Slovenia has a rich tradition of associations and interest group activity dating back to the 19th century. To some extent, the development of the group system was stymied by the 60 years of authoritarian rule from the early 1930s to the late 1980s. However, the resilience of this tradition is evident in major developments in group activity since the return to democracy. In addition to influences from the past, including a neocorporatist tradition, is the impact of Slovenia's process of integration into the European Union. This article considers the extent to which the modern nature of the interest group system is both constrained by hangovers from the past but enhances by European integration, both of which have affected the development of Slovenia's majoritarian democracy. 相似文献

Objectives
This study examines the effectiveness of foot patrol in violent micro-places. A large urban police department deployed foot patrol in micro-places (hot spots) for a period of 90 days for two shifts each day. Our objective is to determine whether this activity impacted violent crime in these hot spots and whether spatial displacement of crime occurred.Methods
Eight eligible foot beat locations were set by examining crime rates for previous years in order to identify micro-places of high criminal activity. We employed a quasi-experimental design comparing the four treatment to the four control areas, estimating panel-specific autoregressive models for 30 weeks prior to and 40 weeks after the treatment.Results
Time series models revealed statistically significant reductions in violent crime in the micro-places receiving foot patrol treatment, while no such reductions were observed in the control areas. The deterrent effect, however, was short and dissipated quickly. Control areas did not experience any crime prevention benefit during this time period. No evidence of crime displacement to spatially contiguous areas was detected.Conclusions
This contributes to the growing body of knowledge that focused police strategies within hot spots impact violent crime. Specifically, the implementation of foot patrol in high crime hot spots led to measurable reductions in aggravated assaults and robberies, without displacing crime to contiguous areas.5.

During the 1990s, and as part of a broader drive towards the “Afghanisation” of humanitarian assistance in Pakistan, Afghan NGOs became key implementing agencies supporting refugee-related and reconstruction activities in Afghanistan. This paper provides a detailed account of their emergence and consolidation, with a twofold objective. First, it complements and contributes to recent studies on Afghan NGOs and Afghan civil society, by providing historical insights on their trajectory. This research explores the basis of officer decision making during encounters with juvenile suspects, and compares these encounters to those between police and adults. Specifically, two types of officer behavior are examined: the decision to arrest, and the exercise of authority. Officer behavior during encounters with juvenile suspects is compared and contrasted to encounters with adult suspects. Results from multivariate analyses find juveniles are significantly more likely to be arrested than adults; however, officers do not exercise different levels of authority during interactions with juvenile suspects. Results also indicate that the factors shaping officer behavior varies across age of suspect, namely, the community context and officer's race offer significantly different influences on juveniles than on adults. Other factors also influence officer discretion differently depending on the age of the suspect, most noteworthy being disrespectful demeanor. The results indicate that police officer behavior during encounters with juvenile suspects is very different than during encounters with adults. 相似文献

In the past decade, municipal police organizations have devoted significant resources toward drug enforcement. One popular strategy in addressing the American drug problem is the formulation of multijurisdictional drug task forces. Despite their popularity, the impact of these cooperative ventures on law enforcement agencies has not been adequately evaluated. The research reported here examined the effect of membership in a drug enforcement task force on levels of drug enforcement outputs and perceptions of effectiveness by comparing law enforcement agencies participating in drug task forces to agencies which do not participate. Results suggest that task force membership impacts perceptions, but does not appear to influence objective measures of drug enforcement outputs. 相似文献
