Multiparty government in parliamentary democracies entails bargaining over the payoffs of government participation, in particular the allocation of cabinet positions. While most of the literature deals with the numerical distribution of cabinet seats among government parties, this article explores the distribution of individual portfolios. It argues that coalition negotiations are sequential choice processes that begin with the allocation of those portfolios most important to the bargaining parties. This induces conditionality in the bargaining process as choices of individual cabinet positions are not independent of each other. Linking this sequential logic with party preferences for individual cabinet positions, the authors of the article study the allocation of individual portfolios for 146 coalition governments in Western and Central Eastern Europe. The results suggest that a sequential logic in the bargaining process results in better predictions than assuming mutual independence in the distribution of individual portfolios.  相似文献

This paper examines the coverage of American Indians and Alaskan Natives (AI/AN) in the most widely read introductory criminal justice and criminology books published between 2004 and 2010. The current research extends upon Young’s (J Crim Justice Educ 1:111–116, 1990) assessment of AI/ANs in criminal justice and criminology introductory textbooks, where he found no mention of AI/ANs. The replication of Young (J Crim Justice Educ 1:111–116, 1990) is especially important because AI/ANs continue to face a wide array of social issues (i.e. substance abuse and poverty), which leads to an overrepresentation of AI/ANs in the criminal justice system. To accomplish this, a content analysis was conducted on thirty-one introductory criminal justice and criminology textbooks to determine whether AI/ANs have received more academic coverage in current textbooks. The findings reveal that introductory criminal justice and criminology textbooks still under represent AI/ANs despite experiencing crime, victimization, and justice related problems.  相似文献

Abstract

Social networks have changed the way in which governments communicate with citizens, encouraging them to participate in decision-making processes. Nevertheless, few studies have specifically addressed the use of social networks in public sector from the standpoint of dialogic communication theory. The aim of this study is, first, to analyse the extent to which European local governments are developing dialogic strategies in their Twitter profiles in order to establish and enhance relations with their citizens and then to examine the impact of certain factors on the implementation of these dialogic strategies. The findings show that the situation is open to improvement, because local governments are mostly unaware of the benefits offered by the use of dialogic principles when establishing online relationships with stakeholders. Therefore, this paper sheds light on the dialogic potential that social networks provide in public sector, and particularly, it offers a guide regarding how local government should implement Twitter to foster the dialogic communication with citizens.  相似文献

This article analyses the effects of natural disasters on human development and poverty levels at the municipal level in Mexico. Using several sources, we build a panel of data in order to uncover if different natural shocks can affect social indicators. After controlling for geographic and natural characteristics which can make municipalities more hazard prone, as well as for other institutional, socio-economic and demographic pre-shock characteristics, in addition to using fixed effects, we find that general shocks, especially from floods and droughts, lead to significant drops in both types of indicator.  相似文献

This research focused on the effect of the built environment on Bogotá’s violent crime by using the Risk Terrain Modeling (RTM) technique. The current study used 17 ecological variables, including micro-level data on the spatial distribution of socio-economic strata, and the location of an array of businesses and other features of the landscape. As suggested by the results of this study, the spatial distribution of violent crime in Bogotá is highly correlated with the allocation of socio-economic strata throughout its geography. A statistically valid RTM analysis identified the micro-level risk factors associated with three types of violent crime incidents, namely homicide, assault, and theft incidents. These results suggest that future violent crime incidents are more likely to occur at a reduced number of high-risk micro-places. Moreover, while homicide and assault incidents were more likely to cluster within the poorest areas of the city, theft incidents presented a higher risk of victimization near the city center, where economic activity and suitable targets concentrate. This study offers a unique account regarding the effect of socio-economic segregation on violent crime victimization across Bogotá’s geography and within different socio-economic strata classifications.  相似文献

Participation was originally conceived as part of a counter-hegemonic approach to radical social transformation and, as such, represented a challenge to the status quo. Paradoxically, throughout the 1980s and 1990s, ‘participation’ gained legitimacy within the institutional development world to the extent of achieving buzzword status. The precise manipulations required to convert a radical proposal into something that could serve the neo-liberal world order led to participation's political decapitation. Reduced to a series of methodological packages and techniques, participation would slowly lose its philosophical and ideological meaning. In order to make the approach and methodology serve counter-hegemonic processes of grassroots resistance and transformation, these meanings desperately need to be recovered. This calls for participation to be re-articulated within broader processes of social and political struggle in order to facilitate the recovery of social transformation in the world of twenty-first century capitalism.  相似文献

The survival of governments ultimately depends on the survival of its components. These components are politicians whose goal is to stay in office. There has been extensive research on the survival of leaders, but not on the survival of other politicians in government; and even less on how the survival of one affects the survival of the others. The purpose of this article is to take the first step in this direction by analyzing and precisely measuring the impact of the tenure of leaders on the tenure of foreign ministers. This article provides a systematic and formal investigation of the variables that affect the duration in office of foreign ministers. The investigation is based on a new data base on the tenure of more than 7,500 foreign ministers spanning three centuries. Although evidence shows that political institutions have significant impact on the tenure of foreign ministers, internal coalition dynamics such as affinity and loyalty toward a leader, uncertainty, and time dependence are better predictors of their political survival.  相似文献

This article proposes a research agenda for the organization of the executive branch in Latin America by reviewing the literature on the U.S. and Latin American presidencies and outlining the research gap between them. The study finds that while strong, regionwide patterns have been established about cabinets in Latin America, research is lagging behind on the presidential center, presidential advisory networks, and their effects in policymaking. The article sets forth a series of research questions and suggests a combination of quantitative, social network, and case study strategies to address them.  相似文献

This paper uses a natural experiment to identify the effect of a procedural information cost on the electoral registration of young first-time voters. We exploit the fact that information about when the minimum age eligibility requirement is due, either at registration or election-day, is only meaningful for those turning 18 after registration closing day. Using a national dataset on Chilean registration over four elections, we provide evidence of a sharp discontinuity in the registration rate of those youngsters turning 18 at closing date. The effect is both sizable and robust, persists over time, and is similar across income groups.  相似文献
