This article uses a political market framework to analyze how the structure of local political institutions affects the relative political influence of development and environmental interests in the context of urban growth. Using panel data from 406 Florida cities from 1998 to 2003, the empirical analysis finds important interaction effects between the structure of city executive branch institutions and interest group variables. The economic and political forces driving urban growth do not operate identically in all cities—they vary as a function of institutional context. Institutional structure helps determine which interest groups have their preferences reflected in local land-use changes and development patterns. The resulting patterns suggest a "sustainability paradox" wherein richer, environmental interests push for the preservation of environmental amenities while at the same time accelerating the number of residential units built in a community. 相似文献

This article introduces the term ‘convergence’ in order to explain a distinctive repertoire of protest events in which the following are present: (1) activists with an ideologically anti-capitalist orientation; (2) engage in property destruction; (3) travel from outside of the site of the protest event; and (4) solicit a determinable police response. Convergences have emerged as a subset of the alter-globalization movement since the ‘Battle in Seattle’ in 1999. Convergences have since emerged in resistance to meetings of global financial institutions, political primaries, and recently, the Olympic Games. We examine the logic that activists use to weave resistance to these disparate targets together. In this article, we arrive at this finding inductively, paying particular attention to convergence events at the 2010 Vancouver Olympic Games. Summary The Weimar Republic is usually regarded as a theoretically near‐perfect, but practically deeply flawed representative system. Particular features of it, among them the electoral system, producing a large number of splinter parties, and the strong presidency, with emergency powers opening an easy route to authoritarianism, are held to have contributed to the failure of the first German democracy. This article argues that these alleged shortcomings did not or need not have had the damaging consequences attributed to them. It claims that the political system established by the Weimar Constitution was a finely calibrated, if complex system that could have been adequate to the needs of a modern pluralist society, especially if the powerful Länder governments, such as that of Prussia, are also taken into account. Promises of confidentiality of HIV-related medical records and protection from discrimination based on HIV seropositivity are two of the legislative inducements state governments have offered to encourage voluntary HIV testing. Yet neither can be granted without impact on others whose interests range from those of a lover to those of an insurer. Politics as well as practicalities prevent the absolute protection of records from unauthorized disclosure and of individuals from discrimination.
