Da eine Abweichung unwesentlich ist, wenn der Erfolg im Risikozusammenhang mit der Tathandlung steht, ist der Vorsatz in Bezug auf den Kausalverlauf im Ergebnis ohne Bedeutung. Ob aber der Erfolg allenfalls nicht objektiv zurechenbar ist, betrifft bei stafbaren Handlungen, die wie § 176 Abs 1 StGB auch hinsichtlich des Erfolges Vorsatz erfordern, die für die Strafbemessung bedeutsame Frage, ob nur Versuch vorliegt.     

Using human values-based approach to understand cross-cultural commitment toward regulation and governance of cybersecurity†

This article develops a new framework linking cross-cultural human values, regulation, and governance in the area of cybersecurity. Cyber space is currently transitioning from a laissez-faire into a regulated area. Yet, there is a significant heterogeneity in terms of the strength of commitment in different states to regulation and governance of digital spaces. Therefore, it is important to explore why this heterogeneity exists. This article proposes that heterogeneity in the commitment to regulation and governance of cyber space between different nations stems from the fundamental cross-cultural differences in human values between countries. Using an example of cybersecurity, we show how the cultural value orientations theory maps onto national commitments to regulate and govern cybersecurity issues. We construct a theoretical framework linking human values with cybersecurity regulation and confirm the existence of this link empirically using the data from the international Schwartz Value Survey and the Global Cybersecurity Index.

The Portuguese Empire: Australia’s Forward Defence from 1961–1972

Australia’s strategic interests from 1961–1972 were forwarded by the late Portuguese Empire. Portugal and Australia shared a similar problem: both feared the consequences of decolonisation. Portugal was forthright in this stance, attracting much of the world’s ire that could have been directed at Australia. Lisbon routinely stated that Australian and Portuguese interests were in such tight alignment that they were natural partners. Canberra privately acknowledged this but was reluctant to identify with Portugal’s internationally unpopular authoritarian government. Re-inserting Portugal into the narrative contributes to the existing scholarship on Australia’s role in the decolonisation of the Territory of Papua and New Guinea and Portuguese Timor, and Australian support for white minority rule in Southern Africa. This article demonstrates that Portuguese efforts to attain their own security goals aided Australia and shines new light on this neglected aspect of Australia’s foreign policy literature.

Effacing Panslavism: linguistic classification and historiographic misrepresentation

In the early nineteenth century, several Slavic intellectuals believed in a single Slavic nation speaking a single language, though positing various taxonomies of the nation’s component “tribes” and the language’s component “dialects.” Nevertheless, recent scholars, both historians and linguists, prove so extraordinarily unwilling to acknowledge the existence of Panslavism that several falsify the historical record so as to make historical figures conform to modern national and linguistic thinking. This paper discusses Jan Kollár, Ljudevit Gaj, and ?udovít ?túr as three sample Panslavs, documents the misrepresentation of their ideas in recent historiography, and explores why so many scholars seek to erase Panslavism from the historical record.
