Minnowbrook I and Minnowbrook II differ in one important way. Minnowbrook I involved mostly scholars who came to the field primarily through formal academic training. Several of those who participated in Minnowbrook II are products of comrnunity-based applied revisions of so-called new public administration in the 1960s. Radin served as a union employee and then a staff member of the U.S. Commission on Civil Rights. Cooper worked as a minister at several inner-city churches. Both Radin and Cooper took their doctorates later in their careers, after extensive street level experience. From this perspective they focus on the unique political setting of public administration, on the field's publicness, on the salience of theories of change, on a process perspective, and on “soft” research methodologies.

Through much of its history, the field of public administration in the United States has been punctuated by figures who moved from the arena of action to opportunities for reflection, either through writing or teaching or both. A review of the literature of the field up to the 1960s provides strong evidence of this pattern and is particularly illustrated by two important eras of public administration—the municipal reform period and the post-New Deal period.(1) The decade of he 1960s was one of the few periods of the twentieth century in which action was not the predominant pathway to concern about administrative issues. In contrast to this earlier pattern, the generation of public administration academics in the 1960s focused on writing and teaching as a goal unto itself, rather than as a way of searching for the meaning of action in which one was previously engaged.

Indeed, the original group of participants in the Minnowbrook conference came to the field of public administration through formal academic training; their quest for values, relevancy, and meaning developed as they looked out of the windows of the academy to the turbulent society of which they were a part.(2)

While some were on the inside looking out during the 1960s, others were attempting to define meaning and relevancy within the world of action rather than the world of the academy. This paper is an attempt to explore the influence of that action experience on the public administration field. The authors of this paper spent the 1960s engaged in a part of the social action that spawned the “new” public administration movement.

We believe that our involvements in the 1960s led to the development of perspectives on public administration which are somewhat different from those of individuals who were primarily involved in academe during those turbulent times. This paper begins with a short autobiographical account which provides the personal context for our perspectives. It then contrasts our views with those of the Minnowbrook group and focuses on those elements that make up our perspective on the field.  相似文献

Abstract

Gang-related activity can have a significant impact on the effective management of prisons in the UK, yet little is known about the characteristics of the prisoners involved. In this study, 141 adult male prisoners’ gang-related activity was examined in relation to their bullying behaviour and use of moral disengagement. Results showed that prisoners most involved in gang-related activity were likely to have spent a longer total time in the prison system, be perpetrators of bullying and have high levels of moral disengagement. Findings also show that moral disengagement partially mediates the relationship between bullying and gang-related activity. Implications for treatment programmes and the prison estate are discussed.  相似文献

Life-cycle service was an essential institution in early-modern England that slowly died during the transition from a pre-industrial to a fully industrial economy. A socially pervasive and culturally broad movement of young people from their parental homes to live and serve in the homes of others, life-cycle service was integral to the demographic, economic, and social framework of the era and could not survive when that framework changed. This article examines the institution of life-cycle service, some of the underlying demographic, economic, and social structure that supported it, the changes in that structure that led to its demise, and the ramifications for young people of that demise. Although inevitable, the loss of life-cycle service with its broad social base denigrated service as an institution and was not without other costs especially for young women.  相似文献

Experiments were conducted to investigate a scenario sometimes encountered in casework, where a police officer has attended a scene and shortly afterwards arrested a suspect. The experiments involve the transfer of glass fragments from a surface scattered with broken glass to a hand, and then from the hand to the sleeve of a poorly retaining jacket. The persistence of the transferred fragments was studied by collecting the glass fragments as they fell off the jacket, whilst the wearer was walking on the spot. The recovery regime allowed the number and proportion of fragments picked up and transferred to the jacket from the hand to be determined, and the rate at which they were lost from the jacket to be monitored. The results show that large numbers of glass fragments can be picked up on a hand from a suitable surface. A subsequent firm grip to a poorly retaining jacket was found to transfer a significant proportion of the glass fragments from the hand to the jacket. In seven of nine tests performed, ten or more glass fragments were recovered from the jacket 60 minutes after the original contact between the hand and the broken glass. More than twenty fragments were recovered in three of these tests. Consequently, where possible and appropriate, the full circumstances of a case should be considered carefully before indirect transfer is ruled out as a possible explanation for recovered “matching” glass. The paper explores the economic implications of two different types of transactions to bring new technology into Third World industries — ’machine‐maker’ and ‘machine‐user’ transfers. Its main conclusion is agnostic. It suggests that there is no presumption in favour of ‘arms length’ transaction as opposed to the more complex transfers of the machine‐user type—not at least in terms of comparative static analysis. The comparative merits of the two types of transfer depend in the end on their international distributional effect and the relative case with which these can be controlled by government policy.  相似文献

Seed aid is increasingly applied as an emergency response throughout Africa. This article describes its rise, its goals and the seed security principles which should shape it. Drawing on evidence of the effects of disaster, the article reviews the appropriateness of current seed aid responses and suggests ways to link the type of seed security problem with the type of response employed. Direct seed distribution, the dominant form, seems suited for a subset of conditions when farmers procure seed through formal channels and when seed is not sufficiently available in an area. Seed vouchers and fairs may be more widely applicable as this approach strengthens channels that farmers normally use (both formal and informal) and addresses the more common problem of farmers' lack of access to seed. Key for improving seed aid is a better understanding of how local seed markets function, as these provide a core of seed security in normal and stress periods.  相似文献

How does an undemocratic country create democratic institutions and transform its polity in such a way that democratic values and practices become integral parts of its political culture? This article uses the case of Japan to advocate for a new theoretical approach to the study of democratization. In particular, it examines how theoretical models based on the European and North American experiences have difficulty explaining the process of democratization in Japan, and argues that a state-in-society approach is better suited to explaining the democratization process' diverse cultural contexts. Taking a bottom-up view of recent developments in Japanese civil society through the close examination of two cases – one traditional organization dating from the pre-war era (neighbourhood associations) and one new-style group formed in 2000 (Association of New Elder Citizens) – this article illustrates how Japanese citizens have democratized their political culture at the grassroots. The state-in-society approach to democratization is particularly useful for the study of democratization processes in non-Western countries where the development of democracy requires not only the modification of a traditional political culture but also the development of new, indigenous, democratic ideas and practices.  相似文献

Prompted by Grindle's identification of a next-steps approach to governance, this article uses the experience of Mogadishu's police force to consider the minimal conditions of governance required to address development-related challenges. At one level, the introduction of development-oriented governance is obstructed by the inability of international actors to influence local power brokers or mitigate the distrust and insecurity affecting daily life in a city such as Mogadishu. More fundamentally, the capacity of an approach predicated on contextually-based analytics is limited by its advocates' understanding governance and development in technical terms aligned to liberal goals, rather than as entrepreneurial opportunities reliant on negotiation and trust-based relationships. In practice, minimal governance has more to do with the stability needed for people to go about their everyday business in relative safety than with democracy or poverty reduction. For such reasons, the new diagnostics is a refinement of existing approaches, rather than a significant analytical advance.  相似文献

In recent years, drugs including flunitrazepam, gamma-hydroxybutyrate, ketamine, and ethanol, have become popularly associated with drug-facilitated sexual assault. Other drugs are also candidates as factors in "drug facilitated sexual assault" (DFSA). The true extent of DFSA is not known, and is difficult to estimate. We recruited sexual assault complainants at four clinics in different parts of the U.S. to anonymously provide urine and hair specimens, and to answer questions about suspected drugging, drug use, and the sexual assault incident. Urine and hair specimens were tested for 45 drugs, including ethanol, and those pharmacologically capable of inducing sedation, amnesia, or impairment of judgment. Analytical test results were used to estimate the proportion of subjects, and the proportion of all complainants to the clinic in the same time period, who were victims of DFSA. Overall, cases of 43% of 144 subjects, and 7% of 859 complainants, were characterized as DFSA. Subjects underreported their use of drugs. The role of toxicological results and history in characterizing DFSA cases is discussed.  相似文献
