The results of twenty-five Turkish elections for parliament and local administrations between 1950 and 2004 are studied. Turkish voters are found to take government's economic performance into account but not look back beyond one year. Furthermore, they are found to hold the major incumbent party responsible for both growth and inflation but minor incumbent parties, only for inflation. Also, they appear to vote strategically, especially in local and parliamentary by elections, to diffuse power. Finally, all parties exhibit a steady depreciation in their political capital while in office. These conclusions are essentially in conformity with the literature on other countries.  相似文献

Cold War historiography, in many instances, explained the delimitation of borders in Central Asia as a part of Moscow's divide and rule policy in Turkestan. However, the viability of this approach can be challenged by an examination of the archival documents of the time and the actual publications of the nationalities commissariat under Stalin. Among the Bolsheviks of Turkestan, Uzbeks were leading the drive towards the repartition of Turkestan, along with their Turkmen comrades who were trying to gain land from the former Khivan Khanate, at that time the People's Soviet Republic of Khorezm. The partition of Khorezm between three newly created administrative divisions, Uzbekistan, Turkmenia and Kirgizia, played a key role in the demarcation of borders in 1924. However, from the point of view of communists from the European parts of the former Tsarist Empire, as well as others from the region, delimitation was first a betrayal of internationalism; second it was an immature project both economically and theoretically; and third, it was believed that the liquidation of the traditional Muslim states of Turkestan, namely the Bukharan Emirate and the Khivan Khanate, would have a negative impact on the image of the Soviet revolution in the eyes of reformers in other Muslim countries in the Middle East.  相似文献

Outsourcing an IS/ICT function has become fashionable in public administration reform. Through this modality, many organisations are cutting staff costs and increasing efficiency. Financial benefits can be great, public organisations can in fact expand IT usage and hence avoid obsolescence. Despite the benefits of outsourcing IT, there are risks involved. Public organisations need to weigh the benefits, risks and costs involved before making decisions to outsource. Recently, Turkish public organisations have been increasingly outsourcing functions such as facilities maintenance, catering, security and IS/ICT activities. This article, based on a field study, undertakes an evaluation of the experience of Chief Information Officers (CIO's) in outsourcing of IS/ICT activities in ministerial computer departments. This study drew from the National Family Violence Resurvey of 1985 provided by Straus and Gelles. Five thousand one hundred fifty nine married and cohabiting couples were asked about violent experiences and observations in their family of orientation. These experiences were categorized by the degree of severity as well as its frequency. Intrafamilial conflict impacts on behavior in intimate relationships. The status of the relationship also contributes to the vulnerability towards victimization. Specifically, cohabitors were more likely to engage infuture violentrelationships than spouses given similar patterns of teenage victimization and observation. One explanation for the variation may include anticipation of nonfamilial violence over familial violence. Society fears violence at the hands of a stranger more so than a family member. This affects the greater acceptability to engage in violence with a partner who remains nonfamilial. Past studies have addressed the cycle of violence theory in explaining predictability. Nevertheless, this study initiates the comparison of unique populations within intergenerational transfer research. It proposes that more research needs to be conducted to better understand variation patterns among various victim populations. In other words, why some groups are more vulnerable to victimization and perpetration given similar background experiences should be explored.  相似文献

Entomological material may be used to estimate the time since death occurred (postmortem interval, PMI) in forensically obscure cases. The method that is commonly used to calculate minimum post-mortem interval (mPMI, i.e., the least amount of time since one can be confident death occurred) is based on the relationship between insect development and ambient temerature. Isomegalen and isomorphen diagrams are among methods allowing to calculate the age of necorphagous insects, yet thermal summation models provide the most precise and acurate estimations. The digrams are prepared based on the length or the developmental stages of the larvae as a function of time and mean ambient temperature. A knowledge of thermal requirements, in particular lower temperature threshold (Dz) at which development of a species terminates, is of essential importance to calculate ADD (Accumulated Degree Days). In this study different temperature regimes were used to construct the isomorphen diagram, examinate changes in larval body length at different ambient temperatures and to estimate the thermal requirements for developemnt of Chrysomya albiceps, the most common dipteran species reported on human and animal cadavers in Iran. Six development events including hatching, 1st ecdysis, 2nd ecdysis, wandering, pupariation and eclosion were studied under eleven constant temperature regims (17–37 0C). The development rate of Ch. albiceps increased as temperature increased. The larval length peaked at the end of third stage and then decreased at wandering stage. The maximum larval length occurred at 72 h post oviposition at either 31, 33, or 35 °C. At 17 °C, larvae did not hatch from eggs and at 37 °C wandering larvae did not proceed to pupariation, and thus larval development were analysed at the nine left over temperatures. The development stages required at least (Dz ± SE) 13.04 ± 0.37, 14.29 ± 0.45, 15.69 ± 0.56, 15.18 ± 0.56, 14.94 ± 0.48, and 11.23 ± 0.41 °C to reach one of the successive developmentl events, respectively. The estimated thermal summation constant (k) for those the six events were 10.43 ± 0.27, 19.31 ± 0.32, 27.87 ± 1.3, 55.94 ± 1.82, 66.69 ± 3.5, and 143.52 ± 5.61 ADD accordingly.  相似文献

Decisions on Article 9(2) of the European Convention on Human Rights—the right to religious manifestation—evidence the importance of intersectional considerations of gender, religion, and even nationality. This article uses qualitative comparative analysis in order to find patterns of litigation victory and defeat by intersectional groups in their claims of violation of this provision. Our analyses show that intersectionalization, operating through a methodology particularly well suited to do so, was essential to render visible important patterns in the judicial arena. These patterns show the different outcomes of litigation by intersectional groups. In particular, Muslim women, whose cases frequently had a clear dimension of “claim intersectionality” related to religious clothing, systematically were defeated before the European Court of Human Rights. This contrasts with cases brought by male Muslims, a successful category of litigants, therefore emphasizing the importance of gender dimension when understanding cases on religious manifestation.  相似文献

This article examines the ability of social accountability to spur gradual institutional change at the municipal level, using the case of citizen oversight agencies (COAs) for police agencies. Using the gradual change framework and the social accountability framework to guide the empirical strategy and data collected through an original survey of COAs, the authors test the impact of COAs on institutional outcomes in policing. We find that, in accordance with the gradual change framework, the degree to which a COA reduces racial disparity in policing outcomes depends on its scope of authority and the degree of discretion afforded by existing institutions to police officers. In general, the wider the scope of authority, and the broader the discretion afforded by existing institutions, the greater the likelihood of change in institutional outcomes.  相似文献
