Many governments and aid agencies believe that small businesses can contribute to promoting more equitable development, as well as enhancing the competitiveness of local industries within a global economy. While small, micro, and medium-sized enterprises (SMEs) may have a role to play in creating jobs, and generating and redistributing wealth, they need to overcome many obstacles. This article stresses the importance of understanding the specific context, establishing priorities among competing policy goals, and distinguishing between the actual and potential roles of different kinds of enterprises (by sector, size, and geographical location). Only on such a basis is it possible to identify the resources and policies most appropriate for each goal and each type of enterprise. These arguments are illustrated with reference to South Africa, whose government has sought simultaneously to promote SME development, Black Economic Empowerment, and global competitiveness. 相似文献

After 58 years in the position of dominant political party, the Christian Democrats suffered from an electoral defeat in the Baden-Württemberg state election of 27 March 2011 and, as a result of the election, the first Green prime minister was elected and headed a state government formed by the Green and the Social Democrat parties. The main reasons for this political landslide were the unique constellation of political issues and the voters' attitudes towards the candidates for the office of prime minister. Instead of economic issues traditionally ‘owned’ by the Christian Democrats, the nuclear catastrophe in Fukushima and the bitter conflict over the reconstruction of the Stuttgart railway station brought ‘new politics’ issues to the top of the agenda. Moreover, never before in the history of German state elections was a prime minister running for re-election as unpopular as the leading candidate of Christian Democrats. The 1987 U.S. Supreme Court decision McCleskey v. Kemp ruled, in part, that the findings of the Baldus study, offered by the
petitioner to support a claim of racial bias in death penalty cases, were insufficient to demonstrate unconstitutional discrimination
under the Fourteenth Amendment. Justice Lewis Powell offered additional justification for the ruling when he wrote, “If we
accepted McCleskey’s claim that racial bias has impermissibly tainted the capital sentencing decision, we could soon be faced
with similar claims as to other types of penalty. ” This statement has become labeled as the “Powell Hypothesis. ” This paper
tests the “Powell Hypothesis” to determine whether race has an impact on sentences levied in noncapital murder cases in Kentucky
between 1976 and 1991. The results indicate racial factors influenced sentence length in these cases. 相似文献

The myoglobin content of heart muscles was examined by the indirect immunoperoxidase method in eight autopsy cases where death was due to electricity. Seven cases showed a considerable release of myoglobin from the myocardial fibers. In experimental comparison, the heart muscles and skeletal muscles from nine cases where death was natural were exposed to electricity, and considerable deletion of myoglobin was also demonstrated. We believe that the findings of ischemia or thermal effects due to electricity were the cause of the release of myoglobin. Because the demonstration of myoglobin is preferable to estimation of the damaged areas of muscles by hematoxylin-eosin staining, this examination may be more advantageous in forensic examination of death by electricity. 相似文献

This study is based upon a data set on the capital sentencing process in Kentucky. Here, we examine the effect of Kentucky’s
“truth in sentencing” statute on murder cases. The evidence suggests that a sentence of life without possibility of parole
can serve as an alternative to capital sentencing that avoids racial discrimination.
