Research Summary: This study reports findings from the American Terrorism Study. The data show that from 1980 to 1998, the U.S. government periodically tried accused domestic and international terrorists through the use of traditional criminal trials. The extent to which federal prosecutors “explicit politicized” these trials (and the success that the politicization had) varied among the types of terrorist groups. Explicit politically was not found to be successful in trials of domestic terrorists but seemed to work for trials involving international terrorists. Over the 20‐year period, however, federal prosecutors began to rely more heavily (and more successfully) on the politicization of the criminal acts by international terrorists. The results also show that international terrorists, like their domestic counterparts, are much less likely to plead guilty. Finally, the study shows that these traditional trials have resulted in international terrorists being punished more severely than domestic terrorists. Unfortunately, the practice of performing these politicized trials within the venue of the federal court system may have been compromised by defense strategies that capitalized on the due process procedures so prominent in the U.S. system of justice. In the wake of the terrorism attacks in September 2001 by foreign nationals, the federal government began to take the next step in its “war against terrorism” by instituting the use of military tribunals. Policy Implications: Although the federal government has been relatively successful in the prosecution of terrorism in America in the past two decades, the movement toward the use of military tribunals has perhaps become inevitable (as the use of the traditional criminal trial for international terrorists manifests weaknesses). In the short term, it is likely that several international terrorism cases stemming from the September 2001 attacks and other subsequent attacks (which may be presumed) will be tried in federal courthouses across the country (even with the advent of military tribunals). Federal prosecutors will need to be trained on the specifics of trying these kinds of cases. In the long term, the use of military tribunals will provide greater ease of prosecution for the federal government. Long‐term consequences such as retaliatory attacks and attacks aimed at the release of political prisoners cannot be ignored by policy makers.  相似文献

This article applies an individual-level routine activities perspective to explaining rates of delinquency. The theoretical analysis also links the opportunity processes of that perspective to key themes of social disorganization theory. Multilevel analyses of 4, 358 eighth-grade students from thirty-six schools in ten cities support the central hypothesis: Time spent in unstructured socializing with peers has both individual and contextual effects that explain a large share of the variation in rates of delinquency across groups of adolescents who attend different schools. In addition, parental monitoring has a very strong contextual effect on unstructured socializing, which supports the proposed integration of routine activity and social disorganization perspectives.  相似文献

The recent political, economic and social histories of Bolivia and Ecuador point to a broader, post‐neoliberal trend emerging in Latin America. Presidents Evo Morales and Rafael Correa have closely followed the basic model of twenty‐first‐century socialism as an alternative to free market capitalism. In theory, both leaders have successfully re‐founded their countries with new constitutions that encompass the interests of all sectors of society. In practice, however, we argue that a volatile economic climate, poorly implemented reforms, increased opposition, and low political tolerance all indicate limitations to the viability of twenty‐first‐century socialism as a post‐neoliberal development model.  相似文献

In a stagnating urban economy, Elijah Anderson's (1999) Code of the Street depicts a disadvantaged environment where residents face high levels of joblessness, poverty, racial residential isolation, and family disruption. Anderson argues that the loss of job opportunities for African‐American men deprived younger generations of traditional male role models. That is, in a disadvantaged urban setting with a lack of male role models participating in legitimate labor market activity, many young people may turn to violence. Drawing on insights from Anderson's ethnographic work, we assess the generality of Anderson's claims more broadly and explore the potential connection between his work and the macrolevel research on urban violence. Specifically, we explore the influence of male role models (older, employed black males) and the concentration of urban disadvantage on black juvenile arrests for violence across multiple cities in 2000. Overall, we find empirical support for Anderson's concerns over the removal of traditional male role models from urban areas as a result of concentrated disadvantage. Specifically, we find that the presence of traditional male role models reduces the rates of African‐American youth violence. Additionally, our measure of traditional male role models mediates the relationship between structural disadvantage and juvenile violence. We discuss the contributions of Anderson's work to the macrolevel study of urban violence.  相似文献

Nearly all studies of pork‐barrel politics in the U.S. Congress focus on the House, biasing our conception of how politics influences federal spending and skewing our attention toward factors that are active in the House. This article highlights differences between the Senate and House in how pork is allocated. We identify four important differences between the House and Senate, generate hypotheses regarding how each difference should influence the distribution of pork projects, and test these hypotheses using data from earmarks in the Appropriations bills passed by the two chambers for fiscal year 2008. The results support three of our four hypotheses, suggesting that senators are driven by different motivations than House members. These results imply that theoretical accounts of pork‐barrel spending need to account for these interchamber differences. Our findings also highlight how studies of legislative behavior, more generally, need to account for important differences in legislative structure and organization.  相似文献

Cross‐national variation in the effect of alcohol on adolescent violence is examined with survey data from 30 European countries. The data are analyzed using a method that makes it possible to isolate the nonspurious portion of the alcohol–violence relationship in different countries. In addition, multilevel models are used to estimate the effects of region and contextual measures of adolescent drinking on the alcohol–violence relationship. The evidence suggests that drinking has a strong effect on adolescent violence in the Nordic and Eastern European countries but has little or no effect in the Mediterranean countries. In the Mediterranean countries, where adolescents drink frequently but in moderation, the relationship between alcohol use and violence is almost entirely spurious. Findings suggest that the observed pattern is due to regional differences in the tendency for adolescents and their peers to drink to intoxication, as well as in their tendency to become intoxicated in settings where adult guardianship is absent.  相似文献
