We develop baseline data and an analytical framework for understanding the role that flows of carbon between the Former Soviet Union/Commonwealth of Independent States (FSU/CIS) and the European Union (EU) may have in enabling the EU to meet major reductions in greenhouse gas (GHG) emissions in the medium-term future. The paper sets out an analysis of contemporary flows of carbon between the EU, EU Candidate Countries and the FSU/CIS, and outlines two scenarios for investigating how flows may develop in the future under different assumptions about climate and energy policy. The 'trading' scenario assumes unconstrained trade in tangible (mainly gas) and intangible (tradable emissions permits) flows of carbon from the FSU/CIS to the EU. The 'autonomy' scenario assumes limits to carbon flows and a subsequent requirement for high levels of domestic de-carbonisation in the EU (e.g. energy efficiency and indigenous energy sources). We conclude that neither scenario is feasible or desirable, but that even a combined approach, which sees trade complemented by tough domestic action, still requires far greater efforts than are currently planned. 相似文献

The police are perceived by overseas agencies to play a key role in thedevelopment of democratic states. In the Russian Federation, the promotion of trust between the police and the public has been hampered by the fact that police are perceived by the public, and reported by the media, to be open to using their positions at work to obtain money, goods or services. Survey research about beliefs and values concerning corruption was conductedamongst students and serving officers attending a police institute, whichprovides the most promising Russian police recruits with a four-year higher education leading to the rank of ``officer'. From these ranks will come those police who are likely in future to shape both policy and institutional values. In this article, we identify the unfolding unintended consequences which flow from one instance of policy layering in Australia's National Disability Insurance Scheme (NDIS). We show how use of a causal diagram, which highlights feedback loops and emergent properties, to map complex chains of causal factors can assist policy scholars and policy practitioners to understand the likely direction of change and possible responses. In the case of Australia's National Disability Insurance Scheme, our analysis suggests that the likely direction of change will work against two of the fundamental design features of the NDIS: providing participants with more choice and control, and ensuring all eligible Australians are able to access appropriate services and supports regardless of where they live. Our analysis points to the use of price regulation as the site of potential intervention because of the role it plays in subsequent feedback loops and the development of the two, unwelcome, emergent properties. 相似文献

The identification of individuals, particularly at international border crossings, coupled with the evolving sophistication of identity documents are issues that authorities must contend with. Particularly, the ability to distinguish legitimate from counterfeit documents, with high throughput, sensitivity, and selectivity is an ever-evolving challenge.Over the last decade, an increasing number of security features have been introduced by authorities in identification documents. The latest generation of travel documents (such as passports and national ID cards) forego paper substrates for several layers of polycarbonate, allowing security features to be embedded within the documents. These security features may contain information at either the superficial and sub-surface levels, thus increasing the document’s resilience to counterfeiting.As the documents become harder to forge, so does the sophistication of forgery detection. There appears to be an unmet and evolving need to identify such sophisticated forgeries, in a non-destructive, high throughput manner.In this publication, we report on the application of optical coherence tomography (OCT) imaging on assessing security features in specimen passports and national ID cards. OCT allows sub-surface imaging of translucent structures, non-destructively enabling quantitative visualisation of embedded security features. 相似文献

Long-term policy is enjoying something of a come-back in connection with sustainable development. The current revival tries
to avoid the pitfalls of an earlier generation of positivistic long-range planning and control approaches. Instead, this new
generation of policy design emphasises reflexive governance concepts. These aim at inducing and navigating complex processes
of socio-technical change by means of deliberation, probing and learning. A practical expression of this move that is attracting
growing international attention amongst researchers and practitioners is the policy of ‘Transition Management’ (TM) in the
Netherlands. This article takes stock of TM implementation experience to date and discusses the critical issues it raises
for long-term policy design. The article provides a framework and synthesis for this Special Issue, which comprises articles
that address a range of those issues in more depth. We highlight three critical issues: the politics of societal learning,
contextual embedding of policy design and dynamics of the design process itself. This leads us to propose a view on policy
design as a contested process of social innovation. Our conclusion considers implications for continued work on designing
transition management in practice as well as the reflexive capacities of democratic politics. 相似文献
