A difficult yet prevalent problem in legislative politics is how to assess explanations when observable actions may not represent true (and unobserved) legislator preferences. We present a method for analyzing the validity of theoretical/historical accounts that unifies theory, history, and measurement. We argue that approaches to testing accounts of legislative behavior which are theoretically and historically agnostic are not always best and present an approach which: (1) forms an explicit explanation of behavior (here a simple dynamic voting game) that yields estimable parameter constraints, and (2) tests these constraints using a customized empirical model that is as consistent as possible with the explanation. We demonstrate the method using legislative voting data from the first Congress (1789–1791). Using the idea of sophisticated equivalents from voting theory we subject the traditional account of the “Compromise of 1790” to a statistical test and find that there is reason to doubt the claim that legislators of the time believed the specified log roll was taking place. The results suggest that the capital location and assumption issues were resolved independently. 相似文献

Although sharing institutions for over seventy years, and transition pathways from communism, the two successor states of the former Czechoslovakia have faced distinct challenges in state-building and divergent economic fortunes. The aim of this paper is to investigate the extent to which these differing social economic problems have influenced the ideological bases of party politics and mass electoral behaviour in the two societies. Using data from national samples of the population of each country conducted in the spring of 1994, our analysis points to the existence of distinct issue cleavages dominating party competition in the two states: in the Czech Republic, partisanship relates mainly to issues of distribution and attitudes towards the West; in Slovakia, by contrast, these issues are only secondarily important in shaping voters' choice of party, while the main focus concerns the ethnic rights of Hungarians. The distinctive nature of the issue bases to politics in the two countries suggests one reason for the greater degree of political conflict evident in Slovak politics since the split and, more generally, provides evidence of the role of social conditions in shaping new political systems. 相似文献

This article analyzes the relationship between political trust, ideology, and public support for government spending. We argue that the political trust heuristic is activated when individuals are asked to sacrifice ideological as well as material interests. Aggregate- and individual-level analysis shows that the effects of political trust on support for government spending are moderated by ideology. Consistent with the unbalanced ideological costs imposed by requests for increased government spending, we find that the effects of political trust are significantly more pronounced among conservatives than among liberals. The analysis further demonstrates that ideology conditions the effects of political trust on attitudes toward both distributive and redistributive spending. Our findings suggest that political trust has policy consequences across a much broader range of policy issues than previously thought. 相似文献

This article is based on select results taken from a survey of NGO and provincial government policy workers. The purpose is to provide an empirically based assessment of how government and non‐government policy workers engage with one another in the policy process. The data suggest that policy co‐construction and co‐production are a significant feature of the process but there is some need for nuance. Autocrats depend on a capable secret police. Anecdotal evidence, however, often characterizes agents as surprisingly mediocre in skill and intellect. To explain this puzzle, this article focuses on the career incentives underachieving individuals face in the regular security apparatus. Low-performing officials in hierarchical organizations have little chance of being promoted or filling lucrative positions. To salvage their careers, these officials are willing to undertake burdensome secret police work. Using data on all 4,287 officers who served in autocratic Argentina (1975–83), we study biographic differences between secret police agents and the entire recruitment pool. We find that low-achieving officers were stuck within the regime hierarchy, threatened with discharge, and thus more likely to join the secret police for future benefits. The study demonstrates how state bureaucracies breed mundane career concerns that produce willing enforcers and cement violent regimes. This has implications for the understanding of autocratic consolidation and democratic breakdown. 相似文献

AbstractActive learning techniques are being use with increasing frequency in the classroom and more time is being dedicated to designing and implementing them. However, the literature still suffers from a lack of rigorous empirical methods to test the effects of simulations. Most of the claimed benefits of utilizing simulations, and other active learning techniques, are improved soft skills and higher order thinking like empathy, confidence, public-speaking abilities, and interpersonal skills—all of which don’t lend themselves well to scientific measurement. This gap in the literature is especially troubling considering that time spent using simulations is time not spent using other methods. This article seeks to test the differing impacts of simulations versus traditional lectures over the long-term using a simple 30-minute simulation and rigorous experimental methods. The most important results show that students learn more initially from a lecture, but that students who were exposed to the simulation were better able to retain that information over the long-term. 相似文献
