This contribution argues that the articulation between the state and peasant organizations’ internal structures – the class characteristics of their mass bases, their leaderships and the modes of interaction between the two – is critical for determining the nature of contemporary struggles guided by the discourse of food sovereignty. It will show that that counter-hegemonic demands are not synonymous with counter-hegemonic practice; rather than struggling to replace the neoliberal food regime, many peasant organizations employ the food sovereignty discourse as a political tool in their negotiations with the state in order to access resources from within the prevailing neoliberal model, not to transform it. 相似文献

Three thousand, three hundred and ninety-five families, whose child attended one of 80 different day or resident summer camps
for at least one week, completed customized questionnaires that measured growth from precamp to postcamp in four domains:
Positive Identity, Social Skills, Physical & Thinking Skills, and Positive Values & Spirituality. Parents, children, and camp
staff reported significant positive change in these four domains; more than would be expected by maturation alone. Most gains
were maintained or showed additional growth six months later. Few of the camp's structural elements correlated with growth,
nor did striking gender, age, or ethnicity differences emerge. The study highlights the particular strengths of camp as an
educational institution and social movement and suggests that different variations of summer camp can provide potent developmental
experiences.
Christopher A. Thurber is full-time faculty at Phillips Exeter Academy in Exeter, New
Hampshire. He received his PhD in clinical psychology from the University of California, Los
Angeles, in 1997. His major research interests include homesickness, youth camping, and
developmental psychopathology.
Margery M. Scanlin is the Executive Officer for Research at the American Camp Association in
Martinsville, Indiana. She received her EdD from Temple University in Philadelphia, PA, in
1982. Her major research interests include youth development outcomes, program improvement
in youth organizations, and organizational aspects of effective camps.
Leslie Scheuler Whitaker is a Senior Associate with Philliber Research Associates in St. Louis,
Missouri. She received her PhD in social science research from Washington University in St.
Louis in 2000. Her primary research areas include youth development, arts education, and
program evaluation.
Karla A. Henderson is a professor in the Department of Parks, Recreation, and Tourism at North
Carolina State University. She received her PhD in education from the University of Minnesota
in 1979 and is currently a member of the American Camp Association Board of Directors. Her
research interests include leisure behavior theory, camping and outdoor education, and gender

In this review we consider how Slovenia could consider tackling its high rate of suicide (overall 29 per 100,000, 46 in males, 13 in females). First, we consider the evidence for risk factors that may contribute to Slovenia's high rate of suicide. Second, we describe the interventions to try to reduce the impact of these factors and the evidence for such interventions. We categorize interventions in terms of their operation at either the population level or that of high-risk groups. However, it should be borne in mind that settings often assumed to provide access to population groups, such as general practice and schools, do not reach some people who are likely to be at high risk; for example those who have dropped out of school or who have been excluded from a GP's list. We focus particularly on those for high-risk groups, as a number of East-European countries with high suicide rates such as Slovenia, Hungary, and the Baltic republics are currently considering a shift toward more community-based mental health services. The provision of community mental health services in Slovenia would provide an opportunity to study their impact on the suicide rate. However, we conclude that their development should be accompanied by other initiatives operating at population levels. This multilevel approach acknowledges the complexity of the etiology of suicide, the impossibility of reaching all those at risk through services and the lack of strong evidence for any one intervention. 相似文献

It has sometimes been argued that one way to reduce the costs of law enforcement would be to reduce the probability of detection and conviction (hence saving those costs), while at the same time increasing the size of the punishment. Following this strategy would keep the expected costs (to a risk neutral criminal) of committing a crime constant and hence keep the deterrence level constant; it would have the benefit, though, of reducing costs to the rest of society.There are some well-known objections to such a policy. One such objection deals with marginal deterrence: A convicted murderer serving a life sentence with no chance of parole in a jurisdiction which bans capital punishment has nothing to lose from killing a prison guard—there is no marginal deterrence to the commission of a more serious crime or any additional crime for that matter. In fact, so long as there remains any upper limit to the amount of punishment that can be inflicted upon a convicted criminal, the only ways to create some type of marginal deterrence are to reduce the punishments for less serious crimes, which will either reduce the deterrence of those less serious crimes, or alternatively to require the use of more of society's scarce resources to increase the probabilities of apprehension and conviction.It is possible to reduce this marginal deterrence problem, however, by practicing cruel and unusual punishment on perpetrators of serious crimes, i.e. by raising the limits of allowable punishment. Anecdotal evidence suggests this practice is followed unofficially with child molesters and killers of prison guards and hence provides some additional deterrence against these crimes.Despite the theoretical validity of this argument, our society has chosen to impose a constitutional ban on cruel and unusual punishment. Furthermore, over time we seem to have lowered the threshold of what is considered cruel and unusual. Following Dr. Pangloss, the concluding section of the paper examines why rational maximizers would choose to give up this additional potential deterrence. The explanations depend upon an assumed positive income elasticity of demand for humanitarianism or for insurance against the costs of punishing the innocent.
