Tasmanian opium accounts for 25% of the world's legal supply of opium straw, and in 1998-99 sufficient numbers of flower pods (66,013) to manufacture ca 500 kg of heroin were stolen. Whilst the heroin signature program has been developed to determine the origin of heroin from other key producers, no such signature currently exists for Tasmanian derived heroin. Tasmanian poppies contain a unique alkaloid, oripavine, which is the source of 'marker' impurities in illicit heroin produced from Tasmanian poppy straw. Treatment of oripavine (500mg) under Thiboumery and Mohr heroin processing conditions, followed by simple evaporative workup afforded 613 mg of a dark orange residue, which upon extensive chromatographic purification yielded oripavine 3-acetate (2) 22 mg; 3-acetyl-N-acetyldesthebaine (3) 35 mg; 3-acetyl-6-methoxy-4,5-epoxyphenanthrene (4) 5.8 mg; 3,4-diacetyl-6-methoxyphenanthrene (5) 27 mg; and 3,4,6-methoxy-5-[2(N-methylacetamido)]ethylphenanthrene (6) 52 mg. Compounds (2-6) are derived from oripavine and are unique to heroin derived from the Tasmanian poppy Papaver somniferum N. Analysis of illicit heroin samples seized from Turkey, Pakistan, Columbia and Myanmar did not reveal any of the aforementioned marker compounds. We have, however, identified four of these marker compounds (3-6) in seized heroin samples from Australia suggesting that they are of Tasmanian origin. The study of compliance has been predominantly Western, and we do not know whether existing theories and findings also apply elsewhere. As a first venture in developing a comparative view on compliance, this study seeks to gain a comparative understanding of compliance decision making among Chinese and American students. It studies their decisions in response to two scenarios that offer an opportunity to use pirated online content. It tests how their decisions are shaped by subjective deterrence, social norms, and perceived duty to obey the law, comparing a control group with a group who received an explicit deterrence message from a strong campaign targeting the use of pirated digital content. The results indicate that, regardless of the explicit enforcement context, Chinese students' inclination to engage in digital piracy hinges chiefly on the perceived behavior and approval of others. This stands in contrast to US students. Within an explicit enforcement context, both social norms and perceived enforcement affect US students' decision making, whereas when there is no explicit enforcement context, both social norms and perceived duty to obey the law affect decision making. This study thus provides a warning that compliance theories and findings may not generalize well beyond the Western context. Through interviews with 25 school board trustees in Ontario, this article contributes to the growing literature that explores the politics-administration dichotomy at the local government level in Canada. While existing literature is oriented from the perspective of the local government administrator, we examine the relations between local government politicians and administrators from the orientation of the former to determine how they navigate the dichotomy, particularly in a context where it is arguably more contested. We identify six informal practices trustees adopt in representing constituents and confronting tensions inherent in their role, namely: navigating, influencing, listening, translating, informing, and uploading. 相似文献

ABSTRACTThis article considers the features of intergovernmental relations (IGR) on immigrant integration in Belgium and critically examines the dynamics that shape them. The characteristics of IGR on immigrant integration in Belgium are shown to vary over time and differ across regions and sub-policy areas (immigrant reception policies and anti-discrimination). The comparative case study indicates that the primary traditional theses of the international comparative IGR literature, namely classical institutionalism and party politics, do not provide insights into the nature and mechanisms of IGR on immigrant integration in Belgium. Less established variables like European integration and sub-state claims for distinctiveness constitute key explanatory variables. While European integration explains the increase of IGR over time, notwithstanding the appearance of party incongruence, sub-state claims for distinctiveness enlighten the more conflictual nature of IGR with Flanders, even in cases of more party congruence than for Francophone authorities. 相似文献

Academic literature on India’s economic history often portrays the nation’s Green Revolution as a single package of technocratic reforms that eventually led to sustained growth in India’s total agricultural production – the quintessential triumph of science over political resistance. This account, though, is a dramatic oversimplification, which has led both social and natural scientists to criticise the Green Revolution’s normative consequences without fully addressing the political and economic forces that led to its varied results. To date, India’s Green Revolution lacks the established historical periodisation necessary to begin putting these accounts in dialogue. To remedy these issues, this article introduces the adapted concept of political neo-Malthusianism, which deconstructs the relationship between agricultural production, dependence on foreign aid, and the period’s political battles. Understanding this nexus allows not only for a deeper understanding of the politics that shaped various Green Revolution policies’ implementation, but also moves towards an understanding of its larger place in Indian economic history. 相似文献

Amid the fallout from the Scottish independence referendum, a UK constitutional convention has been proposed as a mechanism to take stock not only of the referendum, but also of the past fifteen years of devolution. However, despite longstanding conceptions of British constitutional development, a constitutional convention would not herald a brave new world for the UK's constitution. As the article highlights, in the past hundred years there have been two attempts to treat the territorial constitution in the round: the Speaker's Conference on Devolution, 1919–1920 and the Royal Commission on the Constitution, 1969–1973. This article examines both of these forums, arguing that they provide clear warnings for a future UK constitutional convention, in particular the threat of internal division that any such forum risks facing. A danger that this article highlights is heightened by the associated difficulty of reaching agreement across the UK's ‘state of unions’. 相似文献

In this article, we consider whether personal relationships can affect the way that judges decide cases. To do so, we leverage the natural experiment of a child's gender to identify the effect of having daughters on the votes of judges. Using new data on the family lives of U.S. Courts of Appeals judges, we find that, conditional on the number of children a judge has, judges with daughters consistently vote in a more feminist fashion on gender issues than judges who have only sons. This result survives a number of robustness tests and appears to be driven primarily by Republican judges. More broadly, this result demonstrates that personal experiences influence how judges make decisions, and this is the first article to show that empathy may indeed be a component in how judges decide cases. 相似文献
