This article examines the idea that residential minimum parking requirements are associated with lower housing and population densities and higher vehicle densities (residential vehicles per square mile). Cities frequently use minimum parking requirements to manage traffic, but parking requirements accommodate vehicles, suggesting they should lead to more driving and congestion rather than less. If parking requirements reduce congestion, they likely do so not by reducing the number of vehicles in an area but by reducing the densities of housing and people. We support this idea by comparing the Los Angeles and New York urbanized areas. We show that differences in housing, vehicle, and population densities across and within these urbanized areas are closely correlated with differences in the share of housing units that include parking, and that the share of housing units that include parking is in turn correlated with the stringency of parking requirements. Compared with Los Angeles, New York shifts less of the cost of driving into its housing market. We further show that within New York City, a 10% increase in minimum parking requirements is associated with a 5% increase in vehicles per square mile, a 4% increase in vehicles per person, and a 6% reduction in both population density and housing density. These relationships remain even after controlling for street layout and proximity to the subway.  相似文献

This article explores conventional grassroots political participation in one of south-east Asia's largest cities, Bangkok. Thailand's reformist constitution, adopted in 1997 as part of its democratic consolidation, sharpened interest in local-level civic engagement and in political participation beyond its usually unpredictable national-level electoral politics. This paper explores some of the modes, motivations and determinants of political participation based on the results of survey data. The analysis suggests three things. First, that the modes of political participation of Bangkokians are more varied than may be commonly believed; secondly, that the issues and problems motivating Bangkokians into political participation are multidimensional in content and by objective; and, thirdly, that the factors that influence such political participation are a combination of the commonly known variables as well as some very contextual ones.  相似文献

The repeated reterritorialisation of economic development policy has resulted in a congested institutional environment characterised by a confused, and confusing, nested spatial hierarchy of interventions. Nevertheless, advocacy for perpetual institutional manoeuvring has proceeded largely unchecked leaving important questions unanswered regarding both the desirability of adding to/modifying the institutional landscape of cities and also the viability of such policies in light of existing attachments to long-established administrative geographies. In calling for further research, this paper conducts a preliminary investigation of the mutation of sub-city Urban Regeneration Companies (URCs) into city-regional City Development Companies (CDCs) and suggests the expansive critical realist epistemology as a potentially worthwhile methodological starting-point.  相似文献

This paper analyses the role of rural producers' organisations as elements of innovation processes in contexts characterised by subsistence-level agricultural production. The primary focus is on a group of producers' associations – cooperatives – in the district of Morrumbala (Zambezia Province, Mozambique) where the authors conducted a case study. The interdisciplinary methodology used combines economic and anthropological methods of analysis. The study results indicate that the cooperative organisation is a useful tool to mediate between the introduction of innovation and the transformation of the social context in which its members live. Moreover, the results show that producers' organisations are brokers that are able to introduce peasants to an accumulation pattern that does not eliminate redistribution dynamics. In effect, therefore, the social change imposed by the market system is mediated by the local social and cultural context.  相似文献

The authors of this article argue that the world is evolving into a regional bloc trading system with important public policy implications. Recent developments in North America and Europe suggest that regional integration is becoming an alternative approach to the multilateral trade deliberations under the auspices of the General Agreements on Tariffs and Trade (GATT). The reasons for the evolution are suggested in this article, and arguments are presented on how the negative implications of this trend in world trade can be countered effectively by constructive domestic and international government action.  相似文献

Abstract

This article responds to recent debates within South African media politics regarding the diversity and transformation of the print sector in the country, by suggesting a necessary refocus of previously used methods of measuring media diversity and proposing a more audience-centred approach. This audience-centred method is discussed with regard to meeting the demands of the normative understanding of media diversity, where the media are viewed as central to an individual's formulation of opinions and ideas, thus rendering the media – and particularly the news media – vital in fostering an enabled and informed citizenry. The argument proposes a bottom-up instead of a top-down methodology for measuring media diversity, by placing the primary focus on the public as the starting point, rather than the end point of the analysis, and validating this position through the normative view of the media's role in assisting citizens to formulate personal views. The article concludes by listing four key areas in which current debates on media diversity in South Africa should be realigned and refocused, including at a parliamentary level.  相似文献

The renaissance in the theoretical analysis of intergovernmental organizations (IGOs) has focused on formal IGOs (FIGOs), but many IGOs are subject to no formal treaty and/or have no permanent secretariat. Important examples of informal IGOs (IIGOs) include the G-groups that are the locus of much high-level interaction among states. We develop the spectrum of intergovernmental arrangements to show the wide variation in the formalization of international institutions and theorize when states will choose informal arrangements such as an IIGO over (or in combination with) a FIGO. A paired case comparison illustrates our claims that states use IIGOs when they need flexibility, to protect their sovereignty, to maintain close control of information, to lower short term transaction costs for speed, to minimize bureaucracy and to manage uncertainty during times of crisis. Finally, we examine how institutional choice is influenced by power.  相似文献

This paper attempts to do two things: to provide a summary overview of the ways in which the academic literature has tended to characterize the role of fear and psychological violence in the process of political terrorism and to advocate for counter-terrorism policies that recognize the importance of fear in this process and attempt to reduce this psychological response or, at least, to not exacerbate it. In completing these two tasks, I initially review the literature for discussions of the role of fear in both common definitions and theories of the use of terrorist violence. I then briefly draw upon the empirical findings of public opinion surveys and polls in the UK and US between 2001 and 2010 to illustrate this fear in practice. Finally, the paper concludes with the suggestion that both theories and real world observations point toward the idea that the most efficient form of counter-terrorism policy is one that mitigates levels of public fear.  相似文献
