagers with the severest emotional problems were by far the least informed. Age and race were also predictive of AIDS knowledge. Other results showed that delinquents were more permissive in their attitudes about sex, more inclined to disdain safe sex practices, and more likely to feel threatened by high-risk groups as well as powerless to protect themselves against AIDS. Generally speaking, the findings extend the work of other investigators on the needs for AIDS education in adolescents. The need is especially urgent in delinquent and emotionally disturbed youth who may require a more comprehensive intervention because of their greater knowledge deficits, propensity for high-risk practices, and tendency to deny or underestimate their own vulnerability.Received Ph.D. in clinical psychology from the University of Utah in Salt Lake City. The authors report on the case of a 18-year-old student who died suddenly and unexpectedly of a pericardial tamponade after perforated ulcer-polypous endocarditis of the aortic valve. The detection of aerococcus urinae--which usually causes urinary tract infection--on the inflamed aortic valve demonstrates an unusual pathogenetic chain linking complexes of findings in the urogenital system and the heart. 相似文献

As the debates over cloning and stem cell research indicate, issues raised by biotechnology combine research into the genetic sciences, perspectives and contexts articulated by the social sciences, and the ethical and anthropological concerns of philosophy. Consequently, we argue that intervening in the debates over biotechnology require supradisciplinary critical philosophy and social theory to illuminate the problems and their stakes. More specifically, we will demonstrate problems with the cloning of animals that for now render the cloning of humans unacceptable. In addition, we take on arguments for and against stem cell research and contend that it contains positive potential for medical advances that should not be blocked by problematic conservative positions. Nonetheless, we believe that the entire realm of biotechnology is fraught with dangers and problems that require careful study and democratic debate of key ethical and political issues. 相似文献

Abstract The postmodern turn which has so marked social and cultural theory also involves conflicts between modern and postmodern politics. In this study, we articulate the differences between modern and postmodern politics and argue against one‐sided positions which dogmatically reject one tradition or the other in favor of partisanship for either the modern or the postmodern. Arguing for a politics of alliance and solidarity, we claim that this project is best served by drawing on the most progressive elements of both the modern and postmodern traditions. Developing a new politics involves overcoming the limitations of certain versions of modern politics and postmodern identity politics in order to develop a politics of alliance and solidarity equal to the challenges of the coming millennium. 相似文献
