The purpose of this article is to explore the emergence of single issue local authority associations as a response to the changing nature of the central-local government policy community in the past decade. The main theme of the article is that a gap has been created by the restructuring of local governance that neither individual local authorities nor the broad local authority associations are equipped to fill. Hence, new single issue local authority associations such as the Coalfield Communities Campaign , have been formed. They are necessitated by the unwillingness of broad local authority associations to preoccupy themselves with sectional and possibly divisive single issues and the inability of individual local authorities to command sufficient power within the policy community. As such they may well represent a fundamental change in the policy network, though it remains to be seen whether or not they will have a long-term role. 相似文献

The article contends that an important but overlooked explanation for the European Union's resilience in the past decade in the face of several existential crises has been the informal instrumental leadership roles played by EU institutional actors collaborating with each other. In this article, a theoretical framework is developed that can explain why EU governments, facing a crisis, would choose to informally delegate leadership tasks to a set of EU institutional actors. A three-part mechanism of collaborative instrumental leadership provided by institutions is devised that explains why governments informally delegate leadership tasks to EU institutions, and the effects of this informal delegation. The core of the article is a process-tracing case study that explores how collaborative instrumental leadership actually works. The case selected is the British renegotiation of their terms of membership in 2015–2016. While the case has become more-or-less forgotten because the shock ‘no’ vote in the June 2016 Brexit referendum made its terms moot, the deal included quite exceptional reform proposals in which the EU bent over backwards to accommodate the United Kingdom, perhaps even going beyond the bounds of the EU Treaties themselves in the issue of immigration. Given this, analysing how collaborative instrumental leadership supplied by institutions contributed to producing the ambitious deal can shed light on the processes whereby intractable problems in the EU have been solved in the past decade. 相似文献

Abstract Four competing explanations have emerged regarding restrictive rules in Congress. Informational theory claims that rules reduce information costs and facilitate committee specialization. The distributional perspective suggests that rules enforce legislative bargains and help members achieve gains‐from‐trade. Another claim is that rules increase the Rules Committee's independent influence over policy. Lastly, partisan theory asserts that rules are used to increase the majority party's influence over policy. Abstract This analysis tests these claims during the 97th, 98th, 104th, and 105th Congresses. The findings demonstrate that theoretical constructs developed in earlier analyses of special rules are not robust over time and across legislative contexts. The results refute majoritarian assertions that rules are used as informational devices. Similarly, little evidence supports the claim that Rules Committee preferences independently affect rule assignment. Instead, a partisan principal‐agent framework emerges as the most useful construct to explain procedural choice in the postreform House. 相似文献

In terms of the configuration of structures and the distribution of functions for the delivery of public services, the final decisions on the Review of Public Administration in Northern Ireland encompass significant changes compared to those proposed in 2005. This article places that review in the context of a devolved system of public administration. It identifies four different phases of the review process which have had a differential impact on the predominant themes, principles and structures. A range of tensions are identified, particularly between the proposals for structural change in the final outcomes and earlier recommendations, and also between the final decisions on structural changes and the guiding principles set out as underpinning these changes. The review proposals can be located within the public service reforms of the UK government and a number of perspectives are suggested for evaluating the extent to which the outcomes of the review are compatible with key components of the modernizing and devolution agendas of the UK government. 相似文献
