This article asks why, in contrast to other historic territories with a regional language, such as Catalonia and the Basque Country, nationalist parties in the Autonomous Community of Galicia receive less electoral support. Going beyond prior explanations of this counterintuitive political outcome, which were mainly based on economic, sociological, and institutional factors, this piece of research sheds light on the strategies of political parties. It examines not only nationalist forces but statewide ones that successfully compete in Galicia. Our analysis is focused on the Bloque Nacionalista Galego (BNG) because this is the only nationalist force that has consistently achieved representation within the regional Parliament. Along with BNG's translation into party positions in both the left-right and center-periphery dimensions, the article's main contribution is its updating of the BNG's three framing strategies: the nationalism/“Spanishism” (1982–1993), the “common project” discourse (1993–2005), and the sovereigntist one (2005 onward). The competing merits of plurality and proportional representation have intrigued political economists and political scientists for quite some time. Of primary interest is whether one or the other system is better in serving the interests of the electorate. Since theoreticians are unable to unambiguously determine the answer to this question, the issue must ultimately be decided empirically. We use data from Sicilian elections, where the system was recently altered towards the system of plurality. We are able to demonstrate that the proportional representation system engenders greater information among voters and elicits greater commitment from them than plurality. We are also able to show that in larger towns increased information causes a more dispersed vote under a proportional representation system; further, this result does not hold under plurality. This may have some implications for the size of positional rents reaped by political parties under the two electoral systems. 相似文献

The vast natural resources of India's forests, including non-timber forest products (NTFPs), such as medicinal and aromatic plants, leaves, fruits, seeds, resins, gums, bamboos, and canes, offer employment that provides up to half the income of about 25 per cent of the country's rural labour force. However, poor harvesting practices and over-exploitation in the face of increasing market demand are threatening the sustainability of these resources, and thus the livelihoods of forest-dependent tribal communities. This article analyses the role of NTFPs in livelihoods-improvement initiatives and considers recent initiatives intended to enhance their conservation and sustainable management. It recommends policies to optimise the potential of NTFPs, both to support rural livelihoods and to contribute to India's social, economic, and environmental well-being. 相似文献

While scholars have tended to focus on domestic factors as most critical to the consolidation of democracy, the post-communist
European Union (EU) candidate states have exhibited a unique confluence of domestic and foreign policies, due to their objective
of EU membership. This article assesses and compares the impact of the EU on policy making in two diverse candidate states
in their first decade of transition, focusing on minority rights protection as a fundamental requirement of both EU membership
and a stable democracy. I find that the EU has played a principal role in the reform process and democratic consolidation
of candidate states, even in the controversial field of minority rights. The degree and nature of the EU’s impact, however,
has depended in part on the activism of the particular minority, EU interest and pressure, EU Member States’ own domestic
policies, and the persistence of racism in society.

This report assesses conditions that contribute to or are potentially hospitable to transnational criminal activity and terrorist
activity in selected regions of the world during the period 1999–2002. Although the focus of the report is on transnational
activity, domestic criminal activity is recognized as a key foundation for transnational crime, especially as the forces of
globalization intensify.
The report has been arranged geographically into the following major headings: Africa, the former Soviet Union and Eastern
Europe, South Asia, Southeast Asia, Western Europe, and the Western Hemisphere. Within the geographical headings, the report
addresses individual countries with particularly salient conditions. Cases such as the Triborder Area (TBA) of South America
and East and West Africa, where conditions largely overlap national borders, have been treated as regions rather than by imposing
an artificial delineation by country. The bibliography has been divided into the same geographical headings as the text.
The major sources for this report are recent periodical reports from Western and regional sources, Internet sites offering
credible recent information, selected recent monographs, and personal communications with regional experts. Treatment of individual
countries varies according to the extent and seriousness of conditions under study. Thus some countries in a region are not
discussed, and others are discussed only from the perspective of one or two pertinent activities or conditions. Because they

Business rhetoric and conventional theory expect that employment regulations will have negative effects on small firms. Prior research has shown that effects are quite rare, but has not explained why. Case studies of 18 firms from three sectors identified four explanations. (1) Perceptions of effects tend to be broad and general, rather than reflections of concrete experience. (2) 'The law' is not uniform, with older laws being largely taken for granted. (3) Effects depend on competitive conditions, which are more important influences on firms than are regulations; where conditions are benign, regulations can be absorbed, but in other circumstances employment regulations can exacerbate competitive pressures. (4) A degree of informality in small firms further eases responses. By the same token, however, hopes that regulation will stimulate modernization are rarely realized. 相似文献
