This study describes the performance of handheld Raman devices for detecting one hundred opioids and related substances including fentanyl and several analogs. Using a single “parent” device, signatures (spectra) with excellent signal-to-noise ratios were generated using <5 mg of most compounds. The signatures were added to a method (library), which was electronically transferred to three “daughter” devices. The devices were able to discriminate different salt forms and isomers. On average, the daughter devices yielded a true-positive rate of 97.3% for generating an alarm for opioids and were 93.3% effective for correctly identifying the opioid. The devices yielded true-negative, false-positive and false-negative rates of 100%, 0%, and 2.7%, respectively, where false negatives were due to weak signal and fluorescence. These data demonstrate that the parent-daughter electronic transfer method was successful and effective, which permits the ability to develop methods in the laboratory that can be seamlessly pushed out to field devices.  相似文献

Technology affordances enable citizens to digitally connect and collectively act towards realization of established economic goals of a given country. This paper contributes to scholarly discussions on the effects of social media tax on Africa's economic growth. For African economies to grow, there is need to abolish social media tax and device means through which social media discussions that generate billions of data are captured and analyzed to guide policymaking processes aimed at economic growth. We connote that social media tax disengages the government from its citizens that access information through social media platforms. The tax is a hindrance to realization of the Science, Technology and Innovation Strategy for Africa (STISA‐2024) and the African Union (AU) Agenda 2063.  相似文献

The Scottish Nationalist Party’s majority in the 2011 Scottish parliamentary elections opened up a wide and interesting debate on the variety of options for Scotland’s constitutional future (ranging from the status quo through a variety of intermediate options to full independence), and with it, also the innovate possibility of a multi-option referendum, reflecting the preferences of the people of Scotland. However, while the UK Government agreed that the future of Scotland’s place within the Union was for the people of Scotland to vote on, it strongly contested the Scottish Parliament’s competence to legislate for the referendum, thus ensuring a role for itself and the UK Parliament in its design. After a period of negotiations, the UK and Scottish Governments signed the Edinburgh Agreement on the 15th October 2012, enabling the Scottish Parliament to legislate for a single question referendum, and expressing their commitment to work together in the interests of all involved. This article begins looking at the background, legal framework and negotiations leading up to the Edinburgh Agreement. It then argues that, while the Agreement is notably significant and has allowed for the smooth and fast development of the process so far, by excluding the possibility of including a third option of ‘more devolution’ on the ballot paper, it is having a series of negative consequences for the current debate, namely that it is more limited, confusing and uncertain, and largely unbalanced in favour of the ‘no’ side.  相似文献

The article concentrates on recent successes of non-partisans (independents) in Polish local government. A majority of mayors and councillors remains unaffiliated with any party—in this respect Poland is an outlier among European countries. The article examines both the factors determining the cross-national variation in the level of local government partyness and those causing the differences between the municipalities. The analyses of local elections held in 2006 and 2010 demonstrate that non-partisans' successes are primarily due to the previous election results (the advantage of incumbency); a possible ‘partisan offensive’ to colonise new resources in local politics is sluggish.  相似文献

Adolescents are exposed to various stressors that may increase the risk for substance use. Due to the detrimental, and potentially long-lasting, effects related to substance use, it is necessary to explore more optimal coping strategies. This study explored the association between substance use and stress among male and female high school students in relation to spirituality as a moderator. To examine these relationships, the study used cross-sectional data collected from 27,874 high school students (Male?=?50.7%, Female?=?49.3%) across 58 high schools in Maryland that included an ethnically diverse sample (49% Caucasian, 30% African American) with an average age of 16 years old. Bivariate results showed differences in substance use, stress, and spirituality between male and female students. Higher rates of substance use were generally found among male students compared to female students; rates tended to be higher among female students for stress and spirituality compared to their male counterparts. Multilevel analyses indicated a positive association between stress and substance use among male and female students after adjusting for demographic and school-level factors. Both male and female students who reported turning to spiritual beliefs when experiencing problems were less likely to use substances. However, the interaction between stress and spirituality was significant for males only. These findings suggest that stress may increase the propensity for substance use and that spirituality might be a viable coping mechanism useful for helping high school students adapt to stressful circumstances and situations.  相似文献
