After the ASEAN Concord II called for the building of an ASEAN Community in 2003, the creation of an ASEAN Community became a concrete part of the political agenda for the nations of Southeast Asia, and an ASEAN Community is scheduled to be created in 2015. However, it will all be for naught if the ASEAN Community that is established does not truly contribute to the stability and prosperity of the region. From this point of view, the article will attempt to evaluate the development of an ASEAN community concept and efforts to create it. To clarify the ideal of a true community, this article will take up Karl Deutsch's concept of “pluralistic security communities” and reconsider what a community requires. The article will state that the efforts to create an ASEAN Community should not be underestimated, and the blueprints for the creation of the ASEAN Community outline the formation of a true regional community. It will, however, conclude that in reality there exist factors within the ASEAN region that may shake the development of an ASEAN Community. It has to be said that the fostering of a sense of community at the level of ordinary people, as well as the creation of a community in which fundamental values and norms are shared, are distant propositions. 相似文献

On-line and Memory-based: Revisiting the Relationship Between Candidate Evaluation Processing Models
Reexamining the relationship between the on-line and memory-based information processing models, this study presents a theoretical basis for the co-occurrence of on-line and memory-based processes and proposes a hybrid model. The study empirically tests the hybrid model by employing real-time tracking of participants?? reactions to two candidates in a US presidential primary election debate. The findings confirm an independent, but complementary relationship between on-line and memory-based information processing in an individual??s candidate evaluation and vote choice. The co-occurrence of the two modes applies to an individual??s comparison of candidates as well. The implications of the hybrid model for the functioning of democracy are discussed. 相似文献

A police case with a strangulated woman with fingermarks on the neck and two suspects identifying each other as the perpetrator set off a laboratory experiment. Twenty-one males participated in the study. Blue paint was applied to their fingers, after which they grasped a neck dummy and pressed hard as if strangulating someone. The imprint was removed from the dummy, and their hands were photographed. Five imprints were randomly chosen and superimposed on the hand photographs in blind trials. In no cases did we match an imprint to the correct hand. However, in four cases we matched the imprint with several hands, one of which was the correct one. This means we were able to exclude nonmatches in 4/5 cases. Overall, matching of hands and fingermarks is difficult and inconclusive. Objective criteria for matching are difficult to establish, and matching is probably best suited for cases with specific anatomical features. 相似文献

In the Asia-Pacific region, multiple efforts to facilitate economic integration and cooperation are underway. The various frameworks come in a range of scale and scope, membership, and degree of clarity. ASEAN member countries, in a variety of combinations, are party to these trade agreements. Overlapping and multilayered, these frameworks are venues for both creating large economic areas as well as for competition for regional leadership. Besides the international dimension, the domestic situations of each participating member country affect the process of negotiations and achievement of the agreements. 相似文献

ABSTRACTThis article analyzes the International Committee of the Red Cross (ICRC) humanitarian politics of intervention during its relief operation in the Nigeria–Biafra conflict (1967–1970). The humanitarian response to the conflict was a foundational moment for everyday humanitarianism marking a shift from “traditional” state-oriented humanitarianism to an expansion in scope, actors, and practices operating outside of the formal structures of the state. By examining recently declassified archival records, I trace the ICRC’s shifting categorizations of victims in a changing humanitarian landscape. The article makes two main contributions: First, I demonstrate empirically how the Nigeria–Biafra conflict challenged the ICRC’s definition of humanitarian engagement and understandings of victimhood. Second, I argue that the ICRC had a clearer understanding than usually conveyed of how the Biafran leadership used the language of humanitarianism and victimhood to deploy an international response. Conclusively, I reflect on what the history of the ICRC in Biafra can teach scholars of contemporary humanitarianism. 相似文献
