AbstractThis paper analyses Transatlantic Trade and Investment Partnership (TTIP) negotiations in order to assess how the move towards tighter economic integration within the EU?US strategic partnership impacts on legislative?executive relations in EU trade policy. The analysis examines the institutional, substantive and party political dimensions of national parliaments’ scrutiny of the Common Commercial Policy. Based on insights into both domestic and EU channels of parliamentary monitoring of TTIP negotiations, the paper argues that, although the government remains the central object of democratic control, the involvement of national parliaments in transatlantic trade extends to encompass the EU’s own transatlantic and trade policies. This is rooted in the legislatures’ legal capacity to constrain the executive in the negotiation, conclusion and, where applicable, ratification phases of EU trade agreements. It is argued that national parliamentary influence takes the shape of politicisation of the legitimacy of the expected policy outcomes of these agreements. 相似文献

The authors proceed from the assumption that the institutional and economic efficiency of a particular country (or society) depends on its historic legacy or ‘path-dependence’, strategic interactions of the elite and the impact of the international environment. Estonia and Slovenia are both – not only economically, but also institutionally – perceived as relatively successful and prominent post-communist countries and new members of the EU. Yet they have developed completely different – in some aspects even diametrically opposite – regulative settings and socio-political arrangements. The main emphasis is on the connection between the dynamics and ideological preferences of political actors and the pace of reforms as well as institutional regulations. One can argue that the political elite in Estonia encouraged the shaping of the state in a direction close to the liberal-market model, whereas Slovenia is closer to the corporatist social welfare-state model. This article makes two major points in regard to expert psychological testimony on eyewitness identification. First, the attention devoted by psychologists to eyewitness identification issues is far out of proportion to the incidence of trials involving eyewitness identifications of criminal defendants; furthermore, the often-expressed concern over wrongful convictions is probably misplaced. Second, the experimental methods used in studies of eyewitness performance are fundamentally unsuited for drawing conclusions about actual witnesses. Hence, there is not an adequate scientific foundation for expert psychological testimony on eyewitness identification. The article deals with new modes of representation of Croatian contemporary history. It argues that the Croatian grand narrative of the twentieth century is presented as the continuous fight of Croats for their nation-state. All historical events in the narrative are appraised as beneficial or harmful only in how they contributed to the creation of the state. The pattern of representation in heavily ethnocentric. The constructed self-image of the Croatian nation portrays Croats as humiliated and repressed by various others in the twentieth century. ABSTRACTThe paper deals with the issue of overpricing of public procurement in low-performing EU countries. It examines a uniquely large sample of public procurement in 11 Central and Eastern European countries. Hierarchical regression is used to analyze the factors that influence public contract. Our results indicate that institutional factors have a greater impact on overpricing than individual decisions by the contracting authority. Our analysis for low-performing EU countries provides interesting results and also draws attention to behavior that is not typical of the better established and more advanced EU countries. Our results are particularly important for public policy in each country, as they show the direction of regulatory action in the field of public procurement. The results introduce a debate on the appropriateness of “one size fits all” regulations within the EU. 相似文献
