Human trafficking has only recently emerged at the forefront of policy reform, even in developed nations. Yet, heightened awareness of the issue has not translated into effective policy as the majority of nations have ineffective antitrafficking practices; many countries have failed to criminalize human trafficking, whereas others do not actively enforce statutes in place. By applying Black's theory of law, this study offers a preliminary understanding into the variation of global prosecutorial efforts in human trafficking and adequacy of antitrafficking law. To isolate this relationship, the effects of trafficking markets are controlled. As with prior research, the study finds limited support for the theory. The article concludes with a discussion on the implications of the quantity of antitrafficking law and morphology association for policy development. 相似文献

Objectives
Effects of place-based criminal justice interventions extend across both space and time, yet methodological approaches for evaluating these programs often do not accommodate the spatiotemporal dimension of the data. This paper presents an example of a bivariate spatiotemporal Ripley’s K-function, which is increasingly employed in the field of epidemiology to analyze spatiotemporal event data. Advantages of this technique over the adapted Knox test are discussed.Methods
The study relies on x–y coordinates of the exact locations of stop-question-frisk (SQF) and crime incident events in New York City to assess the deterrent effect of SQFs on crime across space at a daily level.Results
The findings suggest that SQFs produce a modest reduction in crime, which extends over a three-day period. Diffusion of benefits is observed within 300 feet from the location of the SQF, but these effects decay as distance from the SQF increases.Conclusions
A bivariate spatiotemporal Ripley’s K-function is a promising approach to evaluating place-based crime prevention interventions, and may serve as a useful tool to guide program development and implementation in criminology.3.
The United States enacted the Trafficking Victims Protection Act (TVPA) of 2000 to combat organized networks specializing in the illicit transport of human beings across political and geographical boundaries. This response has engendered conflicting definitions and competing agendas attributable to the definition set forth by the TVPA, which divides the crime into ‘sex’ verses ‘labor’ trafficking. The European Union (EU) adopted a different and detailed definition introduced by the United Nations. This paper explores the disparity in anti-trafficking policies of the United States and the EU. By contrasting these efforts, recommendations to strengthen U.S. policy by adapting certain EU practices to an American context are suggested. 相似文献

Opportunity theories of crime suggest that crime is highly specific and concentrated in time and space. Using these theories as a framework, this paper seeks to examine the transitory nature of crime. This hypothesis was tested using data from a coastal city in California to examine the relationship between surf conditions (measured at five daily time points) and number of crime incidents (n = 16,075). Crime totals were aggregated at the street segment level (n = 4551) for each day in 2011. These data were modeled using a series of panel negative binomial models, clustered by census block group. The findings suggest that surf conditions had an effect on the likelihood of crime incidents, but these effects were time specific. Favorable surf conditions were associated with increases in crime only between 2:30 pm and 5:29 pm. Additionally, locations closer to surf spots were associated with more crime, relative to locations farther away. Closer examination of micro-geographies aids in understanding how systematic shifts in routine activities affect the frequency and location of crime, and allows crime prevention to be more specialized and efficient. Adding to the extant understanding of hot times and opportunity structures will enable more effective allocation of resources and predictive policing efforts. 相似文献

In this article, we explore variations in procedural justice delivered in face‐to‐face encounters with citizens before and after the implementation of body‐worn cameras (BWCs). We draw on recent advances in the measurement of procedural justice using systematic social observation of police in field settings in the Los Angeles Police Department. Data collected on 555 police–citizen encounters are examined in bivariate and multivariate models exploring the primary hypothesis that BWCs affect procedural justice delivered by police directly and indirectly. Our results indicate that significant increases in procedural justice during police–citizen encounters were directly attributable to the effect of BWCs on police behavior as well as to the indirect effects on citizen disrespect and other variables. The implications for policy include explicit measurement and monitoring of procedural justice or elements such as officer discourtesy in departments adopting BWCs. Further research questions such as more detailed examination of citizens’ behavior changes under BWCs are also considered in the context of the findings. 相似文献

Objective
To assess whether the “law of crime concentration at place” applies in a non-urban context. We test whether longitudinal trends in crime concentration, stability, and variability apply in a suburban setting.Methods
We use group-based trajectory analysis to examine trends in recorded crime incidents on street segments in Brooklyn Park, a suburban city outside Minneapolis, Minnesota, over a 15-year period from 2000 to 2014.Results
Consistent with the law of crime concentration at place, crime in Brooklyn Park is highly concentrated at a small percentage of micro-places. Two percent of street segments produced 50 % of the crime over the study period and 0.4 % of segments produced 25 % of the crime. The patterns of concentration are highly stable over time. However, the concentration of crime is substantially higher and there is much less street-by-street variability in Brooklyn Park compared to urban areas.Conclusions
We find strong support for the application of the law of crime concentration at place to a non-urban setting, suggesting that place-based policing approaches tested in cities can also be applied to suburbs. However, there are also important differences in the concentration and variability of crime hot spots in suburbs that require further examination. Our study is based on a single setting that may not be representative of other suburban and rural areas. Finally, the clustering of hot spots raises questions about the use of street segments to analyze crime at suburban micro-places.10.
